About this file

This is Addendum No. 2 to Request for Proposals 2027-005 for By-Pass Pump Rental and Service issued by Union County Water (UCW) in Union County, North Carolina on September 15, 2026. The addendum modifies critical requirements for temporary by-pass pump rental and related services to be provided on an as-needed basis at multiple pump stations throughout the UCW service area. Key modifications include clarifying response time and availability requirements, whereby offerors must identify their commitment to delivering pumps and equipment within three hours of an emergency service request for each pump station, or clearly state the maximum delivery and setup time they can provide; separating preventive maintenance charges from base rental pricing so offerors must explicitly identify whether such maintenance is included or provided at no additional charge; and restructuring the price schedule to distinguish between daily, weekly, and monthly rental rates for pumps and rental equipment versus supporting services and additional costs. The addendum requires offerors to submit a comprehensive Supplemental Charges Schedule that separately identifies and prices every supporting service, fee, surcharge, and additional cost, including delivery and mobilization, startup and testing, hoses, fittings, preventive maintenance, labor, travel, emergency response, demobilization, environmental recovery fees, fuel surcharges, and any other proposed charges. Offerors may submit proposals for any or all pump stations listed in the RFP and may propose diesel-powered pump options only, provided they clearly mark pump stations they are not offering as "Not Offered."

Union County's standard payment terms are Net 30 following receipt and approval of a complete and accurate invoice and acceptance of applicable equipment or services. No permits are required for the work under the resulting contract. Offerors must provide fully burdened hourly labor rates that include all applicable wages, benefits, payroll costs, overhead, and profit, without submission of separate prevailing wage breakdowns. All proposed charges must be definite and clearly defined with specific amounts, rates, units of measure, and applicable conditions; charges described vaguely as "miscellaneous," "TBD," "at cost," or similar unspecified terms will not be accepted. No fee or cost may be invoiced unless it was disclosed and priced in the offeror's cost proposal and incorporated into the resulting contract, and any work outside the original scope requires written authorization from Union County before the cost is incurred. Union County reserves the right to award contracts to multiple offerors by individual pump station, groups of pump stations, equipment capability, or any combination determined to provide the best overall value and operational coverage. If a selected contractor cannot meet its contractual response time for an emergency request, Union County may contact another awarded contractor or obtain required equipment or services from another source without liability to the unavailable contractor.

Request for Proposals 2027-005 By-Pass Pump Rental and Service

ADDENDUM No. 2 ISSUE DATE: September 15, 2026

Responding Offerors on this project are hereby notified that this Addendum shall be made a part of the above-named RFP document.

The following items add to, modify, and/or clarify the RFP documents and shall have the full force and effect of the original Documents. This Addendum shall be acknowledged by the Offeror in the RFP document.

Union County, North Carolina Addendum No. 2, RFP 2027-005 By-Pass Pump Rental and Service

Add/Delete

1. Section 4.2 – Response Time and Availability

Delete:

For emergency requests, the contractor must deliver the required pump and equipment to the identified UCW location within three hours after receiving the County’s request for service.

ADD:

For each pump station included in its proposal, the Offeror must identify whether it commits to delivering the proposed pump and required equipment within three hours after receiving an emergency service request.

If the Offeror cannot satisfy the three-hour delivery requirement for a particular pump station, it must clearly identify that exception in its proposal and state the maximum delivery and setup time it is committing to provide for that station. Any response time accepted by Union County will become a contractual requirement for the applicable pump station.

Upon receiving an emergency request, the contractor must promptly confirm whether the required equipment is available and provide an estimated delivery and setup time. If the contractor cannot meet its applicable contractual response time, Union County may contact another awarded contractor or obtain the required equipment or services from another source without liability to the unavailable contractor.

The contractor must mobilize as quickly as reasonably possible and maintain communication with the authorized Union County Water representative throughout the response.

2. Section 4.1 – Equipment and Service Requirements

DELETE:

“Include preventive maintenance in the proposed rental pricing. UCW will not pay separate or additional charges for required preventive maintenance.”

ADD:

“The Offeror must separately identify and price any preventive maintenance charge in the Supplemental Charges Schedule. If preventive maintenance will be provided at no additional charge, the Offeror must enter ‘Included’ or ‘No Additional Charge.’”

3. Appendix A – Price Schedule

Addendum No. 2, RFP 2027-005 By-Pass Pump Rental and Service

DELETE:

The Appendix A instructions stating that the proposed rental rates must include delivery and removal, setup and startup, testing and breakdown, hoses, piping, fittings, controls, preventive maintenance, labor, supervision, travel, transportation, and other supporting costs.

ADD:

The daily, weekly, and monthly rates entered on Pages 23 and 24 shall represent the rental rates for the pump and other rental equipment proposed for each applicable pump station.

Supporting services, fees, surcharges, and other additional costs must be separately identified and priced in the Supplemental Charges Schedule required by this Addendum.

ADD:

Each Offeror must submit a Supplemental Charges Schedule with its Cost Proposal. The schedule must separately identify and price every supporting service, fee, surcharge, and additional cost that may apply under the resulting contract.

At a minimum, the schedule must address:

• Delivery and mobilization;

• Startup and testing;

• Suction and discharge hoses;

• Fittings and accessories;

• Preventive maintenance;

• Labor and technician support;

• Travel expenses;

• Emergency or after-hours response;

• Demobilization and equipment removal;

• Environmental recovery fees;

• Fuel surcharges; and

• Any other proposed charge.

If a listed item will be provided at no additional charge, the Offeror must enter “Included” or “No Additional Charge.” The Offeror must not leave an applicable item blank.

The Supplemental Charges Schedule must state the amount or rate, unit of measure, applicable service period, affected pump stations, and conditions under which each charge will apply.

Addendum No. 2, RFP 2027-005 By-Pass Pump Rental and Service

Questions

1. Question:

Are Offerors required to include miscellaneous fees in their pricing, such as environmental recovery fees, fuel surcharges, or similar charges?

Answer:

Yes. Offerors must disclose every fee, surcharge, and additional cost that may be charged under the resulting contract. Environmental recovery fees, fuel surcharges, and similar charges must be separately identified in the Supplemental Charges Schedule submitted with the Cost Proposal.

Each separately priced charge must include:

• A clear description of the charge;

• The amount or rate;

• The applicable unit of measure, such as hourly, per occurrence, per mile, or per linear foot;

• Whether the charge applies during regular hours, after hours, or both; and

• The circumstances under which the charge will apply.

Charges described only as “miscellaneous,” “other,” “TBD,” “at cost,” or similar language without a definite rate or pricing methodology will not be accepted.

No fee, surcharge, markup, or other cost may be invoiced unless it was disclosed and priced in the Offeror’s Cost Proposal and incorporated into the resulting contract. Costs for work outside the original scope must receive written authorization from Union County before the cost is incurred.

2. Question:

Will any permits be required, and, if so, will Union County be responsible for obtaining them?

Answer:

No permits are required for the work contemplated under the resulting contract.

3. Question:

What are Union County’s payment terms?

Answer:

Union County’s standard payment terms are Net 30 following receipt and approval of a complete and accurate invoice and acceptance of the applicable equipment or services.

4. Question:

Are Offerors required to quote prevailing wage rates?

Answer:

The County is not requesting separate prevailing-wage pricing under this solicitation.

Offerors must provide the total fully burdened hourly rate that will be charged to Union County. The proposed hourly rate must include all applicable wages, benefits, payroll costs, overhead, profit, and other labor-related expenses. A separate wage or fringe-benefit breakdown is not required.

5. Question:

Because the County may award contracts to multiple Offerors, may an Offeror submit pricing and a proposal for only certain pump stations?

Answer:

Yes. Offerors may submit proposals for any or all pump stations listed in Appendix A.

Offerors must clearly identify every pump station for which they are offering services and provide all required information and pricing for each station offered.

For a pump station the Offeror is not proposing to service, the Offeror must mark the applicable row “Not Offered.” A blank pricing row will also be interpreted as the Offeror declining to provide services for that pump station. Union County will not consider an Offeror for a pump station for which complete pricing has not been provided.

Proposals will be evaluated only for the pump stations and services offered. Cost will be evaluated based on the completeness, reasonableness, and competitiveness of the daily, weekly, and monthly rates and all disclosed supplemental charges applicable to those stations.

Union County may award by individual pump station, groups of pump stations, equipment capability, or any combination determined to provide the best overall value and operational coverage. Submission of pricing for all pump stations does not guarantee an award for all pump stations.

6. Question:

May an Offeror submit pricing for diesel-powered pump options only?

Answer:

Yes. Diesel-only pump options are acceptable. Offerors are not required to provide both electric and diesel pricing for every pump station.

For each pump station offered, the Offeror must identify the proposed pump and equipment.

If the Offeror is proposing only a diesel option, it must mark the electric pricing fields “Not Offered.” If the Offeror is not proposing to service a pump station, it must mark the entire applicable row “Not Offered.”

7. Question:

What happens if a selected contractor receives an emergency request but does not have the necessary equipment available to respond within the three-hour timeframe?

Answer:

See the modification to Section 4.2, Response Time and Availability, provided in the Add/Delete section of this Addendum.

The contractor must promptly notify the authorized Union County Water representative if it cannot meet its applicable contractual response time and provide an estimated delivery and

Addendum No. 2, RFP 2027-005 By-Pass Pump Rental and Service setup time. Union County may contact another awarded contractor or obtain the required equipment or services from another source.

8. Question:

Do all pump stations listed in the RFP have bypass connections installed on the force main?

If not, will Union County install the required connection before the temporary system is installed?

Answer:

Yes. All pump stations listed in Appendix A have existing bypass connections.

9. Question:

Can Union County provide drawings showing elevations so Offerors can determine the suction lift at each pump station?

Answer:

Union County will not provide station drawings. Offerors should select equipment and develop pricing based on the GPM and TDH requirements provided in Appendix A. Offerors must clearly identify any assumptions or limitations used in developing their proposed equipment and pricing.

All pump stations listed in Appendix A have existing bypass connections. Site-specific operating conditions will be confirmed with the selected contractor when services are requested.

One station within the UCW system requires a hydraulic power unit with a separate submersible pump head; that station is not included in Appendix A.

10. Question:

Should the proposal include both a primary pump and a backup pump for each location?

Answer:

No. Union County requires pricing for one pump system per location on an as-needed basis.

A backup pump is not required unless specifically requested by Union County through an individual work order.

11. Question:

Should costs for delivery, mobilization, startup and testing, hoses, fittings, accessories, preventive maintenance, labor, travel, emergency response, demobilization, and equipment removal be included in the equipment pricing provided on Pages 23 and 24?

Answer:

No. The daily, weekly, and monthly rates entered on Pages 23 and 24 shall represent the rental rates for the pump and other rental equipment proposed for the applicable pump station.

Costs for delivery and mobilization, startup and testing, suction and discharge hoses, fittings

Addendum No. 2, RFP 2027-005 By-Pass Pump Rental and Service and accessories, preventive maintenance, labor and technician support, travel, emergency response, demobilization, equipment removal, and other supporting services must be separately identified and priced in a Supplemental Charges Schedule submitted with the Offeror’s Cost Proposal.

12. Question:

Are Pages 23 and 24 intended only for the pumps or other rental equipment required to perform the bypass?

Answer:

Yes. Pages 23 and 24 are intended to provide the daily, weekly, and monthly rental rates for the pump and other rental equipment proposed for each pump station. Supporting services, mobilization, labor, hoses, fittings, accessories, and other separately chargeable costs must be provided in the Supplemental Charges Schedule.

13. Question:

May costs that are not included in the equipment rental rates be listed as separate line items within the Cost Proposal?

Answer:

Yes. These costs must be separately identified and priced in a Supplemental Charges Schedule submitted with the Cost Proposal.

For each charge, the Offeror must identify:

• The description of the charge;

• The amount or rate;

• The unit of measure;

• The applicable regular-time and emergency or after-hours rates;

• Whether the charge applies to all pump stations or only specified pump stations; and

• The circumstances under which the charge will apply.

All proposed charges must be definite and capable of being evaluated by Union County.

Charges described only as “miscellaneous,” “other,” “TBD,” “at cost,” or similar unspecified terms will not be accepted.

If any provision or response contained in this Addendum conflicts with the original RFP or a prior addendum, this Addendum shall control.

All other terms and conditions shall remain unchanged.
