About this file
This document is an addendum to a solicitation for a state transportation department contract in Pennsylvania. The contract involves shotblasting bridges across multiple counties, with the number of bridges per mobilization varying by county. The addendum addresses questions raised by prospective bidders, clarifying that the shotblasting process will be similar to past work, with inspections occurring the day after blasting, and the contractor being responsible for edge grinding along the gutterline. The department will be responsible for removing paint lines, rather than the contractor having to use a scarifier. The due date for this solicitation is February 21, 2014 at 4:00 PM.
The document provides additional details on the pricing and scope of the work, indicating that the number of bridges per day will depend on the traffic control required, either half-width or detour. The contract appears to be an ongoing or recurring effort, as the addendum references "past" work and procedures. No additional information is provided on pricing terms, set-asides, funding sources, or other salient commercial details.

The following questions were asked and the answers are noted:
1.When we worked for the district before doing shotblasting, we went from one bridge to another, blasting as many as 3 bridges per day, Following the second day with blasting the other lanes. Is this going to be scheduled in a similar manner? This is still the department procedure. The amount of bridges per day will depend on half-width or detour traffic control and the total number or bridges per county.
2. In the past Inspection of the profile was done on the same day when the bridge was blasted, because the overlay was usually installed the same day as the bridge was blasted. In the specs it indicates the inspection will take place the following day, and it might have to be re-blasted the second or third day. The inspection on the 2nd day is to ensure that there is no deleterious material on the deck that would require a brush blast.
3. on page 5 of the invitation for bid indicates that hand grinding will be required for edge grinding. Does that mean the Shotblaster will be required to do the edge grinding? The shotblaster is required to edge grind along the gutterline.
4. In the past we had to bring a scarifier along to grind off any traffic lines or excess tar buildup. This was usually billed per lineal foot of removal.
Is this going to be the same process for removing traffic lines and asphalt buildup where blasting just bounces off the asphalt. The department will be removing the paint lines only.
5. How many bridges on average per mobilization?
See attached sheet that shows the number of bridges per county.
