About this file
This document is an Addendum issued by the Florida Department of Agriculture and Consumer Services (FDACS) for Invitation to Bid (ITB) Number FFS 25 26 11, concerning Invasive Plant Herbicide Treatment at Okaloacoochee Slough State Forest. The solicitation covers herbicide treatment for three specific project areas: North Loop East, Patterson Southeast, and Twin Mills. The addendum is dated 9/22/2025, with a response due date of 9/29/2025. This is a ground-based herbicide application project, and the addendum provides responses to four written questions from potential bidders.
The key clarifications in the addendum include guidance on treatment of Primrose-Willow in the North Loop East project area, where this specific plant may be excluded from treatment due to the open marsh environment. The document also specifies that GPS tracking requirements will be less stringent in open slough marshes, allowing contractors more flexibility in treatment approaches. Regarding applicator credentials, FDACS indicates that documentation of commercial licensure can be accessed and printed from their licensing portal, replacing the previous physical commercial applicator cards. The solicitation is explicitly for ground application of herbicide, with no aerial application permitted.

Question Number Question Answer
There are some dense patches of Primrose- Willow in the open marsh areas (that are otherwise free of invasive plants) of the North Loop East Project. Should the Primrose Willow be treated?
Peruvian Primrose-Willow (Ludwigia peruviana) may be excluded from treatment for the North Loop East Project. Exclusion of Primrose- Willow applies only to the North Loop East project, not to the Patterson Southeast or Twin Mills projects, because many open slough marshes were included within the North Loop East Project boundary despite being largely unimpacted by invasive vegetation.
Is there an expectation to maintain close parallel GPS tracks (indicating treatment coverage) across open slough marshes in the North Loop East Project?
Given that slough marshes are very open, grassy environments, it will be easy for the contractor to observe any invasive plants that might be growing and proceed to those isolated plants to apply herbicide. Therefore, it is not necessary to maintain close tracks across the entire extent of these open habitats for the North Loop East Project. However, tighter GPS tracks should be maintained in less open marshes where invasive plants may not be easily found by cursory inspection.
3 Is the ITB intended for Ground application only? Is an aerial application for this project allowed or will it be considered?
This is a ground application of herbicide.
4 Given that FDACS no longer provides commercial applicator cards what is acceptable proof? Will just a print out from the FDACS license holder page is acceptable?
FDACS emails documentation of commercial licensure directly to the license holder. Documentation also can be accessed and printed from the FDACS licensing portal.
