About this file
This document is an Addendum #1 to a Request for Qualifications and Quotations (RFQQ) from Eastern Washington University (EWU) for American Sign Language Interpretation Services. The RFQQ seeks to create a vendor pool of qualified, licensed, and experienced firms to provide ASL interpretation services, including one-on-one classroom interpreting, event interpreting, and meeting interpretation, for a period of three years, with the ability to extend to up to five years with two one-year options. EWU anticipates the need for approximately 3-8 interpreters per academic quarter, with a total of 12-25 credit hours of interpretation services required per quarter, subject to changes in student enrollment and course schedules.
The current incumbent vendor's rates are $60 per hour for undergraduate courses and $65 per hour for graduate courses. EWU has not had an internal requirement for documentation from interpreters during assignments, and personal devices are approved for use in Zoom/Videoconferencing assignments, subject to the contracted company's internal policies. The state of Washington does not have an interpreting licensing system, but EWU requires interpreters to meet the qualifications of the Washington State Department of Social and Health Services to be considered "Approved Interpreters."

Question and Answer Addendum #1
Request for Qualifications and Quotations
RFQQ #24-CTR-01
June 18, 2024
The following questions were received during the Question and Answer Period for RFQQ 24-
CTR-01 American Sign Language Interpretation Services:
What is the anticipates usage of ASL interpreters for the 24-25 year?
ANSWER: We anticipate the use of ASL interpreters to be for approximately 12-25 credit hours per academic quarter. It is anticipated there will be a need for approximately 3-8 interpreters per academic quarter to cover the required academic hours. However, these hours are subject to change dependent on student enrollment and course schedules, which have not been finalized as of the time of this Addendum.
How many ASL interpreters were used during the 23-24 year?
ANSWER: As our current contract is through a referral company, we do not have immediate access to that information and are not able to acquire it. We anticipate the need for approximately 3-8 interpreters for the upcoming academic year.
How many hours per week does one ASL interpreter typically work?
ANSWER: The hours per week required of an ASL interpreter will vary depending on both the student course schedules for an academic quarter and the individual interpreter’s availability.
The total hours of interpretation services required are anticipated to be approximately 12-25 hours per week. These hours would be divided between the contracted interpreters based on availability.
What documentation requirements, if any, will staff have during assignment?
ANSWER: Staff will not have any documentation requirements during assignment, unless specific requirements are put in place by the contracted company.
What are the current incumbent bill rates?
ANSWER: $60 per hour for undergraduate courses and $65 per hour for graduate courses.
Are personal devises and/or cellular devices approved to be used for
Zoom/Videoconferencing assignments?
ANSWER: Yes, personal devices are approved to be used for Zoom/Videoconferencing assignments, subject to the internal policies of the contracted company.

Since Washington doesn't have an interpreting licensing system, what are the licensing requirements EWU is expecting to be followed under this contract?
ANSWER: To be considered a licensed interpreter under this RFQQ, an interpreter must meet the qualifications of the Washington State Department of Social and Health Services to become an “Approved Interpreter” as demonstrated here: https://www.dshs.wa.gov/altsa/odhh/sign-language-interpreter-contracts-and-resources-program
What is the breakdown between On-site and VRI services? Example: 60% On-site, 40% VRI.
ANSWER: The breakdown may vary greatly depending on student course schedules and enrollment, both of which have not been finalized as of the time of this Addendum. However, for the previous two quarters, the breakdown has been approximately 95% on-site and 5% VRI.
What has the expenditure on ASL interpretation services been in the past 12 months or the last calendar year?
ANSWER: Services have amounted to approximately $40,000 for the previous twelve months, with most work occurring during the 23-24 academic year.
How much in advance do you notify for On-demand interpretation services?
We ask for all ASL interpretation request to be provided to our accommodation’s office as quickly as possible. We will notify the contracted vendor of requests for interpretation within one business day of the request being made. Typically, interpretation requests are for consistent, planned course dates extending between 6 weeks to 16 weeks, with a small number of requests for events and course materials scheduled outside of regular course schedules (this typically occurs about 1-5 times per academic term).
Do you have an incumbent vendor? If so, would you share their rates with us?
ANSWER: We do have an incumbent vendor. Their rates are $60 per hour for undergraduate course and $65 per hour for graduate courses.
Is the objective contained in the first sentence of Section 3.2 correct, since it mentions providing diplomas?
ANSWER: No, this is a typo. The objective should state “The objective of this RFQQ is to select qualified Contractors to create a vendor pool of contractors to provide American Sign Language interpretation services for the following: one-on-one classroom interpreting, event interpreting, and meeting interpretation.”
