About this file

This document is an Addendum to a solicitation issued by the Commonwealth of Pennsylvania for the re-bid of the FD-10 Bridge project. The addendum clarifies several questions and comments regarding the bridge fabrication, materials, decking, and nail requirements. It addresses acceptable materials for the towbars, wood preservative treatments, removable guardrail posts, timber deck design, and waterproofing membrane for the stringer beams. The addendum also deletes the 6-inch taper on both ends of the beams and keeps the base plates unwelded. The solicitation due date has been changed to October 12, 2021.

The addendum provides guidance on acceptable materials and design modifications to the bridge requirements. Suppliers are instructed to review the Questions section of their solicitation response to ensure they have addressed any questions relevant to the issued addenda.

SOLICITATION ADDENDUM

Date: 9/27/2021

Subject: Re-Bid FD-10 Bridge – Questions/Answers on Bridge Requirements

Solicitation Number: 6100054100

Due Date/Time: 10/12/2021 – 10:00

Addendum Number: 2

To All Suppliers:

The Commonwealth of Pennsylvania defines a solicitation “Addendum” as an addition to or amendment of the original terms, conditions, specifications, or instructions of a procurement solicitation (e.g., Invitation for Bids or Request for Proposals).

List any and all changes:

This addendum is to clarify questions and comments asked regarding the bridge fabrication, materials, decking, and nail requirements. Answers are bolded in red.

Question #1: We are unable to source any heavy-wall pipe [for towbars] in weathering material. Is it acceptable to utilize A500 material and paint [only the towbars - the remainder of the structure would still be weathering steel? Answer: This is acceptable.

Question #2: ACQ wood preservative has been largely discontinued due its corrosive effect on metal. The 0.40 retention level referenced for ACQ equates to a UC4A rating. Please confirm MCA treatment to UC4A would also be acceptable. Answer: MCA is equivalent to ACQ provided it is applied so as to have the same rating.

Question #3: Please confirm the guardrail posts must be removable [bolted] and cannot simply be welded to the structure. Answer: Posts must be removable (bolted).

Question #4: Provided the supplier furnishes PE stamped calculations certifying the timber deck design for AASHTO tire loads, is it acceptable to deviate from the nail requirements listed? Answer: Yes

Question #5: Particularly given the use of A588 weathering steel, we recommend requiring a 56-mil waterproofing membrane of 4-mil carrier film be placed on the top flange of all stringer beams, slit to overhand the flanges by 1/4" - 1/2" on either side, between the stringer and timber deck.

Answer: This is acceptable to the Department.

Comment #1: Assuming the beam ends are tapered 6" at each end, that leaves only 6" of bearing at each end once the 38' clear span is accounted for. Typical bearing width is 12" - 24". We can design the bridge to accommodate the 6" bearing width, but it may be hard for the DCNR to design/construct the foundations for such a limited contact area. Answer: Delete the 6” taper on both ends.

Comment #2: The specs require tapered beam ends for ease of skidding but then state that bearing plates should be pre-welded to the stringers. The point of tapering the beam ends is to eliminate sharp corners that might catch on obstructions while skidding the sections. Pre-welding baseplates defeats the tapers by adding 90-degree corners back on the bottom of the bridge.

Answer: Keep base plates as bid, unwelded.

**Please note, the end date of this solicitation is changed to Tuesday, October 12, 2021 as noted in Addendum 1 of this solicitation.

Type of Solicitation: Electronic Bid (SRM) - Review the Questions section of your solicitation response to ensure you have responded, as required, to any questions relevant to solicitation addenda issued subsequent to the initial advertisement of the solicitation opportunity.

Except as clarified and amended by this Addendum, the terms, conditions, specifications, and instructions of the solicitation and any previous solicitation addenda, remain as originally written.

Respectfully, Name: Jody Russell
