About this file
This document is an Addendum to an Invitation to Bid (ITB) issued by the Florida Department of Agriculture and Consumer Services (FDACS) for the Modular Office Trailer Replacement project at the Immokalee State Farmers Market, Project #1063. The addendum provides responses to questions received from vendors, including clarifications on the utility service requirements, permitted floor plans, and skirting details. FDACS is extending the bid submission deadline to accommodate vendors in obtaining pricing from the local electric utility company for the new service. The ITB requires a modular trailer from Southeast Modular Manufacturing, and the contractor must include pricing for the new electrical service and associated work.
The project does not have an estimated cost provided. Bids will only be accepted from vendors who attended the mandatory pre-bid conference, except for those impacted by Hurricane Ian. FDACS will work with the local utility company to provide pricing information to the vendors. The addendum also clarifies that the optional floor plan on Sheet 3 of 8 should be disregarded, and the contractor should price the floor plan shown on Sheet 2 of 8, which includes 4 offices.

ADDENDUM 3
TO: VENDORS
FROM: CARMELITA GRAHAM, PURCHASING DIRECTOR
RE: INVITATION TO BID NO. ITB GS 22 23 22
MODULAR OFFICE TRAILER REPLACEMENT- IMMOKALEE STATE FARMERS
MARKET PROJECT # 1063
This addendum is to provide answers to questions received in reference to this invitation to bid.
Question / Answer
1. The new utility pole and the upgrade/extend service drop that will be done by the service providers. Did you already have a quote for that service from the service providers? If so, please provide it.
The Florida Department of Agriculture and Consumer Services has not received any pricing for extending or upgrading service drops from any electrical service providers. The Contractor shall include this pricing as part of the bid response. FDACS will extend the date that bids will be accepted to accommodate adequate time to receive pricing for the new electrical service and associated work from Lee County Electric Cooperative.
2. Would the Department of Agriculture accept a Mobile Modular from any other manufacturers other than Southeast Modular Manufacturing?
No. All bids should include a modular trailer from Southeast Modular Manufacturing. Furthermore, the plans indicate an optional floor plan on Sheet 3 of 8, which shall be disregarded. Contractor pricing shall be for the floor plan that specifies 4 offices on Sheet 2 of 8.
3. Do you have an estimated job cost for this project?
No.
4. I couldn’t attend the pre-bid due to hurricane Ian preparation. Are we still eligible to bid on this project?
No. Any bid received from a prospective respondent who did not attend the mandatory pre-bid conference will not be considered.
5. I have an issue with getting a quote from LCEC Power Electric to remove the existing pole service and install a new service pole, and all the service that needs to be provided by LCEC regarding the project. I talked to Tom Bailey, (239)656-2414 from LCEC he stated that they cannot provide a quote right now because they are very busy due to Hurricane
Ian issues. My question is: Can anyone from the Department of Agriculture get in touch with them about the quote?
FDACS will extend the date that bids will be accepted to accommodate adequate time to receive pricing for the Fl new electrical service and associated work from Lee County Electric Cooperative.
6. Additional Clarification to Bid Specifications:
Please delete sheet 3 of 8, (Optional floor plan). Sheet 2 of 8 (floor plan) identifies the required floor plan for this project. Also, see attachment from architect about required skirting per Collier County permit review. Please add required “skirting” to your bids.
This Addendum is hereby incorporated into and made a part of the above noted Invitation to Bid.
All other terms, conditions and specifications of this Invitation to Bid will remain the same. For questions regarding this Addendum, please contact the Purchasing Office at Bids@FDACS.gov.
