About this file
This document is an addendum to a Request for Proposal (RFP) from the California Department of General Services, Office of Risk and Insurance Management (DGS/ORIM) for Benefits Insurance Broker Services. The RFP seeks competitive proposals from insurance brokers to assist ORIM with marketing, placement, program design, administration, servicing of existing and new insurance policies and programs, consulting, insurance policy claims management, and risk management for the State of California and its agencies and departments. The RFP includes mandatory minimum requirements for proposers, and notes that all agreements with the State will include the Non IT General Terms and Conditions (GTC 04/2017) and Contractor Certification Clauses (CCC 04/2017), which can be viewed and downloaded from a provided website.
The addendum provides responses to two questions received regarding the RFP. The first response clarifies that insurance brokers are able to bid on this opportunity, and the second response explains the process for accessing and reviewing the required contract terms and conditions. The RFP is for the state of California, with the jurisdictions of Sacramento County and Sacramento City specifically identified.

ADDENDUM #2
Request for Proposal Notice to Prospective Bidders
RFP# 01042024-002
Benefits Insurance Broker Services
Please note the State’s written response to questions received by the Deadline for Written Questions:
1. Question:
“I want to reach out in regards to the RFP for the Department of General Services for the Benefit Brokerage Services. I wanted to know if this RFP allows insurance brokers to bid on this opportunity?”
Response:
See Section A.1, page 4 of this RFP# 01042024-002, that states:
Through this RFP, DGS/ORIM is seeking competitive proposals from insurance brokers to assist ORIM with the marketing, placement, program design, administration, servicing of existing and new emerging insurance policies and programs, consulting, insurance policy claims management, and risk management for the State and its agencies and departments for the entire term of this proposed contract.
Also, see Section C., pages 8 and 9, for the Mandatory Minimum Requirements for Proposers.
2. Question:
“In the RFP for the Benefits Insurance Broker Services, there is a link on page 66 to Agreement C, General Terms and Conditions. It appears that this is a link to a form that indicates that we would have to sign without further review. WTW cannot agree to sign a form or agree to a weblink without first reviewing the proposed document in order to verify it can be in compliance with what we are asked to sign. Instead, all documents that require a signature will need to be provided to us in word format and be subject to our review and revisions. Please submit to us Word draft of what we are asked to sign, and we will review accordingly.”
Response:
Both the Non IT General Terms and Conditions (GTC 04/2017) and the Contractor Certification Clauses (CCC 04/2017) can be downloaded. Please see the following within this RFP# 01042024-002:
