About this file
This Addendum No. 3 issued on August 19, 2021, is a supplemental Q&A document for RFP 484-081121 issued by the Georgia Department of Transportation (GDOT) for statewide road weather forecasting services. The addendum addresses six clarification questions submitted after the initial question-and-answer deadline and provides GDOT's responses to refine submittal requirements. Key clarifications include: meteorologists must possess a Bachelor's Degree in Atmospheric Science or Meteorology with a minimum of five years of surface weather forecasting experience, with AMS Certified Consulting Meteorologist (CCM) certification being preferred but not absolute if proven excellent road weather forecasting experience is demonstrated; training sessions should consist of five annually offered sessions with repeating and updated content for both new and returning attendees; the technical proposal maximum page limit is forty-eight (48) pages excluding the cover page, administrative requirements, and organization chart; selected firms will have the opportunity to submit a five-page supplemental proposal for the demonstration portion; and section F.2 should list plausible services that exceed required services, which will be demonstrated during vendor demonstrations.
The addendum specifies that all questions and answers become part of the original RFP package and must be incorporated into proposal preparation. A signed acknowledgment of the addendum cover page must be attached to the technical proposal, with failure to include such acknowledgment potentially resulting in disqualification at GDOT's discretion. The addendum notes that submission deadlines are not being extended as a result of these additional clarifications, and in cases of conflict between multiple Q&A documents, the most recent document shall govern.

Answers
1.
Please clarify the following questions: 1.
On page 18 of RFP 484-081121, “b. Meteorologists shall have the following qualifications
i. Bachelor’s Degree in Atmospheric Science or Meteorology
ii. Minimum five (5) years of experience in surface weather forecasting
iii. American Meteorological Society (AMS) Certified Consulting Meteorologist
(CCM)”
Do the meteorologists must meet three of the above requirements? Or alternatively, One meteorologist on the team must meet all of these qualifications.

Answers meteorologists with proven, excellent experience on road weather forecasting is acceptable.
AMS only have 242 active certificate meteorologists (see link https://www.ametsoc.org/index.cfm/ams/e ducation-careers/careers/ams-professional-certification-programs/directories-of-ams-certified-individuals/list-of-ams-certified-consulting-meteorologists-ccm/). Since the RFP clearly requests meteorologists service cannot be outsourced to a third party, if all meteorologists need to have AMS CCM in one company to cover 24-hours, 7 days, it needs 4.5 meteorologists with AMS CCM, the cost would be significant high and in fact almost unable to meet.
2.
We need clarification on GDOT's preference for training session content. Do they envision five sessions per year with repeating (and updates) content or are they looking for changing topics in each session? An accompanying question might be - does GDOT anticipate new or returning trainees in each session? If the trainees are generally first-timers, it makes sense to repeat the content.
Five (5) sessions repeating and updated content enabling new users and older users to learn and refresh on the program simultaneously. Only those that want refresher training will return.
3. On Page 7, last sentence of paragraph 3:”
Technical Proposal which exceed the maximum thirty (30) page limit will be disqualified from further consideration.” But on the same paragraph, the RFP states:”
Technical Proposals MUST be limited to a maximum of forty-eight (48) pages, excluding the Cover Page, Administrative
Requirements, and Organization Chart.” So the page limit for Technical Proposal is 48 pages or 30 pages? Please clarify.
The maximum page limit is forty-eight
(48) pages. Please review Addendum No.
2 Section II.
4. On Page 10, Part J Demonstration, this part counts 11% in scoring (i.e. see page
5). But the PRF does not provide page limit for this part. In addition, the total permitted page numbers for Part A-I is already 48 pages (i.e., page 7-10). Please clarify how many pagers for Part J. Demonstration is allowed, and how many total page numbers is permitted.
Once a company is selected for a demonstration, they’re given an opportunity to submit a 5-page supplemental proposal.
5. On Page 9, F.2. “Describe how the Offeror will meet or exceed the support services Please list, as part of section F.2, a list of plausible services that will exceed the https://www.ametsoc.org/index.cfm/ams/education-careers/careers/ams-professional-certification-programs/directories-of-ams-certified-individuals/list-of-ams-certified-consulting-meteorologists-ccm/ https://www.ametsoc.org/index.cfm/ams/education-careers/careers/ams-professional-certification-programs/directories-of-ams-certified-individuals/list-of-ams-certified-consulting-meteorologists-ccm/ https://www.ametsoc.org/index.cfm/ams/education-careers/careers/ams-professional-certification-programs/directories-of-ams-certified-individuals/list-of-ams-certified-consulting-meteorologists-ccm/ https://www.ametsoc.org/index.cfm/ams/education-careers/careers/ams-professional-certification-programs/directories-of-ams-certified-individuals/list-of-ams-certified-consulting-meteorologists-ccm/ https://www.ametsoc.org/index.cfm/ams/education-careers/careers/ams-professional-certification-programs/directories-of-ams-certified-individuals/list-of-ams-certified-consulting-meteorologists-ccm/ https://www.ametsoc.org/index.cfm/ams/education-careers/careers/ams-professional-certification-programs/directories-of-ams-certified-individuals/list-of-ams-certified-consulting-meteorologists-ccm/ https://www.ametsoc.org/index.cfm/ams/education-careers/careers/ams-professional-certification-programs/directories-of-ams-certified-individuals/list-of-ams-certified-consulting-meteorologists-ccm/

Answers described in section J. of the Scope of work.”
Does GDOT ask Offeror to list specifically what part would exceed the required service that listed in Section J. of the Scope of work, or you ask what approach or technology we will use to make SaaS exceed the service?
required services that will be demonstrated during the demonstrations.
6. One page 7, B.1. “Cover page…” what do you mean by cover page?
A “Cover Page” and “Cover Letter” are the exact same. Please adhere to the guidelines for “Cover Letter” under Experience and Qualifications.
