About this file

This document is an Addendum to the Request for Proposal (RFP) for Continuity of Operations and Continuity of Government (COOP/COG) services issued by the City of Norcross, Georgia. The RFP requests proposals for this project, with a period of performance of up to 11 months through Phase 4. The City will not require site visits by proposers, and the requirement to locate utilities and structures is also not applicable. The City will accept only physical proposal submissions with backup materials on a USB drive.

Regarding pricing, the City intends to issue a fixed-price by deliverables contract, with all pricing to be known upfront. The City does not have a determined completion date, but requests a fluid timeline detailing the anticipated completion date. The City will leave the cost proposal format up to the selected vendor, using an industry standard form that can be modified to fit the City's needs.

Addendum 2 – Q&A

CONTINUITY OF OPERATIONS AND CONTINUITY OF GOVERNMENT (COOP/COG)

RFP IT 23-21

The following changes and clarifications to the RFP are provided based on questions received and must be added/considered when completing your proposal:

Q. I see that the RFP requests a paper mail submission, however, to combat the spread of the recent

COVID-19 illness and in an effort to reduce our ecological footprint, ISC requests that all submissions be electronic where possible. Would the city accept a digital submission?

A. Currently, we are only accepting physical copies of proposals with back up information on a

USB.

Q. I note the requirement, in section 2.7.4 of the RFP (Locations and Sites), that the vendor is to visit the relevant work sites (City Departments) and acquaint themselves with the actual conditions and the location of any and/or all obstructions that may exist on the sites, and that the site visits must be confirmed by the IT Director. We are happy to be in compliance with this requirement if it is not legacy language more relevant to construction and public works projects. If this is indeed a requirement for this RFP, can you please assist me by letting me know how the IT Director would like to receive confirmation of our pre-submission site visits?

A. This is legacy language more relevant to construction and public works projects. We will not be conducting site visits for this RFP.

RFP/SOW Section Reference Question

1 NA NA

What type of contract vehicle does the City intend to issue the successful proposer (i.e., time and materials, fixed price by deliverables, or lump sum)?

The City will plan to issue a fixed price by deliverables, but all pricing of deliverables should be known upfront.

2 NA NA

Does the City have a determined completion date, or period of performance? (Section 1.2 indicates up to 11 months, through Phase 4)

There is no fixed completion date as we realize this will be a huge undertaking. However, we would like a fluid timeline detailing anticipated completion date.

3 Page 5 Phase 2 - Division Consultations

A COOP/COG survey is mentioned. Is this a requirement of the vendor, or is there an existing survey of data the vendor will receive to apply to this phase?

There is no requirement of the vendor. We do not have an existing survey of data. This will be a brand-new project.

4 Page 12 2.7 Locations and Site(s)

2.7.3 states: “The Vendor, before submitting a proposal, is required to visit the site(s) and acquaint themselves with the actual conditions and the location of any and all obstructions that may exist on the site(s). The site(s) visit(s) must be confirmed by the IT Director.” Will the City please confirm that proposers are required to visit the site(s) prior to submitting a proposal for this RFP?

The vendor is NOT expected to visit the city before a proposal is submitted.

5 Page 12 Section 2.7.4

Does the requirement, “The Vendor is responsible for the location of above and below ground utilities and structures, which may be affected by the work,” apply to this project?

This is also NOT a requirement of the vendor. However, this should be documented in the COOP.

6 Page 16 Appendix C – Cost Proposal

Does the City have a preferred format, or form, to facilitate uniform evaluation of all proposers cost proposals?

If not, will the City provide guidance regarding the level of cost detail required to facilitate uniform evaluation and allocation of the 25 points?

The City will leave this up to the selected vendor to use whatever the industry standard form is. We would like the ability to modify to fit the specific needs of the City of Norcross.
