About this file

This document is an Addendum to the solicitation issued by the Florida Fish and Wildlife Conservation Commission (FWC) for the Triple N Hydrologic Restoration Phase III and IV project (FWC 23/24-124C). The addendum provides responses to questions submitted by potential bidders and includes a revised bid form. The project consists of constructing restoration features for Phase III and IV, per the provided plans and specifications. Bid responses are due no later than 3:30 PM (ET) on Thursday, September 5, 2024. Bidders will be required to submit a 5% bid guarantee if the bid amount is equal to or greater than $100,000, and additional documentation if the bid amount exceeds $200,000 or $500,000. The contract will be awarded to the lowest responsive and responsible bidder.

The revised bid form includes a base bid for Phase III and an alternate bid for Phase IV, as well as a unit price for repairing damaged areas along the paved road. Bidders are advised that the contractor may install a temporary crossing at the borrow area and Donovan Crews Road, but it must be removed and the area restored to pre-construction conditions. The contractor will be held responsible for any damage to the paved roads caused by their operations and will be required to repair the roads to their original or better condition.

FWC SOLICITATION ADDENDUM 2

BEGIN ADDENDUM

QUESTION #1

Is there a bid tabulation with estimated quantities available for this project and will it be supplied?

ANSWER #1

No, there is not. The contractor shall estimate these quantities based on the design drawings.

QUESTION #2

Can you provide the CADD file link for this project?

ANSWER #2

Yes, CADD files will be provided to the bidders that have submitted the confidentiality exemption form.

QUESTION #3

Can you confirm whether the haul road will need to be repaired if damaged during the duration of the project?

ANSWER #3

Contractors shall provide a unit price per square yard for repairing damaged areas along the paved road per the detail provided in this addendum. See Detail 1 and the revised bid sheet. The extent of damage will be evaluated and determined by FWC once the trucking operation is complete.

Any other damage made by the contractor's operation shall be repaired to a condition equal to or better than the existing condition at no additional charge to the FWC.

QUESTION #4

Will the contractor be allowed to construct a temporary crossing at the Borrow Area and Donovan Crews Road to minimize the haul distance and having to improve the road through the swamp area west of the borrow?

ANSWER #4

The contractor will be permitted to install a temporary crossing. The temporary crossing must not impede the water flow in the canal and must be fully removed by the contractor when work is finished. The canal and surrounding area must be restored to pre-

FWC SOLICITATION ADDENDUM 3

construction conditions after work is complete. FWC will not supply culverts. If deemed appropriate, the contractor may use clean fill from this project borrow site to help construct the temporary crossing. Rough location for the temporary crossing: 28.055801, -81.011332.

QUESTION #5

With the amount of heavy traffic from the Borrow area to Phase 4, it is safe to assume there will be a lot of damage to the thin asphalt on Donovan Crews Road and the Shell Road through the shooting range. Will the contractor be held accountable for the damage? If so, how would we quantify this?

ANSWER #5

See answer #3.

QUESTION #6

- What are we to do with any remaining embankment that is not used for fill in other areas?

ANSWER #6

Any embarkment not marked to be removed shall remain in their original state. All unusable material obtained from an embankment should be disposed of off-site as indicated in General Note No. 15 of sheet G002, “all required clearing and grubbing, rubble, debris, silt, and other unusable or unsuitable material shall be removed and properly disposed of off-site at the contractor's expense.”.

QUESTION #7

- Will the contractor have unimpeded access daily throughout the site and shooting range?

ANSWER #7

The contractor will be given combinations to locked gates within the designated work area and along designated access routes. The contractor may not access any of the property that is not part of the designated working area or designated access routes. The contractor will not be permitted to access the property or operate during any Special Opportunity Hunts (Special Opp General Gun: Sep 28-Oct 4, Oct 12-Oct 18; Special Opp Muzzleloading: Oct 31-Nov 3; Special Opp Spring Turkey: Mar 15-Mar 21, Mar 29-Apr 4, Apr 12-Apr 18).

FWC SOLICITATION ADDENDUM 4

QUESTION #8

- Are there any known locations of endangered species or nests that will need to be avoided during construction?

ANSWER #8

FWC staff will mark all known wildlife features to be avoided. The contractor must contact site manager, Jared Draxler (407-709-5263), if wildlife or wildlife features such as gopher tortoises or their burrows are identified while working. The contractor will not be financially responsible for the relocation of wildlife but will be held accountable for harming wildlife due to negligence.

QUESTION #9

In the Phase IV drawings, pages C302 and C303 the typical sections call for “sand-cement rip rap” it seems to show 2 rows of bags stacked. Is there a desired thickness?

There doesn’t appear to be any dimensions to estimate how bags will be needed.

ANSWER #9

As indicated on the drawings, the sand cement riprap thickness is 2 rows stacked.

Length-wise, the bags extend from the top of the pipe to a minimum of 5 feet away after reaching the existing grade, at both ends. The width of the riprap is equal to the pipe size plus 30 inches minimum, on each side.

Material shall follow FDOT Specification Section 530-2.1 and FDOT Approved Product List.

QUESTION #10

- Can you please provide us with the CADD files for this project?

ANSWER #10

See answer #2
