About this file

This is Addendum No. 2 issued by Union County, North Carolina on August 28, 2026, for Invitation for Bid (IFB) No. 2027-004 regarding sports lighting installation at Jesse Helms Park. The project involves installing new pole lighting systems serving soccer fields 2 and 3, including eight 70-foot concrete-encased direct-burial steel poles with LED fixtures, underground electrical conduit, control systems, and associated electrical infrastructure. The scope of work encompasses furnishing all labor, equipment, supplies, and materials for complete wiring systems, trenching, backfilling, cutting, channeling, chasing, and patching in accordance with Division 26 specifications and applicable drawings. Sealed bids are due September 10, 2026, at 10:00 a.m. at the Union County Procurement and Contract Management Department located at 610 Patton Avenue, Monroe, NC 28110. A pre-bid conference and site visit were held on August 11, 2026, at the park location (1505 Summerlin Dairy Road, Wingate, NC 28174), with the question deadline having passed on August 13, 2026, at 5:00 p.m. The addendum clarifies technical specifications through a comprehensive question-and-answer section addressing 22 bidder inquiries regarding pole materials, conduit specifications, wind ratings, control zones, field dimensions, electrical equipment mounting heights, soil conditions, geotechnical services, permits, site access, and restoration requirements. The project must be completed within 180 days from the Notice to Proceed.

The bidding documents specify a single prime contract on a lump-sum basis with a base bid price plus a contingency amount equal to 10 percent of the base bid. Union County reserves the right to reject any or all proposals, and performance and payment bonds are required. The addendum identifies two approved equivalent lighting systems manufacturers: Qualite Sports Lighting, Inc. and Premiere Sports Lighting, LLC, allowing bidders to propose alternative products meeting the specified design criteria. Key clarifications include confirmation that concrete-encased direct-burial steel poles are required with NC-licensed structural engineer certification for foundations; branch circuit breaker panels must be mounted with no breaker exceeding 6 feet 7 inches above grade; the complete assembled structure shall be designed for 115 mph winds per ASCE 7-10; Schedule 40 PVC underground conduit is acceptable except at risers, 90-degree angles, and damage-prone locations where Schedule 80 is required; and the project requires two control zones total (one per field). The contractor is responsible for geotechnical engineering services at pole installation locations, with Union County covering costs for additional geotechnical services if required and approved by the engineer. The contractor shall procure all permits and pay associated fees, coordinate permanent power applications with the utility, utilize existing restroom facilities on site (prohibiting portable toilets), and restore all disturbed turf, grass, and parking lot surfaces to original condition using sod rather than seed and straw.

Union County Jesse Helms Park Field Lighting Union County, Owner Project No.: 2252163 Contract Document Date: June 26, 2026 Issue to: Bidders Addendum Date: August 28, 2026

A. NOTICE TO BIDDER

1.1 This Addendum is issued pursuant to the Conditions of the Contract and is hereby made part of the Contract Documents. The addendum serves to clarify, revise, and supersede information in the Project Manual, the Drawings, and previously issued Addenda. The Bidder shall acknowledge receipt of this Addendum in the appropriate space on the Bid Form. Failure to do so may subject the Bidder to disqualification. A list of attachments, if any, is part of this document.

1.2 Acknowledge receipt of this Addendum in the space provided in the Bid Form. Failure to do so may disqualify the Bidder.

1.3 Sealed Bids for Union County Jesse Helms Park Field Lighting will be received by the Union

County Procurement and Contract Management Department until 10:00 AM local time on September 10, 2026, at 610 Patton Avenue, Monroe, NC 28110.

1.4 All questions about the meaning or intent of the Bidding Documents are to be submitted in writing to the Procurement contact person listed on the cover page (Corey.Brooks@unioncountync.gov). Questions will be addressed via Addenda no later than seven calendar days prior to the date for receipt of bids. All addenda and any associated contract document revisions will be posted to the following websites: Union County, NC State IPS, Duncan Parnell Plan room.

B. QUESTION AND ANSWER SECTION

1. The specifications state that direct burial steel poles are approved and to be used. However, the drawings state that direct burial steel poles cannot be used and are a competitors “proprietary design” that others are not able to provide. Please confirm that direct burial steel poles are acceptable.

Answer: Poles are to be concrete-encased direct burial steel. The contractor shall provide a foundation detail sealed by an NC licensed structural engineer of foundation.

2. Please confirm that a remotely mounted electrical enclosure installed approximately 10 feet above finished grade on each pole will be acceptable. The enclosure would contain the branch circuit breakers, ground block, contactors, surge protection devices, and disconnect switches, while the LED drivers (ballasts) would be integrally mounted within the luminaires at the top of the pole.

Answer: Branch breaker panels must be mounted so no breaker exceeds 6 feet 7 inches above grade per NEC 240.24. Driver cabinet shall be mounted to pole at 10 feet above grade. Drivers may be a part of fixture housing if a protective cage/platform and pole steps are provided.

3. Pole foundation/type Section 26 56 68 requires eight 70-foot, concrete-encased, direct-burial steel poles. It repeats that the extended pole length and augered foundation are to be determined by the manufacturer. Manual PDF pp. 349 and 354; §1.1.A/F, §2.6.A.1, §2.9.A. E001, Construction Note 3(b), expressly says direct-bury steel poles that use the extended shaft as their foundation “shall not be allowed.” Plans PDF p. 2. Confirm whether the specified concrete-encased direct-burial steel-pole system is required and delete Note 3(b), or provide a separate foundation/pole detail.

Answer: Poles are to be concrete-encased direct burial. Note 3(b) has been deleted.

LaBella Associates 2 UC Jesse Helms Park Field Lighting

4. Pole material Section 26 56 68 consistently requires steel poles: §1.1.A/F and §2.6.A.1. Manual PDF pp. 349 and 354.The Site Lighting Fixture and Pole Schedule on E052 describes the 70-foot pole as “round, straight, smooth aluminum.” Plans PDF p. 4. Revise the schedule to steel or revise the specification and structural criteria for aluminum. Steel appears to be the intended design because E701 also calls for 70-foot direct-burial steel poles.

Answer: Steel poles are to be used. The lighting fixture schedule on E052 has been corrected.

5. Underground PVC conduit Section 26 05 33 specifies RNC, Type EPC-40-PVC, for underground direct-buried conduit. Manual PDF pp. 249 and 252; §2.2.A.4 and §3.1.B.3. The trench detail on E501 requires Schedule 80 PVC unless otherwise shown. Plans PDF p. 6. Confirm whether Schedule 80 is intended throughout or only at risers/exposed or damage-prone locations.

Answer: Schedule 40 PVC is acceptable except at risers, 90’s, and damage-prone locations. Schedule 80 is to be used at these exceptions.

6. Wind ratings: Section 26 56 68 requires the poles to be rated for 115 mph under ASCE 7-10, matching E701. E001 separately requires luminaires, visors, and crossarm assemblies to withstand 150 mph. These address different components, so both can technically apply.

Nevertheless, the delegated pole/foundation engineer should be told whether the complete assembled structure is to be designed at 115 or 150 mph.

Answer: The complete assembled structure is to be designed at 115 MPH.

7. Pole description on E001: Construction Note 3 refers to “galvanized steel concrete pole” construction and allows a concrete pole with at least 8,000-psi strength, while the specification and E701 identify a steel-pole system. This should be removed or clarified along with the pole RFI.

Answer: E001 has been corrected to be consistent with the specification.

8. Control-zone count inside the specification: Section 26 56 68 §2.4.A.3 says the project requires four zones of control, but §2.4.D says, “Field Zones Two.” This is an internal specification contradiction rather than a conflict with the drawings. E701 shows separate LP2 and LP3 contactor/control arrangements but does not clearly settle the total zone count.

Answer: There shall be one control zone per field, for a total of two control zones.

9. Soccer Field 2 dimensions: E052 labels the existing field as 360 by 120 feet, while the E501 photometric grid for Field 2 is 360 by 225 feet. Section 26 56 68 requires calculations over the entire playing surface but does not provide independent dimensions. Confirm the required illuminated boundary.

Answer: The required illuminated boundary is 360 feet by 225 feet for both fields.

10. Insulation-resistance criteria within the drawings: E001 calls for at least 2 megohms, consistent with the project-manual testing language, while E051 requires replacement below 100 megohms for conductors in water-filled conduit. This is a drawing-to-drawing difference; Please confirm the insulation resistance criteria.

Answer: Insulation resistance shall be at least 2 megohms for conductors not within water-filled conduit. Conductors within water-filed conduit shall have insulation resistance greater than 100 megohms.

11. Are there any blackout dates or days of the week that we should consider in the project schedule?

Answer: No.

12. I called the City of Monroe to inquire about the building permit fee for this project and they told me that this address is covered under Union County. Please clarify the permit application number and jurisdiction. Please also clarify the permit fees to be included in our bid if available.

Answer: Permit fees shall be the responsibility of the Contractor. Permit number is PRAB202600871, jurisdiction and plan review is the City of Monroe.

13. Please confirm the County’s intended site access route and specified laydown area for this project.

Answer: Coordinate with Union County project manager prior to construction.

14. Please confirm the contractor for the project is not required to provide temporary toilets for the project.

Answer: Contractor shall not provide temporary toilets. Contractors shall utilize existing toilet building and are required to maintain its cleanliness.

15. Please confirm the turf and grass repair details for any disturbed areas on the project.

Answer: Turf and grass shall be repaired to original condition with sod. Seed and straw is not to be used.

16. Please confirm the repair detail for the park parking lot in the event there is damage during construction.

Answer: Parking lot shall be repaired to its original condition.

17. Please confirm the repair detail for the asphalt path in the event there is damage during construction.

Answer: The contractor shall not be required to repair the asphalt path if damaged as it shall be replaced in future construction projects.

18. Please provide the status of the temporary and permanent power applications for the project if any. Please confirm the delivery and installation date of the transformer and infrastructure if available.

Answer: To be coordinated by the contractor as part of this contract.

19. Please confirm that the Owner will make application for permanent power and will pay separately for any costs associated with that request to the utility.

Answer: Owner shall make application for permanent power and shall pay for any costs associated with the utility request.

20. Please confirm that the Owner will procure geotechnical engineering services for the project.

Answer: Contractor shall procure geotechnical engineering services for pole installation.

Union County will cover the expense if additional geotechnical services are required and approved by the engineer.

LaBella Associates 4 UC Jesse Helms Park Field Lighting Project # 2252163 00 91 13 100% Construction Documents – 06/26/2026

21. Please confirm that the Contractor should assume suitable in situ soils required for the pole and pole foundation installation.

Answer: Contractor shall assume suitable soils. Soil testing at pole locations should be performed for structural foundation.

22. Please confirm that all soils will be wasted on site. Please provide a location for disposal of soils.

Answer: Contractor to remove all construction waste and trash from site, and dispose of such materials in the appropriate manner. The disposal of excess soils from the project site shall be coordinated with the Owner.
