About this file

This is an Addendum 1 document providing Questions & Answers for San Bernardino County's Department of Public Works Traffic Sign Posts Invitation to Bid (ITB). The addendum addresses clarifications on traffic sign post products and procurement terms. Key products specified include 7-gauge anchor posts (Items 4 and 5), with the primary distinction being that Item 4 features a 45-degree cut while Item 5 has a square bottom; both are identical in width, length, and gauge. Item 7 consists of 10-gauge U-Channel guide posts with six slots cut into the side for paddle mounting, featuring no holes or perforations. The county anticipates placing orders approximately every six weeks throughout the contract term.

The contract term extends for five years, with proposers permitted to offer either fixed pricing for the full term or annual price increases across five pricing columns. Order minimums are set at $5,000 with maximums of $40,000 per order. The county declined to establish formal price adjustment mechanisms based on market volatility, instead requiring vendors to account for potential cost changes within their submitted pricing proposals. The county indicated it would not accept price adjustments supported by documentation after contract award. Estimated minimum and maximum purchase amounts per order and detailed specifications for the 10-gauge guide posts were provided in response to vendor inquiries.

RE: Addendum 1 Questions & Answers

# Question Answer

Verifying 7ga is the required anchor thickness. This gauge anchor does not exist with a 45-degree cut.

Yes, 7 ga is the required thickness of the anchor. If the anchor doesn’t exist with 45 degrees cut, then anchors need to be cut to have a 45-degree cut. (Samples may be provided if necessary).

ATTACHMENT C: Product Specification #3 Sign Post Anchors: Is this product specification both for Items 4 and 5? It seems that Items 4 and 5 are the same items, with a difference in the quantity requested

Yes, the spec is the same for both anchors they are identical in Width, Length and Guage however, the one difference is one has a 45-degree cut the other is just a square bottom. (Samples may be provided if necessary).

Could please clarify the difference between Items 4 and 5, if there's any? If none, please confirm that both are the exact same items.

Both anchors are identical in Width, Length and Guage however, the one difference is one has a 45-degree cut the other is just a square bottom. (Samples may be provided if necessary). (Picture provided so you can see the difference between the two side by side).

Could you please provide detailed information and pictures for Item #7: 5â??6â?? 10 Gauge Guide Post?

There are no product specification details for this item in ATTACHMENT C: Product Specification or any other pages of the ITB.

Picture provided. This is a 10 Guage U-Channel type guidepost with no holes or perforations. There are 6 slots cut into the side for mounting of a paddle on edge of road. If more specs are needed, please reach out.

Could you please confirm that you need the pricing fixed for 1 year and that the contract term is only 5 years, and not three (5) years?

Proposers may offer a fixed price for the full five-year term or propose annual increases. Accordingly, five pricing columns are provided to reflect either option.

Given the current volatility and continuous price fluctuations in the market for these items, it is important that we clarify how cost increases will be handled moving forward. Would you please confirm that you will accept reasonable price adjustments when we provide verified documentation supporting the increases?

The five pricing columns are provided to allow vendors to account for potential cost changes over the five-year term when submitting their pricing.

Could you please provide the estimated minimum and maximum purchase amounts (in dollars) per order? It will help us in providing you a competitive pricing while ensuring we can fully meet your needs.

Order minimums $5000 Order Maximums $40,000

When do you anticipate placing orders? It would be very helpful if you could provide a table outlining your expected schedules, including approximate intervals (e.g., once or twice a month, quarterly, or annually).

We anticipate placing orders approximately every six weeks. This schedule may vary slightly based on operational needs.
