About this file

This Addendum 3 document modifies the ITB #25-151-G for Metal Clad Switchgear for Jessen and Willow Creek Substations issued by Eugene Water & Electric Board (EWEB). The addendum extends key deadlines for the procurement: the final date for EWEB to receive questions from proposers has been moved to September 16, 2025, and the posting date for addenda has been extended to September 18, 2025. The bid closing date and time remain unchanged at September 24, 2025 at 2:00 PM. The primary technical clarification addresses the specification for current transformers (CTs), confirming that twelve total CTs per phase are required—two sets on both the incoming source side and the bus side of circuit breakers—to allow EWEB to separate equipment connected to the CT secondary circuits. Bidders are encouraged to propose alternative solutions, such as lower-rated CTs (C200 instead of C400) or single-ratio CTs in certain locations, provided they meet the required quantity.

The addendum constitutes a material change to the bid, and acknowledgment of receipt is mandatory. Bidders must either sign and return a copy of the addendum with their bid response or circle the addendum number on their bid form to confirm acceptance of the modified terms and conditions.

ADDENDUM # 3

Metal Clad Switchgear for Jessen and Willow Creek Substations

ITB # 25-151-G

This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.

REVISION TO BID SCHEDULE IN SECTION 1.16

The last day for EWEB to receive questions from Proposers is extended to SEPTEMBER 16, 2025

(from August 26, 2025).

The day for EWEB to post addenda on bid site is extended to SEPTEMBER 18, 2025 (from August 28, 2025.)

QUESTION & ANSWER

1. The specifications call for SIX C400 CT’s per phase on circuit breakers, which is highly unusual and we wondered if this is a typo. Specification specifically reads:

EWEB Response: The requested CT count is correct at 12 total CTs; two sets on both the incoming source side of the breaker and two sets on the bus side. This quantity of CTs is desired so EWEB may separate equipment connected to the CT secondary circuits. As opposed to reducing the quantity of CTs from the intended amount, bidders are encouraged to specify if they can provide lower rated CT (such as C200) and meet the required quantity or if single ratio CTs must be used in certain locations.
