About this file

This is Addendum #3 to Bid Invitation 90-26 issued by the New Hampshire Department of Administrative Services, Division of Procurement and Support Services. The addendum addresses clarifications regarding tactical communications headsets specifications and quantities. The solicitation requests 10 units of tactical communications headsets in coyote color with gel cups, helmet rail mounts, over-the-head transition band, and NIB technology operating at 915 MHz, along with 5 push-to-talk assemblies compatible with Motorola APX8000 radio systems. The addendum clarifies that the State is using the single down lead comm (-47) variant and explains that quantity discrepancies between headsets and push-to-talk assemblies exist because certain headsets are replacements that retain existing push-to-talk units. The bid closing date is February 20, 2026 at 11:00 AM Eastern Time, with delivery required within 60 days of purchase order receipt to the NH State Police Warehouse at 41 Hazen Drive, Concord, NH 03305.

All bid prices must remain firm for the contract period, be quoted in US dollars on an F.O.B. Destination basis with all delivery and associated costs included in the bid price. Equipment must be warranted for not less than one year or the manufacturer's standard period, whichever is greater, with 100 percent coverage of parts, shipping, labor, travel, lodging, and expenses. The solicitation indicates a one-time purchase order award with a non-exclusive contract structure, and the successful vendor will be selected based on lowest total cost while meeting all specification requirements. Payment will be made via ACH transfer within 30 days of invoice receipt or item delivery, inspection, and acceptance, whichever is later. No set-asides, incumbent vendors, or current contractors are identified in the available documentation. The purchasing agent for this solicitation is Jonah Rosa at NH.Purchasing@das.nh.gov.

FOR: Tactical Headsets

Question 1: Confirm if using the single down/single comm (-47) variant.

State Response: The State is using the single down lead comm (-47) variant.

Question 2: Curious why the quantities don’t match up with the headsets and push-to-talk assemblies. Want to make sure we're not missing any important details.

State Response: The reasons the numbers don’t match up is because a few of the headsets are replacement headsets that still have good push-to-talks.
