About this file
This document is Addendum 1 for the Florida Department of Agriculture and Consumer Services' Invitation to Bid (ITB No. FFS 24 25 133) for Florida Forest Service Road Material in Region One. The addendum revises the timeline of events, with the sealed bids now due on March 18, 2025, at 5:00 PM, and the public bid opening scheduled for March 19, 2025, at 10:00 AM via teleconference. The contract term will be 12 months from the time of award, with the intent to replace multiple individual district road repair solicitations. Stockpile locations may vary, and materials will be delivered to various road/recreational areas within the specified State Forests.
The addendum includes clarifications on material specifications, such as granite rock base materials containing pieces ranging from ¾" to 1.5", and slag materials defined as a byproduct of the steelmaking process. Bidders are required to provide prices for all listed materials, even if some materials are not consistently available in all districts. If materials are unavailable in a specific area, vendors must source them from other state locations, with bid prices reflecting potential additional procurement costs. The exact quantities of materials are not predetermined, as field staff are still compiling annual road project requests, and deliveries may be either to stockpile locations or directly to roadways.

Question / Answer
1. When it refers to term agreement, I understand it says 12 months. Will this be 12 months of the physical year for FDACS or 12 months from time of award? An example will this be for year 24/25 or 25/26 period.
The term agreement will be 12 months from the time of award.
2. ITB stated the address where the offices are located but can you give the address where the materials will actually be stockpiled, and which materials? Some areas are very large, and stockpiles are in multiple places around the main office.
The office addresses were listed as references for each State Forest/Recreation Area within the bid area. Stockpile locations can vary and change frequently.
Additionally, we occasionally ask for road material be delivered directly to the project location. Bid prices should reflect delivery to any road/recreational area within the State Forests identified in the bid area(s).
3. ITB states will be non-responsive if no price is given for each material. Some districts have not used or obtained most of these materials (District 4) in the past.
Is this still a requirement of each item has to have a price listed?
Yes, all items are required to have a price listed.
4. Some materials are not available at all or at all times in the area of District 4, what is the procedure if an order is given, and no product is available?
If materials aren’t available at all within a specific area, the bidders will be responsible for sourcing the material from other areas of the state and the bid price should reflect that. Additionally, if a specific material is not available at the time of the request, the vendor will work with FFS personnel to identify a suitable substitute or alternative.
5. In the materials rock base materials is this granite or limestone?
It is granite.
6. Granite is listed as a material, but no size listed. Can you please be more specific?
The material can contain pieces ranging from ¾” to 1.5”
7. Concrete pieces are listed as a material, but no sized listed. Can you please be more specific.
The material can contain pieces ranging from ¾” to 1.5”
8. Can you give a description of the slag materials?
Slag refers to a byproduct of the steelmaking process, essentially a solid waste material composed mainly of metal oxides and silicon dioxide
9. Do you know how much product will be requested during each purchase?
Unfortunately, no. Field Staff are currently compiling their annual road project requests. The quantities will vary depending on the size and scope of the project.
10. Will these prices and orders take place of the high end ITB solicitations for the road repairs for each district? Example: miles of road delivery and repair solicitations that are advertised each year.
Yes, the intent is for the Districts to utilize this contract, rather than posting multiple ITB’s.
11. Will these materials be stockpiled or delivered to roadway for dump while rolling?
Most deliveries will be stockpiled, but some will be delivered directly to the roadway.
This Addendum is hereby incorporated into and made a part of the above noted Invitation to Bid.
All other terms, conditions, and specifications of this Invitation to Bid will remain the same. For questions regarding this Addendum, please contact the Purchasing Office at (850) 617-7181 or email at Bids@FDACS.gov.
