About this file

This document is an Addendum to an RFR (Request for Response) from the Division of Capital Asset Management and Maintenance (DCAMM) in Massachusetts. The RFR solicits proposals for an Internet-based solution to customize, establish and maintain an electronic plans room and provide online bidding services for DCAMM's construction-related procurements. The RFR anticipates approximately 50-75 projects annually, with the potential for multiple procurement rounds per project involving up to 150 or more subcontractors. DCAMM will provide design details for the website branding and expects to select a vendor shortly after interviews and product demos on November 14th.

The RFR estimated value is DCAMM's expenditure, with the option for other agencies to contract separately with the selected vendor for similar services at their own expense. DCAMM may not use the system for certain high security projects. The selected vendor will be required to meet DCAMM's requirements, with no mention of any set-asides or incumbent contractor.

Request for Response (RFR)

ELECTRONIC PLANS ROOM AND ONLINE BIDDING

FOR CONSTRUCTION-RELATED PROCUREMENTS

Addendum 2

November 10, 2015

The attention of interested Proposers submitting proposals for RFR DCP1609 AD1 is called to the following:

PROPOSERS CONFERENCE – QUESTIONS AND ANSWERS

held November 5, 2015, 2:00 PM EST in the DCAMM Bid Room Conference Room One Ashburton Place, Boston, MA

Question 1. About the public portions and secure portions of the Electronic Plans Room—

Will all of the bid documents be made public or just portions of them?

Answer

General information about the construction procurement will be posted on the public portion of the Electronic Plans Room site. The plans and specifications will be posted on the secure portion of the site, accessible only to firms pre-approved by DCAMM. DCAMM is the state agency responsible for major public building projects and the specifications for the products and systems installed in those public buildings and the floor plans to those buildings contain security sensitive information and cannot be posted for general public access on the internet. See

RFR, including sections, 1.1 and 1.1.1.

Question 2. In the scope of work it refers to a DCAMM Project Manager contact—has that person been determined?

Ramona Barr, DCAMM's Bid Room Manager will be the Project Manager for this procurement and contract.

Question 3. The RFR mentions that services will be available to other agencies: will they be paying extra for it? Is it included in the $150,000?

The detailed services requested in the RFR relate to the services DCAMM will require for its DCAMM branded, customized Electronic Plans Room and Online

Bidding and the estimated dollar value is DCAMM's estimated expenditures.

Other agencies would have the option to contract with the selected vendor via a separate contract for similar services meeting their needs, under the pricing provided and at their expense. See RFR, including sections 1.5, 1.11 and 1.1.

Question 4. How many projects do you anticipate posting in one year?

We anticipate procuring approximately 50 - 75 projects annually through the

Construction Procurement System, but make no commitment in that regard.

DCAMM may not use the system for certain high security projects, such as those at critical law enforcement and correctional facilities. On DCAMM's larger, more complex projects there may be multiple rounds of procurement for a single project with up to 150 or more different subcontracting firms requesting contract documents and submitting bids. See RFR including sections 1.1, 1.11 and 3.1.

Question 5. Do you have style sheets and specifications for your branding on the sites? What about colors and formats?

DCAMM will provide design details for the website design and branding to the selected Proposer.

Question 6. When the demos are presented on the 14 th

, is there a date that you’ll choose the bidder?

DCAMM expects to select a vendor shortly after the conclusion of interviews and product demos.

Proposers are reminded to submit any additional questions on the COMMBUYS website and check the COMMBUYS website for additional questions and answers posted.
