About this file
This document is an Addendum for a Request for Quote (RFQ) issued by the California Department of Tax and Fee Administration (CDTFA) for Moving, Storage, Surplus/Survey Removal and Recycling Services. The RFQ is seeking a contractor to provide these services on an as-needed basis for CDTFA's field offices in the Southern California region. The addendum addresses several questions raised by potential bidders, including requirements for contractor licenses, prevailing wage determinations, responsibilities for disconnecting and reconnecting equipment, and storage facility locations. Key details include the need for a D-34 specialty license for modular furniture work and an electrical contractor's license for electrical disconnections. Prevailing wage rates can be obtained from the Department of Industrial Relations website. CDTFA will be responsible for disconnecting and reconnecting equipment. There is no specified radius for storage facility locations, but they should be within a reasonable distance.
The RFQ does not mention any set-asides, incumbent contractors, or specific funding sources. Pricing terms are outlined, including line items for movers, vans, and moving boxes. Moves exceeding 100 miles will be reimbursed, with the contractor able to itemize the excess travel fees on their monthly invoice.

SB-RFQ 2024-4103 MOVING, STORAGE, SURPLUS/SURVEY REMOVAL
AND RECYCLING SERVICES
Q# Question Answer
We did not see a contractors license requirement. It is our understanding that the State of California requires a D-34 contractors license for modular furniture assembly and dissasembly if the value of the work is over $500. Please confirm a D-34 specialties license is required.
Yes, CDTFA will require D-34 specialties license. We will revise the SB-RFQ to include such license.
We did not see a contractors license requirement. It is our understanding that the State of California requires an electrical contractors license for electrical work if the value of the work is over $500. Please confirm an electrical contractors license is required or that and electrician can be subcontracted under a general B contractors license.
Under Section 7. J. Contrctaor Responsibilities, a certified electrician is needed for the disconnection of electrical whips and power poles from modular systems furniture during decommissioning. Therefore, CDTFA would require an electrical contractors license.
3 Please provide the prevailing wage determination for the helper. The prevailing wage rate determinations can be downloaded from the DIR’s internet website at:
http://www.dir.ca.gov.
If a contractor elects to use movers for labor with the van and 1 person and van and 2 persons line items, please provide the prevailing wage determination. We have seen this as labor group 1.
The prevailing wage rate determinations can be downloaded from the DIR’s internet website at:
http://www.dir.ca.gov.
CDFTA RESPONSIBILITIES Pg. 20

Yes, CDTFA will be responsible for disconnecting and reconnecting equipment.
CONTRACTOR RESPONSIBILITIES Pg. 17
Will a certified electrician only be required for disconnection of electrical whips and power poles? Or also for reconnection?
The electrician would be used to disconnect and reconnect power from Modular Systems Furniture.
Service Costs Pg. 9
Moving Boxes: Is there a specific size for moving boxes? Would an auto bottom box size 17 1/2 x 12 1/2 x 12 3/8 be appropriate?
• This box has a 200 lb. capacity, comes with a printed label, and does not require tape.
This type of box would be acceptable for this solicitation.

AND RECYCLING SERVICES
Q# Question Answer
Monitor: Can CDFTA specify the size of the large monitors?
Warehouse storage: Is the contractor required to provide storage facilities within a specific radius of the CDFTA locations listed on page 24?
CDTFA monitors range in various sizes from 17 to 24 inches for desktops and up to 86 inch for wall mounted displays.
Warehouse storage: Is the contractor required to provide storage facilities within a specific radius of the CDFTA locations listed on page 24?
There is no radius for the storage location. However, it should be within a reasonable distance as to not impact the moving services timeline.
Pg. 9 For moves in excess of 100 miles: shall be from what location?
Is the 100-mile distance calculated between individual facilities or from a central location? Will the contractor be required to complete any forms from the Max 4 Tariff Rates for reimbursement of moves exceeding 100 miles?
The location begins at the move pick-up location and ends at the move drop-off location. The awarded Contractor will be able to itimize the excess travel fees in their monthly invoice.
