About this file
This document is an Addendum #2 to an Invitation for Bids (IFB) issued by the City of Lawrence, Massachusetts for Library Books. The addendum responds to questions from bidders, including clarifying that the City will be placing multiple orders to multiple locations as a one-time purchase, and that no bid deposit or bid bond is required. The addendum also allows bidders to replace certain obsolete or out-of-stock ISBNs with current, available titles.
The underlying IFB is seeking a variety of library books identified as an immediate need for the upcoming school year. All vendors submitting bids must be engaged in the regular business of book sales, either wholesale or retail, and carry a substantial stock of books in the major categories of children's, young adults and adult in both fiction and nonfiction. No other salient pricing, funding, or contracting details are provided.

BID ADDENDUM #2
To: All Bidders
From: Rita V. Brousseau, Chief Procurement Officer
Date: August 18, 2016
Re: Library Books IFB
This Addendum modifies and forms a part of the Bid Set documents dated August 10, 2016.
This Addendum consists of the following: Two (2) type pages and sample bill documents.
Where any items called for in the bid documents are supplemented here, the supplemental requirements shall be considered as added thereto. Where any original item is amended, voided, or superseded here, the other provisions of such items not specifically amended, voided, or superseded shall remain in effect.
I. The following items are the City’s responses to Bidder questions:
1. Question: Is it the intent of the City to place a single order with a single delivery for the titles quoted, or will there be multiple orders throughout the year?
2. Answer: We will be placing multiple orders to multiple locations as soon as a contract is fully executed. This is expected to be a one-time purchase.
3. Question: On page 6, under “Rejection of Bids” section, item 3: This item states “….or fails to submit the required bid deposit or bid bond.” Please confirm if a bid deposit or bid bond is required for this bid. We did not see any other mention of bond requirements except under this item.
Answer: This is standard language in all the City’s bid specifications. No bid deposit or bid bond is required or specified for this solicitation.
4. Question: Our records indicated that the following ISBNs listed on the quote are now obsolete or permanently out of stock. Will you consider replacing these ISBNs with current, available ones, or allow us to quote the replacements?
