About this file
This is Construction Bid Addendum No. 2 issued by the Department of Technology, Management and Budget (DTMB), State Facilities Administration Design & Construction Division for the Straits State Harbor Solar Arrays project, a Design-Build contract administered by Project Director Sheryl Ananich. The project involves the installation of solar arrays at Straits State Harbor, with the system sized to offset electrical usage across two meters at the facility. The addendum clarifies that the project design may include either one or two continuous canopies based on utility limitations, with a North Pier array as a potential alternate if designated parking lot areas prove insufficient for the primary carport arrays. The pier alternate should be eliminated if budgetary constraints do not allow for its inclusion. The bid opening date is September 17, 2025, and this addendum was issued on September 11, 2025.
Key clarifications in the addendum address utility interconnection parameters, project sizing constraints, and design flexibility. The Design-Build entity is responsible for providing quality assurance and quality control testing as specified in the contract. The Department of Natural Resources (DNR) anticipates no projected electrical load increases within the next twelve months and intends to offset as much usage as possible for both meters. The addendum indicates openness to cost-effective alternatives that combine carport and North Pier ground mount configurations if such solutions prove economically advantageous compared to carport-only designs while still achieving the targeted offset. Consumers Energy bills and additional meter information were previously released in Addendum 1 to support bidders' sizing calculations. All bidders must acknowledge this addendum in their bid submission, as failure to do so may result in bid rejection.

ADDENDUM ITEMS: (attach additional sheets and drawings if required)
1) Question: Can DNR issue copies of the Consumers Energy bills for each meter planned for interconnection at Straights State Harbor?
Answer: Yes, there was additional meter information released in Addendum 1. The system should be sized to offset the maximum size allowable by Consumers to offset both meters.
2) Question: If the project is downsized based on limitations from the utility, would DNR prefer to have one continuous canopy, or two separate canopies as outlined in the schematic?
Answer: DNR has no preference whether one or two canopies are used.
3) Question: If the project is downsized based on limitations from the utility, should the pier alternate be eliminated from the RFP response?
4) Answer: The use of the pier is an alternate and should be used if there is not sufficient area in the designated parking lot areas. This section would be eliminated if budgets do not allow.
5) Question: Does DNR have any projected electrical load increases in the next 12 months?
Answer: There are not projected load increases in the next 12 months.
6) Question: Can you please clarify if the DB entity needs to hire the consultant for QA/QC testing, or if the Owner will be contracting this work directly?
Answer: The DB entity will need to provide the testing per the contract.
7) Question: Site visit indicated 2 meters. Please provide meter # targeted for offset. Please provide interval data for both meters, if applicable.
Answer: Data was provided in Addendum #1 to include both meters. It is intended to offset as much usage as possible for both meters.
8) Question: Deduct alternative - Please clarify if North Pier array is intended only if targeted offset cannot be achieved with carport arrays solo. If pricing for North Pier array is less $/W than carports, is there a preference to install a mix between carports and North Pier ground mount, or install only carports, if targeted offset can be met by carports only?
Answer: The north pier is only intended to provide additional space if the targeted offset cannot be achieved with the carport arrays. If there is an economic advantage to utilizing the pier and some carport instead of all carports then we would be interested in reviewing that opportunity.
