About this file

This is Addendum No. 2 to the Florida Department of Environmental Protection's bid for the Suwannee River State Park Bathhouse Replacement project (DEP BID NO. BDC04-26/27), issued by the Bureau of Design and Construction on October 21, 2026. The addendum addresses 19 requests for information (RFIs) from bidders and plan holders regarding project specifications and drawings. Key clarifications include electrical meter and panel placement, floodplain compliance requirements, transformer coordination with Suwannee Valley Electric Coop, louver specifications, well shed design details, septic system status, site grading and parking area construction, material specifications for posts and hardware, ADA ramp decking materials, and door hardware sets for keypad access and security. The addendum specifies that all bidders must acknowledge receipt of this addendum by signature and include it with their bid submission to Logan Lee-Marple, Contracts Specialist, at the Bureau of Design and Construction in Tallahassee, with failure to do so potentially resulting in bid rejection.

The addendum provides essential technical guidance on materials and construction methods, including specifications for pressure-treated lumber for posts, galvanized hardware, #57 stone gravel, and clarifications on composite versus pressure-treated wood decking for the ADA ramp. Hardware Set #1 incorporates standard FDEP keypad access integrated with a levered lockset for exterior doors, while Hardware Set #2 provides keypad access with occupancy indicators and emergency key override for park staff and EMS personnel, with park campers receiving codes upon check-in. The addendum clarifies that the contractor is responsible for verifying the operational status of the existing well and coordinating with the well vendor and pre-engineered building manufacturer regarding ventilation requirements and equipment placement. No pricing information, set-asides, or contract award details are specified in this addendum.

The following statements supersede & supplement the corresponding items in the specifications & drawings:

1. Question: Sheet E201 diagrammatically identifies the meter socket mounted to the side of the building; whereas Sheet E701 identifies the meter socket to be mounted on a column while also showing the disconnect being mounted inside the building. As stated per Sheet E201, Sheet Notes #1, "Comply with all applicable Building Code..." this equipment is to be grouped together.

Answer: The intent is to have the meter base and meter installed exterior to the building on the column. Refer to architectural elevation on A301 for more detail.

The main panel (Panel "L") is mounted within the building in Chase 105.

BDC Bid No. BDC04-26/27, Addendum #2, Page 2 of 6

2. Question: Is there a need for the switch gear to be mounted in compliance with floodplain protection. If so, what is that minimum mounting height?

Answer: The design flood elevation is below the proposed finished floor elevation of the building. No issue with current mounting within the building.

3. Question: The riser diagram indicates that a concrete pad mounted transformer is to be provided; has this new work been engineered by Suwannee Valley Electric Coop? If so, is a Work Order number or contact available?

Answer: No known work order number and it was our understanding that Suwannee Valley Electric Coop was providing the transformers and pad but no coordination with them has occurred.

4. Question: "Are the louvered openings to be standard or possess wind-driven rain protection?"

Answer: The louvers were spec’d by architecture. They are to refer to specification section 08 9100 – Louvers on Sheet A017

5. Question: We have observed that the well head is located inside the proposed 8ft x

8ft well shed; the plans do not call out for a roof hatch for the removal/servicing of the submersible well pump. Please confirm that a roof hatch is not required.

Answer: No roof hatch required unless the well vendor requires. if so, must be coordinated with the pre-engineered structure manufacturer for incorporation into their system.

6. Question: The plans indicate that the well equipment is "by others"; will a chlorination dosing system and liquid chlorine storage tank be installed inside the proposed 8ft x 8ft well shed? If so, please confirm that forced ventilation (fan) system is not required.

Answer: Once a Well vendor is brought into the project, they will confirm all equipment required and any ventilation requirements. Per Specification 13 3400, Item 2.3.B.7., two (2) screened aluminum vents are to be cast in the rear wall of the pre-engineered well building; size and location of both shall be coordinated with the Well vendor, the pre-engineered building Manufacturer, and all Applicable Codes.

7. Question: Is the existing well fully operational? Is the pump controller & submersible well pump operational? Has the well been inspected to determine that it has not sanded in? If no, what steps have been taken to ensure that the water supply will be operation when the bath house is ready for a final plumbing inspection?

BDC Bid No. BDC04-26/27, Addendum #2, Page 3 of 6

Answer: Contractor is responsible for verification of operation of existing well.

8. Question: The septic permit doesn't mention the need for the abandonment of a pre-existing septic tank. Was the pre-existing septic tank removed when the previous bath house was demolished?

Answer: New bathhouse is in a separate location from previous bathhouse. No known preexisting septic tank at new location. Status of pre-existing septic tank from old bathhouse location is unknown.

9. Question: Please reference Sheet C201. We did not observe a detail for the construction of the mulch path; please clarify its construction.

Answer: See detail below. The detail shows standard mulch path section with a base preparation and mulch material. Metal edging to be separate line item bid for a potential deduct at discretion of owner.

10. Question: Please reference Sheet C201. We did not observe grades for the civil site work. Are we to work with the existing contours/conditions to mitigate/eliminate the need for the importation of fill?

Answer: Refer to sheet C301 for grading plan.

11. Question: Please reference Sheet C201. We did not observe a detail for the construction of the car/bus parking area. Please confirm that the intent is to balance the area for an exposed dirt surface once these areas are cleared & grubbed?

BDC Bid No. BDC04-26/27, Addendum #2, Page 4 of 6

Answer: Area does not need to be graded or cleared/grubbed unless there are trees within parking area. Intent for the parking area is for it to be left as close to existing as possible as to not negatively impact the natural park atmosphere.

12. Question: Please reference Detail 01/C902. Please clarify if we are to furnish western red cedar posts or pt posts?

Answer: Per the General Requirements and Division 06 Wood Specifications referenced, posts for site structures are to be pressure-treated lumber unless specifically noted otherwise.

13. Question: Please reference Detail 01/C902. Is the western red cedar gate hardware (misc fabricated steel) to be painted or HDG?

Answer: Gate hardware should be galvanized, refer to PRE-012 response for basis-of-design.

14. Question: Is burning permitted on site, or will all clearing and grubbing debris need to be hauled off and disposed of?

Answer: Burning is not permitted, and all debris must be hauled off.

15. Question: What type or specification of gravel are we required to install?

Answer: Gravel should be #57 stone.

16. Question: Do you want PT furring strips between the lap siding and the block?

Answer: GC's option; PT is typical. Must meet all applicable Codes.

17. Question: For the ADA Ramp, is the decking PT or composite? A711 says composite. S601 Detail 5 says PT and S201, detail 2, note 10 state Southern Yellow Pine. Please clarify.

Answer: Sheet A711 references stair details only. For the ramp, note on drawing 1, sheet A201 indicates wood decking at the ramp and refers to Structural.

18. Question: It appears that hardware set #1 has too many securing devices. Can you please clarify your selection or what specifically you are looking for? [See notes below.]
