About this file
This is Addendum #2 to an Invitation to Bid (ITB) issued by the Oregon Department of Fish and Wildlife for the Salmon River Hatchery Holding Pond Improvement project (Engineering Project No. 15-029, ITB S-63500-00000893). The addendum, dated October 19, 2021, modifies technical specifications and project timelines established in the original solicitation. Key modifications include removal of AISC certification requirements for welding services, with welding qualifications now required to comply with AWS D1.1/D1.1M structural welding code standards. The project start date has been established as 7 calendar days from issuance of the Notice to Proceed, with onsite work commencing no sooner than December 1, 2021, following the conclusion of the trapping season. The ITB closing date remains October 28, 2021, at 2:00 PM, with prospective bidders required to submit written questions or protests by close of business on October 20, 2021. The addendum constitutes a material change to the solicitation and must be acknowledged by offerors per Section H of the ITB.
The addendum document includes clarifications from the mandatory pre-bid conference held on October 13, 2021, addressing contractor responsibilities and project scope. Contractors are required to remove and store existing PVC fish return piping and later reinstall it, fabricate all metal pieces shown in contract documents, and complete floor elevation modifications to improve ergonomic safety for hatchery staff operations. The contractor's responsibility for embedded I-beam depths in the concrete floor slab remains undetermined pending further site assessment. The document does not specify contract pricing, funding sources, set-asides, or incumbent contractor information, as this addendum functions solely to clarify and modify technical requirements and schedule parameters of the original solicitation documents.
