About this file
This document is an Addendum No. 2 issued by the Florida Department of Transportation (FDOT) for Invitation to Bid (ITB) #DOT-ITB-26-7002-EG, concerning Internally Illuminated Street Name Signs and Retroreflective Flexible Backplates for District Seven. The bid opening is scheduled for October 10, 2025, and the addendum modifies several sections of the original bid package, including Special Condition 9 regarding warranties, Exhibit "A" Scope of Services, and Exhibit "C" Bid Sheet. The project involves removing existing illuminated street signs and installing new internally illuminated street signs with new mounting hardware across Hillsborough, Pasco, and Pinellas Counties.
The addendum includes technical clarifications from a bidders' question and answer session, addressing specifics such as sign design, font types, sizes, and formatting. Signs will be 2' in height and 6' to 9' in width, following FDOT Standard Specifications for fiscal year 2025-26 and must be on the FDOT Approved Products List. The signs must be tube-lit and serviceable for LED replacements, drivers, and sign panels. The procurement includes new mounting hardware, with a separate pay item for arms if existing arms need replacement. The project may involve federal funding, which could require compliance with the Build America, Buy America Act (BABA) for steel, iron, and manufactured products.

ITB TITLE: INTERNALLY ILLUMINATED STREET NAME SIGNS AND RETRO-
REFLECTIVE FLEXIBLE BACKPLATES FOR DISTRICT SEVEN.
OPENING DATE: October 10, 2025
Notice is hereby given of the following changes to the above-referenced ITB:
1. CHANGE: SPECIAL CONDITION 9, WARRANTY/SUBSTITUTIONS
When performance of the services requires the supply of commodities, a warranty is required on all items provided against defective materials, workmanship, and failure to perform in accordance with required industry performance criteria, for a period of not less than 180 days from the date of acceptance by the purchaser. Any deviation from this criterion must be documented in the bid response or the above statement shall prevail. Delivery of substitute commodities requires prior written approval from the ordering location.
Replacement of all materials found defective within the warranty period shall be made without cost to the purchaser, including transportation if applicable. All fees associated with restocking cancelled orders shall be the responsibility of the vendor.
All items provided during the performance of the contract found to be poorly manufactured will not be accepted, but returned to the vendor, at their expense, for replacement. Replacement of all items found defective shall be made without cost to the Department, including transportation, if applicable. As it may be impossible for each facility to inspect all items upon arrival, a reasonable opportunity must be given to these facilities for inspection of the items and returning those that are defective.
Additional warranty provisions are described in Exhibit “A”, Scope of Services, Section 4.6.3.

5. TECHNICAL QUESTIONS AND ANSWERS
1) Question: I downloaded the bid package, but I didn’t see the specifications on the Street Signs or the backplates?
Answer: Please refer to Section 2.2.2 and 3.1.3 in the scope of services.
2) Question: For the signs, what font should be used, Federal Highway Administration Standard Alphabet Series E (HWY E) or Federal Highway Administration Standard Alphabet Series E(modified) (EMOD)?
Answer: GuideSIGN Worksheets will be provided for every sign after the project is awarded. Each sign will be different. Most signs are E and EMOD. A few longer street names will be C or D. The new signs need to be the same size as the old signs.
3) Question: For the signs, what size font is required (i.e., 8”, 10” or 12”)?
Answer: This information will be provided for each sign after the project is awarded. Most signs will be 8” street names and 6” block letters. A few signs will have street names as small as 6”.
4) Question: Will the signs need borders? The standard is usually .5” border with a 1.5” radius?
Answer: This information will be provided for each sign after the project is awarded. Most signs do not have a border. The new signs must match the style of the old signs.
5) Question: Should MLK be abbreviated or spelled out? Will Dr and Jr. need to be added to MLK? Will this be Blvd, Rd, St, or Ave?
Answer: This information will be provided for each sign after the project is awarded. It will be Martin Luther King Jr. in most cases.
6) Question: Are there suffixes for the streets that are not listed in the invitation to bid (ITB)? If so, would FDOT please provide them?
Answer: Suffixes will be provided for each sign on the GuideSIGN Worksheets after the project is awarded.
7) Question: Sign sizes and prices vary significantly by length and height. Will FDOT provide pay items for different sign sizes?
Answer: Each sign is 2’ in height and ranges from 6’ to 9’ in width. All signs are similar to basis of estimates (BOE) pay item 700-5-22, so there will not be separate pay items.
8) Question: Preliminary investigation of the existing mounting hardware indicates that the majority (if not all) of the hardware will need to be replaced. In any event, it seems like the Contractor should not be making a determination of the viability of an existing bracket for a new sign. Can FDOT provide a pay item for mounting hardware?
Answer: New mounting hardware shall be included along with each sign. A pay item will be provided for the arm should the existing arm need to be replaced.
9) Question: Will the project be funded with federal funds requiring that all steel, iron, and manufactured products comply with Build America, Buy America Act
(BABA)?
Answer: Please refer to invitation to bid package, specifically, Terms for Federal Aid Contracts (Appendix 1), Section P.
10) Question: After reviewing the quantities, I must ask a question regarding the installation of the signs in Pasco County. Are there currently any existing mounting hardware and arms in place for the signs or will this need to be included in the quote? I gathered that there are 2 arms and hardware required in Pinellas County and if you have a spec for the length that would be great.
Answer: A separate pay will be provided for arms regardless of location.
Preferences of Pinellas County have been added to the scope, Section 2.2.2.
Replacement of the arms is not anticipated for most locations, only the mounting hardware should be needed in most cases. The length of the arm should depend on the length of the sign, and sign width will be 6’ to 9’. Final sign design sheets will be provided after the contract is awarded. Draft sign design sheets will be provided and are subject to minor changes.
Bidders must acknowledge receipt of this Addendum by completing and returning it to the Procurement Office, by no later than the time and date of the bid opening. Failure to do so may subject the bidder to disqualification.
