About this file

This document is an Addendum to a Request for Proposal (RFP) issued by the Louisa County Water Authority (LCWA) in Virginia for Water & Wastewater Treatment Chemicals. The RFP seeks bids for chemicals used to treat potable water at the Northeast Creek Water Treatment Plant, New Bridge well system, and Zion Crossroads well system, as well as chemicals for wastewater treatment at the Louisa Regional and Zion Crossroads Wastewater Treatment Plants. The addendum addresses several questions from potential bidders, including a bid due date extension to February 6, 2024, clarification on delivery requirements for chlorine 150# cylinders, and confirmation of current pricing for Alum Sulfate and 48% Liquid Alum. The RFP also includes a list of the current chemical vendors and pricing for the LCWA.

The addendum provides detailed pricing information for the various chemicals, including Alum Sulfate at $0.48 per pound, Lime at $0.198 per pound, Sodium Permanganate at $16.07 per gallon, Chlorine at $2.65 per pound, and 48% Liquid Alum at $1.35 per gallon. The RFP does not mention any set-asides or funding sources, but it specifies that all chemicals must be National Sanitation Foundation (NSF) approved for drinking water.

Question:

Answer:

Can there be a bid extension, if possible Tuesday February 6, 2024?

Yes, the due date is extended until February 6, 2024 at 3:30pm local prevailing time.

There is no onsite service called out for in this bid, just chemicals, correct?

I’m not sure what this is asking, but the drivers are required to unload the delivered chemicals to the loading dock, but the LCWA will put them away later.

Last Bid Tabs show price on chlorine 150# cylinders was $255.00/each with Brenntag. Is this still the current price being paid?

Please see the attached Current Rates spreadsheet.

The estimated usage of chorine 150# cylinders is in documents but can I get an actual count of how many cylinders were delivered in a one year period and how many cylinders is it per delivery?

The plants try and order the 150# chlorine cylinders in an amount that makes it worth while, never less than 4 or 5 at a time. Exact amounts are uncertain, but it’s around 15 per year.

Does delivery of chlorine 150# cylinders require a box truck delivery?

The Northeast Creek Water Treatment Plant is able to handle either box truck or semi trucks, they just need to have a lift gate to reach the loading dock. All other locations require a lift gate.

Would you be able to tell me the current supplier and price for Alum

Sulfate and 48% Liquid Alum? Also, please confirm that the “Alum

Sulfate” is dry alum.

Please see the attached Current Rates spreadsheet. The Alum Sulfate is dry.
