The project involves the cured-in-place pipe (CIPP) lining of approximately 231 LF of 18-inch diameter corrugated metal pipe and 445 LF of 30-inch diameter corrugated metal pipe. The addendum provides responses to questions from prospective bidders, including clarification on insurance requirements, construction timeline, and traffic control expectations. The budget for this project is expected to exceed $100,000, and the anticipated notice to proceed will be provided in July/August. The City of Sandy Springs will consider allowing the contractor to use a laydown area within the right-of-way, provided it does not interfere with resident access and visibility. The contractor will be responsible for erosion and sediment control measures if their means and methods result in land disturbance. A traffic plan must be prepared, submitted, and approved by the City.

Addendum Number 2

ITB #24-067 Oakridge Forest Subdivision Stormwater Improvements Phase 2 Project

COMPLETE THIS ADDENDUM, SIGN and SUBMIT with the ITB

RESPONSE DUE DATE: June 3, 2024 2:00 p.m.

To All Prospective Offerors: In reference to the ITB listed above, the following answers to questions, additions, deletions and changes are hereby incorporated into the ITB:

Number Question Response

1. Is this (employee theft limit of $50K) required for submission of bid?

No, it is not a requirement for this solicitation.

2. What thicknesses would the City like bidders to use for the CIPP at 18" and 30"? If the City prefers the awarded contractor design the thicknesses, could the City specify the Design Parameters to ensure bids are apples-to-apples?

Refer to Parts 1 and 2 of Standard Specifications

- Sheet C0.01

3 Insurance Requirements – Exhibit G, is item #7, Fidelity Bond (Employee Dishonesty), required for this type of work (i.e. construction sewer)?

See response to Question #1.

4. We noticed the current project completion deadline is 30 days. This is not enough time.

Typically, it will take a couple weeks to get the Clean and CCTV crew out there.

Then the videos must be reviewed and the CIPP ordered.

Then the CIPP must be manufactured and sent to the wetout facility. This will typically take about 4 weeks on medium diameter CIPP.

Contract duration is increased to 90 days.

Then the CIPP will be shipped and meet the crew on site and be installed.

Therefore, will the Owner please consider extending the completion deadline to 90 days?

5. Will the perspective bidder be required to address erosion and sedimentation control for city owned facilities such as existing stormwater catch basin structures, etc., during the construction phase?

We do not expect land disturbing activities associated with this pipelining project. However, should the chosen contractor’s means and methods result in land disturbance, the contractor will be responsible for installing erosion and sediment control measures.

6. Are there any construction laydown area(s) identified at the proposed construction site?

The City will consider laydown area within the Right-of-Way provided it does not interfere with residents’ access and visibility.

7. Given that the scope of work may interfere with affected property owners, the public, and others, what level of traffic control and management is expected from the awarded contractor?

Advance notification signs as well as clearly defined work area and staging. Homeowners should be able to access their driveways with a reasonable wait period. A traffic plan must be prepared, submitted, and approved.

8. Will the awarded contractor be required to substantially complete the scope of work within 30 days from the City of Sandy Springs issued notice-to-proceed (NTP)?

See response number 4.

9. Will the owner please provide the estimated budget for this

The budget is expected to exceed $100k

10. Will the Owner please provide the anticipated notice to proceed for this project?

Its anticipated that the notice to proceed will be provided in July/August

11. Is a planholders list being maintained for this project

Yes, it was posted to Bonfire on 5/20/24

I hereby acknowledge receipt of Addendum Number 2 for #24-067 Oakridge Forest Subdivision

Stormwater Improvements Phase 2 Project and have incorporated the changes into my response for the above mentioned ITB.
