About this file

This document is an addendum to a Request for Proposals (RFP) issued by the Maryland Transit Administration (MTA) for the procurement of small transit buses for Locally Operated Transit Systems (LOTS) and the MTA MobilityLink program. The purpose of the RFP is to purchase various categories of small transit buses, including all related equipment and accessories, as well as maintenance and technical support services. The RFP allows offerors to submit proposals for any or all of the vehicle types. The contract will be awarded for a five-year term. The addendum provides a summary of the pre-proposal conference, including key dates and deadlines, such as the question deadline of June 27, 2024, approved equals/exceptions clarification deadline of July 18, 2024, and the proposal submission deadline of August 29, 2024. The addendum also outlines the proposal submission process, minimum requirements for offerors, and the evaluation criteria for the contract award.

The RFP does not specify a Disadvantaged Business Enterprise (DBE) goal, but the Federal Transit Administration's Transit Vehicle Manufacturer (TVM) requirements apply to this procurement. The basis for award will be to the offeror who submits a proposal meeting the technical requirements and is determined to be the most advantageous to the State. Unsuccessful offerors will have the opportunity to be debriefed upon written request to the Procurement Officer.
