About this file
This document is Addendum No. Two (2) to the solicitation for Bid No. BDC06-22/23 issued by the Florida Department of Environmental Protection (DEP) for the Marjorie Harris Carr Cross Florida Greenways State Recreation and Conservation Area - Santos Church project. The addendum provides clarification and responses to questions submitted by prospective bidders regarding the project scope, including concerns over the structural integrity of the historic building, requirements for floor and ceiling work, and the project timeline. The bid submission deadline is 3:30 PM ET on September 14, 2022, and the bid posting date is no later than 3:30 PM ET on September 21, 2022, unless extended by the DEP.
The addendum indicates that additional pressure-treated wood members may be required to stabilize the building due to existing termite and wood rot damage. It also clarifies that while the goal is to level the structure, complete leveling may not be possible given the budget constraints. The work will need to follow the guidelines of the Florida Department of Historic Resources, as the building is considered a historic resource.

BDC Bid No. BDC06-22/23, Addendum #2, Page 2 of 3
1. Question: The outside walls are sagging anywhere from 8-12” from the middle of the structure. Our concern is with the age of the structure and all the termite and wood rot damage when jacking up the outside walls the structure could fail and completely fall apart. We looked at the floor joist we could see and the seal plate. The seal plates are completely rotted. We have concern when lifting the structure that there is not enough structural integrity of the existing floor system to achieve the desired outcome.
Answer: Due to the existing conditions such as the termite and wood rot, it may become necessary to install additional PT wood members to stabilize and provide additional support.
2. Question: What is the intention of the shoring wall? Does the engineer want that in place prior to lifting the structure or installed once its leveled and plumb?
Answer: The wall is to remain in place to provide support until the future work can be performed. We would anticipate the wall being installed and utilized for support while other stabilizing work is being performed.
3. Question: It is mentioned in the plans not to demo or remove anything original to the building. We do not see a way to do this this without cutting large holes in the original Tongue and Grove ceiling and Pine floors that we believe are original to the building.
Answer: We believe there is an access panel in the ceiling so it is not anticipated that a large hole will be required. With respect to the floors, removal of the boards will be necessary rather than cutting (the floorboards will need to be numbered and stored on-site for future re-installation. If any cutting is necessary it should be performed in non-historic (non-original) members, removal and/or cutting may require installation of bracing and bridging for stabilization.
4. Question: We also have concerns about cutting holes in the existing ceiling and flooring. We believe this could be the only thing holding the building together and once we start cutting into those the building could lose structural integrity.
Answer: See previous responses regarding the 'cutting of holes'. Any removal of boards will probably require the placement of new lumber to stabilize those areas and the building.
5. Question: Is the intent to level the structure as the under-floor shoring is installed? Or do we leave the unlevel conditions throughout the building as " existing conditions not to be changed?"
Answer: Ideally, leveling would be the goal, however, due to existing conditions and budget constraints, complete leveling will probably not be possible. Areas where members are touching the ground or are severely sagging will need to be lifted, so some amount of leveling will be necessary.
BDC Bid No. BDC06-22/23, Addendum #2, Page 3 of 3
6. Question: Is it the intent during under-floor shoring to cut holes through the existing hardwood floors as shown in 1, 1A, 2 S301 and 2, 3 S302?
Answer: It would be best if the hardwood floorboards could be removed individually (numbered and stored for future placement in the same location) and not cut to allow placement of the pedestals.
7. Question: As the Project Consultant has provided a detailed project budget to the bidders to establish the cost estimate for the job, can they also provide a detailed project timeline to corroborate the project duration of 60 days for substantial completion?
Answer: The timeline is related to the contractor's means and methods, since each contractor will have a unique approach to performing the work.
If there is concern that the work can not be performed within the noted duration, JGP recommends DEP review the amount allocated and increase the number of days if necessary.
8. Question: Is this building come under the purview of the Department of
Historic Resources?
Answer: Yes, work associated with this this building will need to follow the guidelines of DHR.
In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
