TO ALL PROSPECTIVE BIDDERS:

Re: ADDENDUM #2 - INVITATION FOR BID (IFB), #25C201007 CHP Valley Division – Elevator Maintenance Services.

1- The Bids due date has been extended to April 02, 2026.

2- The Exhibit A, Statement of Work has been replaced in its entirety. (See Attached).

3- The Bid Form, Attachment 2, has been replaced in its entirety. (See Attached).

4- Below are the answers to the bidders questions:

No. Questions Answers 1 Does any part of this bid require a notary/notarization.

No. Notary is not required.

2 Are there any Bonds required for the submission of this RFP? Do these Bonds need to be in original form, or will copies suffice?

No. Bonds are not required.

3 Will the submission of a clarification amendment result in rejection of the bid? If so, will further discussion with the bidder take place prior to rejection?

Yes. Any modification to the scope of work or the bid form will be considered non-responsive.

4 Is there a maximum contract value for this bid. (yearly/monthly)?

CHP intends to make a single agreement award to the responsive and responsible firm offering the lowest bid.

5 The elevator is a group II elevator. Current code requires a load test to be completed every 5 years. Is it the intension of the CHP that this will be required more than what is required by State code?

Further the State of CA DIR does not typically witness load tests. They have the option to witness annual testing, however due to the age of your elevator there is no annual testing required by code.

Please attached revised SOW.

6 The load tests are performed to test the elevator at above capacity to determine potential issues with elevator components

Per Section 17 of the Exhibit A, SOW, there are no monies in this contract for miscellaneous repairs.

including the underground cylinder, valve, or any underground piping. If this test determines that there are issues with this equipment this is not something that is typically covered by the service provider.

The cost to repair and/or replace these components can be costly (upwards of 100K for a cylinder) and can be difficult to amortize in a service price with the potential that they may go bad. Please clarify.

7 The scope states “Annually, provide oversight during the annual fire alarm system smoke and heat test performed by a third party.” Due to the age of your elevator this testing is not required under the current elevator code.

Please clarify if this testing is something you will be requiring even though it is not required by code.

Annual oversight during fire alarm fire alarm smoke and heat test by third part will be required as part of this agreement.

8 Please provide the most recent executed contract for maintenance services from the incumbent provider?

The current contractor is Elevator Technology, Inc.

All other terms & conditions scope of work remain the same.

If you have any questions, please contact Piron Vossoughi, Contract Services Unit via email at piron.vossoughi@chp.ca.gov .

Sincerely, Piron Vossoughi Contract Analyst
