About this file
This document is Addendum #3 to the Request for Proposal (RFP-LF-1024-530) issued by CTI and Associates, Inc. on behalf of St. Clair County, Michigan, for the Smiths Creek Landfill Foam Fractionation (FF) Unit project. The addendum addresses several bidder questions and provides clarifications, including a confirmation that the bid opening deadline remains November 15, 2024, at 2 PM, with sealed bids to be received at the County Administrator/Controller/Purchasing Division office in Port Huron. The document responds to inquiries about potential alternative unit locations, pilot study details, electrical capacity, and background chemistry sampling, ultimately recommending bidders use the designated Location L1 or L2 with existing secondary containment.
The addendum emphasizes the project's time constraints and provides technical insights, such as confirming available 480V 3-phase power capacity at MCC-A and explaining sampling procedures for leachate. While the County will not release detailed pilot study reports due to proprietary concerns, they confirm that previous testing met PFAS performance objectives under similar influent conditions. The document maintains the competitive nature of the bid by providing limited but crucial information to potential bidders, focusing on project feasibility and operational parameters for the foam fractionation unit at the Smiths Creek Landfill.

Subject: County of St. Clair, Michigan
Smiths Creek Landfill
Foam Fractionation Unit
Addendum #3 to RFP-LF-1024-530
Dear Prospective Bidders:
On behalf of the County of St. Clair, Michigan (County), Smiths Creek Landfill, CTI and
Associates, Inc. (CTI) presents this letter to serve as Addendum #3 to the Foam Fractionation
(FF) Unit project at the Smiths Creek Landfill (Landfill).
The following are responses to questions asked by Bidders since issuance of the last addendum:
1. We would like to request deadline extension of the RFP by a week, for November 19m 2pm.
Unfortunately, due to internal County deadlines and the tight timeframe for this project, bid opening cannot be extended to November 19th. However, the County has offered a 3-day extension per Addendum 2, extending bid opening from 2PM on November 12, 2024, to 2 PM on November 15, 2024.
2. Could we get a copy of the report of the pilot performed by ECT2?
Given the proprietary and confidential nature of individual vendor systems and the competitive nature of this bid, the County will not release the details of the pilot study performed. However, the County can confirm that given similar influent PFAS concentrations as those included in
Attachment 4 of this RFP, the pilot testing was able to meet the PFAS performance objectives in Attachment 5 of the RFP (where detection limits allowed).
3. Would Smith Creeks be open to an alternative location for a containerized unit at the location approximately indicated by the blue square below? I.e., east of the actual Location 1?
There are two potential issues with this proposed alternate: 1) this location does not currently have secondary containment as does L1 and L2 and containment would need to be constructed/provided, and 2) there is a buried natural gas line that runs directly under the proposed location, making construction of a containment structure in this area difficult.
Given the time constraints of this project and the logistical challenges of buried utilities in this area, it is not feasible for a containment structure to be constructed prior to the end of this year. Further, as the County is unsure whether this will be a permanent feature, the
County would prefer Bidders to use designated area L1 or L2 where containment is currently in place. For the purposes of bidding, Bidders should not consider this a viable option.
4. Can spare capacity at MCC-A for additional new 150A demand load be achieved?
Yes. Assuming 480V 3-phase power is needed, capacity is available, as the plant is currently operated. There is currently a 600A service at the building and the additional load can be accommodated.
5. Is there any additional data available for background chemistry at CP2 or at any point downstream of the EQ tank?
Sampling is performed from the equalization tank prior to leachate entering the pretreatment process and at the outfall from the wastewater polishing lagoons at the Air Industrial Park.
Sampling is not performed at an intermediate stage of the pretreatment system. However, since the blowers are not currently being operated in the stripping tanks and chemical addition is not conducted prior to CP2, it is reasonable to assume that the equalization tank data (included in the RFP) is representative of what Bidders should expect. Data from the polishing lagoons has not been provided as additional aeration/biological treatment occurs in the lagoons after wastewater leaves the pretreatment facility, and the chemical characteristics of the wastewater at that stage are not representative of wastewater that would be entering the FF system.
The following comments/clarifications are general and apply to the project as a whole:
1. Sealed bids will be received by the County of St. Clair, Michigan in the office of the County
Administrator/Controller/Purchasing Division, 200 Grand River Ave, Suite 203, Port Huron, Michigan, 48060 until 2PM on November 15, 2024.
Sincerely, CTI and Associates, Inc.
