About this file
This is Addendum No. 1 to Request for Proposal CM-26-749 issued by the City of Long Beach, Department of Financial Management, for Federal Lobbying Services. The addendum modifies the original RFP and addresses seven questions and answers related to proposal submission requirements. Proposers must acknowledge receipt of the addendum by signing and submitting it with their proposal, or they may be disqualified. The addendum clarifies that all official communications occur through specified channels, and oral communications are not binding unless confirmed in writing by the City Contact. The anticipated contract start date will be determined after the selection and negotiation process.
The addendum provides clarifications on compliance requirements, including adherence to the federal Lobbying Disclosure Act through Lobbying Registrations (LD-1), Quarterly Activity Reports (LD-2), or Contributions Reports (LD-203). Itemization of costs based on staff and deliverables is optional for proposers using fixed monthly fee structures. Financial statements may be emailed directly to RFPPurchasing@longbeach.gov, attention Richard Peoples, for confidentiality protection. Resumes may be included as annexes to the staffing response, and the Cost Proposal has no specific format or template requirement but should follow Section 4.2 instructions. The Quote Items section in the Long Beach Buys Portal is not applicable to this solicitation, and the Cost Proposal should be uploaded as an attachment with other proposal materials.
