About this file

This document is an Addendum #3 for the Lacrosse & Baseball Field Lighting Upgrade Project (25-102BES) issued by the City of Peachtree City, Georgia. The project involves replacing the existing field lights with LED lights at two Lacrosse Fields, the T-Ball Field, Field of Hope, Upper Baseball Quad, and Lower Baseball Quad, while retaining the existing light poles. The bid due date has been extended to Thursday, October 17, 2024, at 3:00 pm. The City will accept lights with a color temperature of 5700K and a CRI of 70 or above, and spill light values shall be measured at the property line for each facility. The awarded contractor is responsible for tree trimming, with specific policies to be followed if any trees need removal. The City will work with the awarded contractor to designate laydown areas near each project site, and all fields must be available to light each night, even if a mix of old and new lights is used.

Regarding pricing, the City requests unit costs for items listed in the bid package in case conditions change and a change order is needed. The existing in-ground wiring and electrical components will be upgraded as necessary. The City does not require any new feeder lines from the power cabinets to the poles, unless conditions change. Contractors are responsible for properly disposing of all removed materials.

LACROSSE & BASEBALL FIELD LIGHTING UPGRADE PROJECT

25-102BES

ADDENDUM #3

NOTICE: Due date for bids has been extended until Thursday, October 17, 2024, at 3:00 pm as a result of rescheduling the mandatory pre-bid meeting.

1. QUESTION: Reference Section 1.3.B The specified color temperature at a minimum of 5700K and a CRI of 75 is outside of industry standard and has no foundation except being the preferred color temperature of a single manufacturer. This will limit competition and increase cost for the project. It is suggested that the color temperature requirements be revised to 5000K and a Minimum CRI of 70 to meet industry standards and ensure full and fair competition.

ANSWER: The City will accept lights with a color temperature of 5700K and a CRI of 70 or above.

2. QUESTION: Reference Section : 1.4.B

The spill light requirements of this section are not based upon any known code, standard or industry best practice. The requirements listed in this section will drastically limit and/or eliminate competition on the project. It is recommended that spill be quantified by manufacturers at the property line, not at an arbitrary 150’ from the field. Vertical and horizontal spill levels should be reported by the manufacturers at the time of bid for comparison purposes by the City to consider when reviewing the totality of the package offered by each proposer. Glare control and external shielding should be required. Can you please clarify intent and specifics of spill control requirements?

ANSWER: The spill light values shall be measured at the property line for each facility, not 150’ from the edge of field. Glare and spill light controls shall be implemented per Note 1.4.A on sheet E000 of the design plans.

3. QUESTION: Seeking clarification regarding wiring and trenching.

ANSWER: The project as designed should not require trenching or pulling any new feeder lines from the power cabinets to the poles. Please provide unit costs for the items listed in the bid package in case conditions change and a change order is needed.

4. QUESTION: Will the city specify lay down areas?

ANSWER: The City will work with the awarded contractor to designate laydown areas near each project site.

5. QUESTION: What is the city’s phasing expectation?

ANSWER: All fields must be available to light each night (even if that means a mix of old and new lights are being used) unless scheduled during a time when fields are closed due to school breaks.

6. QUESTION: Who is responsible for disposal of materials removed from sites?

ANSWER: Bid specifications require contractor to properly dispose of all materials.

7. QUESTION: Who is responsible for tree trimming?

ANSWER: Contractor is responsible for all tree trimming. Please note that if any trees need to be removed, the city has a very specific policy to be followed.

8. QUESTION: Does the city want any specific features?

ANSWER: See plan sheet E000 of plans and technical specifications for all listed features.

9. QUESTION: Have you reconsidered the proposition to eliminate the 2” Rigid

Conduit up the poles that was recommended at the meeting?

ANSWER: The awarded Contractor may run wire inside of the pole if sufficient space is available and must use appropriate wiring required by code for this particular application. Any areas where wire must run outside the pole, it shall be installed in rigid conduit per the detail shown on the plans, according to all applicable code requirements.
