About this file

This Addendum No. 1 to Invitation to Bid No. FPD126-FIREA-6313 is issued by the San Bernardino County Fire Protection District regarding the procurement of a quadruped robotic system. The addendum provides clarifications to the original bid documents through a question-and-answer section addressing vendor inquiries. The procurement seeks one unit of a quadruped robotic system with no specific manufacturer or model requirement; vendors must ensure proposed systems meet or exceed minimum specifications outlined in the bid documents. The system must be manufactured in the United States and capable of inspection, response, and mission-specific operations in complex environments, including stair traversal, all-weather operation from -20°C to +45°C, at least 90 minutes of operational runtime per charge, IP68 or greater ingress protection, 360-degree terrain sensing, and an articulated arm with gripper capable of manipulating 10-kilogram payloads. Questions were due March 6, 2026, at 5:00 PM PST, with proposals due March 20, 2026, at 5:00 PM PST. Award is anticipated in March or April 2026, with delivery required within 30 days of purchase order receipt on an FOB basis.

The standard warranty period is 12 months, with maintenance services and accessories not required as part of the procurement. A local vendor preference of five percent (5%) is available to businesses with principal places of business within San Bernardino County, as detailed on page 12 of the bid documents. Bidders must be registered with the System for Award Management (SAM.gov) and certified as compliant with debarment and suspension regulations. Pricing must be submitted with unit prices stated separately from freight charges, excluding California sales and use tax and federal excise tax. The contractor must provide a liftgate with delivery as no loading dock is available at the County's delivery location, maintain commercial warranties, comply with all safety and environmental regulations, and provide indemnification to the County. The contract operates under Net 60 payment terms following acceptance of delivery. This procurement is federally funded and subject to applicable Federal Acquisition Regulation provisions, including Clean Air Act and Federal Water Pollution Control Act compliance.

QUESTION ANSWER

Could you provide the exact model number, manufacturer, and brand for the required robotic system? Are there any specific performance specifications (e.g., payload capacity, autonomy, sensors) beyond the general description provided?

Should the system integrate specific mission sensors (e.g., chemical, biological, radiological detection), or must it be compatible with third-party sensors? Can you confirm if the total quantity of 3 units applies to all NIGP codes (204-24, 205-24, 680-66) or if each NIGP code corresponds to different quantities? What is the expected warranty period, and are maintenance services or accessories (e.g., extra batteries, charging stations) required? Are there any local vendor preferences or incentives for vendors based in San

Bernardino County?
