About this file
This document is Addendum No. 3 to Request for Proposal (RFP) No. 24-06 for URBAN PLANNING/DESIGN AND ARCHITECTURAL SUPPORT SERVICES issued by the Purchasing Department of the City of South Fulton, Georgia. The RFP seeks consultant services to assist the City in planning the physical locations of its services, identifying corridor and street improvement projects, and providing land use analysis to encourage smart growth principles for future development. The City is looking for recommendations on financing mechanisms, redevelopment strategies, public engagement methods, and facility assessments. Respondents should provide estimated durations for each scope area and an overall milestone target schedule. No bond is required at this time.
The City may or may not fund various projects, with most developments expected to involve public-private partnerships. The City has limited information on existing infrastructure. Respondents should provide their proposed fees rather than a lump sum cost, and can suggest completing a third-party market study as an additional service. The City will manage and publish information developed by the consultant team for public review during the planning process.

CLARIFICATIONS / MODIFICATIONS / QUESTIONS AND ANSWERS
Question: General- Schedule Question (by Matt Kraczon) General: • Is there a known overall time frame the City is wanting this entire scope of services to be completed? Or shall each respondents provide estimated durations of each scope area and an overall milestone target schedule?
X https://gcc02.safelinks.protection.outlook.com/?url=http%3A%2F%2Fwww.cityofsouthfultonga.gov%2F&data=05%7C01%7Clindell.miller%40cityofsouthfultonga.gov%7C23e2f9a62e8045020c5008dbc35be357%7Ce0f3e0436e7c4572aff6030339aec112%7C0%7C0%7C638318571653010433%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&sdata=EE3TiZKbgf3REdOICfVNp47m9ng2gHm8amBu3oyfUq4%3D&reserved=0
Each respondent should provide an estimated duration of each scope area and an overall milestone target schedule.
question: Finance Question (by Matt Kraczon) Finance: • What mechanisms of finance does the city currently have available for financing the planning and future developments? • Does the City have approved bond capacity for potential future developments? • Does the City plan to fund future developments or pursue outside investor/ developer partnership for future projects? • Have millage rate increases or tax mechanisms for funding city growth been voted on and/or passed in the City? • Is a third-party market study required in this RFP response? If a third-party market study is required, what specific commercial/business corridors should be studied?
The respondent should make suggestions and/or recommendations taking into consideration all those economic development tools that are available to cities within the state of Georgia. The City may or may not fund various projects. Most developments will be P3’s so outside investors and partnerships will be sought. Third party market studies are not required but if the respondent suggest that they be done to provide a better product, those suggestions should be made as an alternative service to be provided.
Question: Redevelopment Strategies (by Matt Kraczon) Redevelopment Strategies: • Are there known sites or blocks of land targeted for redevelopment? Are these properties owned by the city, or by third parties? • Does the city have survey or GIS information of all utilities (storm, sanitary, electric, gas, water, and fiber) above ground and underground in the city limits?
The respondent should survey the entire project area and consider what properties should be considered for redevelopment. Most of the properties being studied are owned by individuals in the private sector by many different property owners. The City of South Fulton has limited information on infrastructure, being a new city. Water is provided by the City of Atlanta and Sewer is provided by Fulton County. The COSF has its own public works department but they have limited capacity. Fiber and gas information is available through various utility providers.
Question: Public Engagement (by Matt Kraczon) Public Engagement: • What existing online/ digital platforms of communication does the city utilize for sending information out to citizens? • What existing online/ digital platforms of communication does the city utilize for receiving input or feedback from citizens? • The city uses constant contact, email, and social media to communicate to the public. Has a survey for citizen input on the future growth and needs of the City been performed since the city was formed? • NO. Does the City currently have the ability to manage the dissemination of information produced by the planning team to citizens on a website or digital platform? • YES During a planning process, can the City act in the roll of managing and publishing the information developed by the consultant team, for the public to review? Yes
Question: Architectural Support (by Matt Kraczon) Architectural Support: • The proposal identifies facility assessment and review of existing conditions. Have any recent facility assessments been performed, and how old are those assessments? • NO Should this request for proposal include a scope for a complete facility assessment of all space in buildings the city currently occupies? NO Please expand on the specific assessments understood to be needed, such as mechanical and HVAC performance assessments, versus space occupancy needs analysis, etc.. • There will be no HVAC or mechanical assessments needed. The RFP states respondents shall aid in the preparation of requests for proposal for architectural design services “to be designed”? Would this consultative role prohibit a respondent from participating in future requests for architectural services in the future? NO
Question: Planning and design (by Matt Kraczon) Urban Planning/ Design: • Is this RFP specifically soliciting consultant services to assist the City to plan the physical location of all City services into a single location, aka a ‘City Center’?
Or plan for the implementation of separate services identified as needed throughout the city? • Plan for separate services to incorporate redevelopment. Does the City foresee the needs assessment and planning services to identify potential corridor and street improvement projects? Future projects that may be implemented by the City and/or other agencies or jurisdictions like the county or GDOT. • YES Does the City currently have overlay standards or design guideline standards for area(s) within the City limits? • YES, in certain areas there are overlays. The RFP requests land use analysis? Is this request to look at the city’s current land use map and uses identified, to identify potential recommendations for changes in zoning uses currently identified? Or is the land use analysis intended to be a review of the current zoning regulations and definitions, to identify any potential recommendations for changes that would encourage smart growth principles and future development? The City is looking for potential recommendations to encourage smart growth principles for future development.
Question: Program and Scope of Work (by Matt Kraczon) Program: • What existing services does the city currently have and operate, police, city hall, city council, etc.? How many total employees operate in each service? • What properties does the City currently own? What is the total square footage of occupiable space and total acreage of each property owned? • How much total square footage of space does the City currently occupy for the services the City operates? • Does the City have a future growth plan for the City services and number of City employees? • What if any known uses/services do the City consider a “must” have in future growth planning? • Are there any known public space program needs to be included in the planning programming, such as added passive park space, public event/ amphitheater facility, active recreational sports facilities, trail systems, etc.?
The questions being posed would be researched and requested during the discovery period as a part of the consultants services.
Question: Cost or Fee's (by Matt Kraczon) I note that you are requesting a cost for the project, however the basis for the scope of work is not defined, which would indicate asking for our fee's would be more appropriate and protect the City better than a lump sum cost. Will you clarify that you want our fee's rather than a lump sum cost? The respondent should provide what the fees are and provide an estimate of what the project cost would be.
Question: Properties in question (by Matt Kraczon) Does the City have specific properties selected for planning and development and are these properties owned by the City? If so, can that information be shared so that our team can provide the best response to the proposal? The City does not have certain properties selected for development. The City would like to learn what are the highest and best use of various properties within the redevelopment area.
You have an addendum acknowledgment form and are asking for each addendum to also be acknowledged individually, can you clarify which of these that you require? I also note that in Bidnet Direct the addendum count is currently four, yet you only have two documents titled as Addendum 1 and Addendum 2. Will you clarify how many addendums we are to acknowledge?
At this time, there are only 3 addendums including this addendum. This current addendum will be addendum #3.
On the pre-bid call, it was noted that all interested parties should note the insurance and bonding requirements for this RFP. I understand and note the Insurance acknowledgement form, but do not see any mention of bonding and since this is a planning and design contraction and not a construction contract, I do not see anything that would need a bond. Will you please clarify this statement? No bond is required at this moment.
