About this file
This is Addendum #2 from the Florida Department of Transportation for ITB# DOT-ITB-25-7010-EG regarding a Two-Ton Asphalt Dump Trailer for Brooksville Operations Center. The addendum, dated December 30, 2024, addresses technical questions and answers ahead of the January 7, 2025 bid opening date. Two key clarifications were provided: first, a vendor's proposed alternative dump trailer was rejected as it did not include the required heating unit, and second, the department approved two specification modifications - accepting a 16" x 16" wide insulated guillotine gate instead of the originally specified 16" x 33" gate, and approving the use of 6" channel steel frame construction instead of tubular steel frame with enclosed gussets.
The addendum must be acknowledged by bidders and returned to the Procurement Office by the bid opening time and date to avoid disqualification. No pricing terms, set-asides, or funding information were included in this addendum.

FLORIDA DEPARTMENT OF TRANSPORTATION
ADDENDUM NO.: 2 DATE: 12/30/2024
RE: ITB#: DOT-ITB-25-7010-EG
ITB TITLE: TWO-TON ASPHALT DUMP TRAILER FOR BROOKSVILLE
OPERATIONS CENTER.
OPENING DATE: January 7, 2025
Notice is hereby given of the following changes to the above-referenced ITB:
1. TECHNICAL QUESTIONS AND ANSWERS:
1) Question: I have these in stock now. Please see link below to confirm it meets your requirements.
https://www.allroadskenworth.com/inventory/?/listing/for-sale/239143047/2024-warren-wrdt2430-3as-end-dump-trailers-semi-trailers?dlr=1&bgn=All%20Roads%20Trucks&settingscrmid=368713
Answer: This product does not meet the specifications as advertised.
Advertisement requests two- ton capacity asphalt trailer with heating unit.
2) Question: I have a couple of quick questions on the specifications listed on Exhibit A for the above-mentioned bid. We make an extremely similar unit with some minor manufacturing differences that do not match the specs exactly and wanted to see if those difference would be accepted as alternatives. I am outlining those difference below for your review.
Exhibit A; Technical Specifications
10. Unloading Doors Current: Insulated Guillotine, 16” height x 33” wide.
Proposed Alternative: Insulated Guillotine 16” height x 16” wide.
Reasoning: KM International has always found these dimensions to be sufficient for a shovel to retrieve material from the hopper and also because it is a smaller opening reduces the amount of excess heat that escapes the hopper when in the open position.
22. Frame Current: Tubular steel frame with boxed in and enclosed gussets.
Proposed Alternative: 6” Channel Steel frame.
Reasoning: KM International use channel steel to manufacturers all of its trailers because of its rigidity and reliability. Channel steel allows for 100% weld coverage and for gussets to be placed in key areas for structural integrity.
Additionally, channel steel allows for the machine operator to quickly identify and address any rust, whereas tubular steel will traditionally rust from the inside out and only be able to be identified after it has become a major issue.
All other specifications listed we either meet or exceed.
If you have any questions related to the two points above or need further clarification or information, please let me know.
Answer: - 16” x 16” wide insulated guillotine gate is acceptable.
- 6” channel steel frame is acceptable.
Bidders must acknowledge receipt of this Addendum by completing and returning it to the Procurement Office, by no later than the time and date of the bid opening. Failure to do so may subject the bidder to disqualification.
