Addendum 3 Summary - IFB-27016 Elevator Replacement

This is an addendum document issued by the Baltimore City Public Schools Office of Procurement for Invitation for Bid (IFB) IFB-27016, Elevator Replacement at Diggs Johnson Building #162. Addendum 3, issued on August 4, 2026, provides responses to 41 questions submitted by potential bidders following the mandatory pre-bid meeting and site walkthrough held on July 14, 2026. The project involves complete elevator removal and installation of new equipment at the school facility located at 1300 Herkimer Street, Baltimore, Maryland. The solicitation requires bidders to submit a base bid for Item #1 (Elevator Replacement) and Item #2 (a $30,000 allowance for unforeseen work including HAZMAT testing and remediation). The contract term is twelve months or 365 days from issuance of the Notice to Proceed, with anticipated Notice to Proceed within 1-3 months. Bids were due August 13, 2026, at 11:00 a.m. via eMaryland Marketplace Advantage (eMMA), with bid results announced August 6, 2026, at 12:00 p.m. via MS Teams. Attendance at the pre-bid meeting and site walkthrough was mandatory for bid eligibility.

Key clarifications in Addendum 3 address technical specifications, insurance requirements, staffing, permits, and coordination responsibilities. Notable determinations include that Maryland State prevailing wage requirements do not apply to this locally funded project; a full-time on-site superintendent is required; the contractor is responsible for obtaining all building permits and associated fees; contractors must provide CAT6 network cabling from IT closets to elevator machine rooms; a 100-hour service contract is required as part of the base bid; and phone monitoring subscription costs are the contractor's responsibility for the first two years after substantial completion. The addendum also clarifies that the overall minority business enterprise goal is 20% for certified minority-owned businesses and 5% for certified women-owned businesses, with no sub-goals specified. The contract carries a 20% MBE participation goal and 5% WBE participation goal, with MBE firms requiring certification by the Baltimore City Minority and Women's Business Opportunity Office.

37. Considerations Regarding Refrigerant Accessories:

38. Please be advised that we do not recommend the following accessories on new installations of Mitsubishi ductless air conditioners or heat pump units.

Response: Install ductless air conditioner per manufacturer’s recommendations.

39. Filter Driers: Our units are made in the factory under clean conditions and are brazed using dry nitrogen. They are charged with clean oil and new refrigerant. When the line sets are attached using flare connections the copper is clean. Under clean conditions filter driers are not necessary and will only cause pressure drops in the system.

Response: Install ductless air conditioner per manufacturer’s recommendations. If filter dryers are not recommended by manufacturer they are not required.

40. Sight Glasses: The outdoor unit contains the metering device. The purpose of a sight glass is to check the condition of the liquid refrigerant prior to metering device. Since sight glasses are placed prior to the metering device at the indoor the sight glass would be useless and only create a pressure drop in the lines.

Response: Install ductless air conditioner per manufacturer’s recommendations. If sight glasses are not recommended by manufacturer they are not required.

41. Traps: Traps create pressure drops in our systems. They are commonly used to help in oil return to the compressor. Since the velocity of the refrigerant is greater when the metering device is placed in the outdoor unit oil return is not a problem. If a trap is not preventable, it must be a minimum of twelve inches in length.

Response: Install ductless air conditioner per manufacturer’s recommendations. If traps are not recommended by manufacturer they are not required.
