About this file

This Addendum No. 3 modifies the Invitation for Bid (IFB) RRHA-IFB-2026-34 issued by the Richmond Redevelopment and Housing Authority (RRHA) for security enhancements at Fay Towers in Richmond, Virginia. The addendum, issued on October 21, 2026, adds a Door Boarding Scope of Work to the original window boarding solicitation. The project encompasses seven total openings requiring a combination of door replacement and boarding work: two interior commercial-grade steel doors with dual-locking hardware in the maintenance area and boiler room, one interior foyer access door to be boarded with heavy-duty wood or minimum 1-inch CDX plywood, and four exterior door openings to be boarded using preferred steel security panels or alternate 1-inch solid plywood panels fastened from the interior. The deadline for bid submission is October 30, 2026, at 2:00 p.m. Eastern Standard Time. Bidders who submitted bids prior to this addendum must sign and return the addendum for their previous bids to remain valid.

The solicitation specifies that contractors must verify field dimensions and structural framing conditions before ordering materials and are responsible for site cleanup and disposal of all replaced components. No specific pricing, contract value, term length, or award date is provided in the addendum. The addendum does not identify any set-asides, incumbent contractor information, pre-bid conference details, or evaluation criteria. The place of performance is identified as Richmond City, with additional reference to work locations in Roanoke City, Virginia.
