About this file
This document is Addendum #2 to a Request for Proposal (RFP) from the Eugene Water & Electric Board (EWEB) for two 1500/2000 KVA 3-phase substation voltage regulators. The addendum provides clarification and additional details related to the original RFP requirements. Key details include that EWEB may consider single-phase regulators, but prefers a ganged configuration with a single control point. EWEB also requires a 10 psi tank design, acceptance of standard manufacturer paint colors, and the inclusion of a Beckwith M-0329B backup controller. The RFP closing date is October 7, 2021 at 2:00 pm PST.
The original RFP did not include the A and B loss values described. The contract opportunity covers agencies within Lane County, Oregon and the City of Eugene.

ADDENDUM # 2
Title: Two 1500/2000 KVA 3 Phase Substation Regulators
RFP # 21-190-GS
This addendum adds additional information to the original RFP document.
QUESTION & ANSWER – EWEB Responses in Red Font
1. Will EWEB accept (3) single phase overhead voltage regulators?
EWEB may consider a set of single phase voltage regulators but this is not preferred. The quoted installation must allow for the regulators to be operated in a ganged fashion either from a single controller or multiple controllers acting as a single controller. This is required in order to allow Supervisory (SCADA) control with limited wiring changes.
• We propose using the Eaton EVER-Tap which utilizes the Reinhausen RMV-SVR
Vacuum Interrupting Tap Changer.
See EWEB response above.
• The only control available for this product is the Eaton CL-7.
This controller is fine as long as it meets the minimum requirements of Section 4, Item 3.3 of the specification and the single point of control described above.
2. Section 3.4; Eaton’s rectangular tank units are leak tested to 7 psi and our standard pressure relief would be a 5 psi. Will this be accepted?
Tank design to 10 psi is preferred due to this being the same design as our power transformer tanks. Tank designs that are less than 10 psi will be considered if the bidder can show that the design is in compliance with applicable standards.
3. Will the EWEB accept ANSI 70 gray for the regulator paint color?
Manufacturer standard paint colors will be accepted including ANSI 70 gray. Please specify the paint color in the bid response as required in Section 6, Part D.6.
4. Can you please provide more detail regarding the Beckwith controller?
The Beckwith controller specified in Section 3, Item 3.3 of the contract, Beckwith M- 0329B, is a backup controller and its function is shown on drawing ED-3-5.2003. This backup controller is required regardless of the main Regulator Controller chosen.
The main Regulator Controller is not specified to allow for more flexibility however EWEB has used a Beckwith M-2001C controller with M-2270B Adaptor Panel on LTC units. Please note that this adaptor panel required customer wiring changes to achieve the controls shown in ED-3-5.2003.
5. What are the losses for the voltage regulators in BID 21-190-GS? We didn't find the A and B value in the attached document as described below:
A = $5,785/kw B = $4,596/kw
