About this file

This document is an addendum to an Invitation to Bid (ITB) issued by the Florida Department of Agriculture and Consumer Services (FDACS) for the purchase and delivery of approximately 1,120 tons of #4 sized granite rock material for forest road improvements in the John M. Bethea State Forest located in Baker County, Florida. The addendum provides answers to questions received from vendors, including confirmation that the delivery site is tractor-trailer accessible. It also addresses the issue of a variable fuel surcharge, stating that the department will not allow for a variable price per ton but will permit a fuel surcharge up to $1,500 per delivery if the price of fuel exceeds the bid amount after the project has started.

The contract opportunity is open to vendors in the state of Florida, specifically the jurisdictions of Leon County and Tampa City. The department is seeking a fixed price per ton for the delivered materials and will not issue a purchase order with a variable price. Any excess fuel charge will reduce the total number of tons delivered due to funding allocation for this project.

ADDENDUM 2

TO: VENDORS

FROM: BRITTANY HARVEY, GOVERNMENT ANALYST

RE: INVITATION TO BID NO. ITB FFS 21 22 90

#4 SIZED GRANITE ROCK MATERIAL FOR FOREST ROAD IMPROVEMENTS

This addendum is to provide answers to questions received in reference to this invitation to bid.

Question / Answer

1. Is the delivery site tractor-trailer accessible?

Yes, tractor trailer accessible.

2. Will you guys allow a variable fuel surcharge? With the way the fuel market is, this would protect both the Dept of Ag as well as us. If a variable charge is not allowed, we have to bid higher than usual pricing to cover any potential hike in fuel price. This would also prevent premature withdrawal of contract.

We can not issue a purchase order on a variable price per ton. No variable charges permitted in cost per ton. The department will allow for a fuel surcharge up to $1500.00 per delivery. This means that we are seeking a fixed price per ton for the delivered materials now. If the price of fuel exceeds bid amount per ton after the project has started, than the department may pay an excess fuel charge if supporting documentation is submitted to the buyer. Any excess fuel charge will reduce the total number of tons delivered due to funding allocation for this project.

This Addendum is hereby incorporated into and made a part of the above noted Invitation to Bid.

All other terms, conditions and specifications of this Invitation to Bid will remain the same. For questions regarding this Addendum, please contact the Purchasing Office at (850) 617-7181 or email at Bids@FDACS.gov.
