About this file

This is Addendum 1 to a Request for Bids issued by Mt. Hood Community College (MHCC) in Multnomah County, Oregon, for various printed display graphics and signage solutions. The procurement encompasses multiple graphic types including A-Frame Sign Inserts, Outdoor Yard Signs, Safety Vehicle Vinyl Graphics, Large Outdoor Panels, Outdoor Stage Banners, Blade Directional Signs, Directory Name/Room Replacements, Pathway Wayfinding Blades, Reflective Parking Signs, Removable Fabric Prints, and Backlit Directory Signs. Bidders must submit a one-page cover letter detailing qualifications and experience along with pricing on specified attached sheets. The original bid submission deadline was 5 p.m. on March 10, 2022, with late submissions to be automatically disqualified. The contract term is 36 months with potential renewal options for two consecutive one-year periods.

The evaluation criteria are weighted as follows: price (25%), experience (60%), and sample quality (15%). MHCC reserves the right to determine the lowest responsible bidder for each job-type, indicating flexibility in vendor selection based on specific signage categories. No specific set-aside designations or restrictions for disadvantaged enterprises are mentioned in the procurement documents. No incumbent vendors are identified, and the college maintains sole discretion regarding contract renewal. While a specific budget range is not provided, the comprehensive nature of the request suggests a significant contract value. The procurement is open to graphic design and printing vendors with demonstrated experience in producing institutional signage that meets MHCC's branding and wayfinding requirements.

ADDENDUM #1 TO RFP FOR TRANSER COUNCIL CONSULTANT, HECC #21-092

The purpose of this Addendum #1 is to answer questions HECC has received from vendors.

Question 1: Does Phase 3 require solely the solicitation documentation preparation and creation (Stage Gate 1 and 2)? Can you confirm that this does not include implementation/execution of the suggested IT solution?

Answer 1: Correct, HECC needs assistance as described in Phase III of the RFP, leading up to actual implementation of the IT solution.

Question 2: If a technology provider were to offer support in Phase III, would they be disqualified from competing for the eventual solicitation that is to be released based on this work?

Answer 2: Yes, the successful proposer providing the services described in Phase III will be disqualified from competing on providing the actual IT solution, pursuant to procurement rules.

Question 3: The relatively short time allotted for responding to this RFP presents challenges to vendors.

Will HECC consider extending the RFP timeline?

Answer 3: Unfortunately, in order to make reports and funding requests to the legislature (supported by the services described in Phases I and II), HECC is on a tight timeline and cannot extend this RFP.

Question 4: Is there an organization that HECC is considering for award of this contract? An incumbent?

Answer 4: No, there is no incumbent vendor and HECC does not have a vendor preference.
