About this file

This document is an Addendum to an Invitation to Bid (ITB) issued by the Florida Department of Agriculture and Consumer Services (FDACS) for the purchase of two (2) automated flash point testers with a minimum of a ten (10) position autosamplers. The addendum provides answers to vendor questions regarding the required temperature range and sample analysis time. Specifically, the instrument must be capable of determining flash points from 35°C to 225°C without the need for an external chiller, and the intent is for a maximum sample throughput of 12 samples per hour, with an expected throughput of 5-7 samples per hour for flash points in the range of 110°F to 150°F. The ITB is applicable to the jurisdictions of Leon County and the City of Tallahassee in the state of Florida.

The document does not provide any information regarding pricing terms, set asides, incumbents, funding requirements or sources, or any other salient financial details. The addendum simply clarifies technical specifications and performance requirements for the flash point testers being procured.

ADDENDUM 1

TO: VENDORS

FROM: BRITTANY HARVEY, PROCUREMENT OFFICER

RE: INVITATION TO BID NO. ITB CS 23 24 109

FLASH POINT TESTERS

This addendum is to provide answers to questions received in reference to this invitation to bid.

Question / Answer

1. Ensure sample temperature range of 0 ºC to 225 ºC- For the 0-225C, do we need to include a chiller to meet the lower temperature requirements? Or does the unit have to be able to meet this without the need of any additional accessories? For example, external chiller.

The instrument must be capable of running samples within the temperature range listed.

Samples, if needed, will be cooled externally (separate from the unit). Instrument must be capable of determining flash points from 35 °C to 225 °C as per D7094.

2. Five-minute sample analysis completion.- The 5-minute sample time per sample needs clarification. Is this 5 minutes at what temperature? Time will vary depending on the expected flashpoint.

The intent of this requirement was for a maximum sample throughput of 12 samples per hour. Expected throughput is 5 – 7 samples per hour with flash points in the range of

110 °F to 150 °F.

This Addendum is hereby incorporated into and made a part of the above noted Invitation to Bid. All other terms, conditions and specifications of this Invitation to Bid will remain the same. For questions regarding this Addendum, please contact the Purchasing Office at email at Bids@FDACS.gov.
