About this file
This document is Addendum 1 for Invitation to Bid (ITB) No. FS 25 26 01 issued by the Florida Department of Agriculture and Consumer Services (FDACS), addressing the procurement of two steam sterilizer autoclaves for the Division of Food Safety Laboratory. The addendum revises the original timeline, with sealed bids now due on June 03, 2025, at 5:00 PM, and a public bid opening scheduled for June 04, 2025, at 9:00 AM. A non-mandatory site visit is set for June 05, 2025, at 1:00 PM at the Conner Complex in Tallahassee. The procurement seeks one standard Steam Sterilizer-Autoclave and one Pass-Through Steam Sterilizer-Autoclave with specific technical requirements, including precise chamber dimensions and installation specifications.
The addendum provides detailed responses to 29 vendor questions, clarifying critical aspects of the procurement such as utility requirements, installation constraints, and equipment specifications. Key clarifications include confirmation of available water supply (hot and cold, softened), drain sizes, and electrical configurations, as well as installation environment details, particularly for the Pass-Through Steam Sterilizer-Autoclave, which will be installed in a BSL-3 level restricted-access environment. The document indicates that imported units are acceptable, compressed air is not available, and specific dimensional constraints exist, particularly a 71-inch height restriction due to exhaust hood limitations. The service contract requires two occurrences per year, with emergency service available within 48 hours, and should be annual with billing done monthly or quarterly in arrears.

CHANGE #2: Provides the Department’s answers to the written questions received by the deadline in reference to this ITB.
Question / Answer
1. The available autoclave, with dimensions of 20x20x38 with bioseal requires a wall opening of 30” wide x 74” high. Can you clarify the following section 2.2-o? “Pass-through dimensions in existing CMU wall is 24” x 24”. The New autoclave shall match pass-through dimensions of existing wall.”
Yes, the existing CMU wall is 24” x 24”.
2. The available autoclave for section 2.1 has a chamber size of 26 x 26 x 39” and external dimensions of 48.5 x 45.75 x 80”. Can you clarify your dimension requirements stated in
2.1.1.a and 2.1.1.k? Specifically, “Sterilization Chamber must be 26.5” x 26.5” x 39.” and
“Preferred external dimensions, no larger than 30” x 75” x 45.5” (w x h x l) Inquire if larger.”
The maximum height clearance is 71 inches. To accommodate 75 inches, the existing exhaust hood will need to be modified.
3. The available autoclave for section 2.2 has external dimensions of 30.5 x 50.75 x 73.75.
Can you clarify your dimension requirements stated in 2.2.n? “Preferred external dimensions, no larger than 30” x 75” x 45.5” (w x h x l) Inquire if larger.”
The existing autoclave dimensions are 28” x 66.5” x 29.25” . The space clearance under the hood is 40” x 71” x 36”.
4. Will site drawings be provided?
No, site drawing will not be provided.
5. Is 80-100 PSIG / 2 SCFM of dry and oil-free compressed air provided as a utility at the location of each autoclave?
No, compressed air is not available.
6. Is a hot water connection at 40-60 PSIG and ½ GPM provided at each autoclave location?
The pass-through autoclave location has hot water. There are nearby supply lines for hot water at the stand-alone autoclave location.
7. Is a cold-water connection at 30 – 50 PSIG and 8 GPM provided at each autoclave location?
There is 65 PSI at the pass-through autoclave location
8. Is a minimum 3’’ floor drain installed next to the location of each autoclave?
Yes.
9. Are two dedicated 120-volt circuits available at each autoclave location to meet the requirements for autoclave controls and, separately, the steam generator controls?
Yes
10. Sterilizer #1 (26.5” x 26.5” x 39” Steam Sterilizer-Autoclave)
a. Please confirm the number of doors for this unit (assumed to be one)? Additionally, will the unit be recessed into a wall or self-standing as a cabinet?
One door not recessed—it will be self-standing.
b. Section 2.1.I – Requests effluent decontamination, which is atypical for a single-door unit and almost exclusively designated for BSL-3 units. Please confirm if this requirement applies
Effluent decontamination should not be needed for the Lab 10 autoclave.
11. Sterilizer #2 (20” x 20” x 38” BSL3 Pass-Through Steam Sterilizer-Autoclave)
a. Section 2.2 – Is compressed air available on-site? Additionally, can you confirm the availability of all required utilities for both units, including cold water, hot water, floor sink drains, etc.? Please refer to the attached sample drawing for further details
b. Section 2.2.L calls for a Bio-Seal, which will require welding and in-bed/channel inserts anchored to the building structure (top and bottom). These items are typically provided by a General Contractor—see attached and the pictured detail below.
No compressed air is available. Cold water, hot water, and a drain are present.
12. It appears that no accessories have been requested in the bid, but assuming that racks and shelves would suffice, correct? (See attached sample picture.)
Yes, please include racks and shelves.
13. What is the ease of access for these units to their final location? Is there a loading dock available, a freight elevator (if needed), and double doors for room ingress?
The final location for the free-standing, vertical-door autoclave (Lab 10) has a loading dock and double-door access. The loading dock is elevated 4 feet. For the pass-through autoclave, the BSL-3 room has only single-door access. The back of the building has the same 4-foot loading dock access, but the unit will need to pass through single doors for its final installation location.
14. Can local technicians visit the site prior to bidding?
Individual site visits are not authorized. A public meeting will be scheduled to accommodate, and the bid timeline will be adjusted accordingly.
15. Section 2.1—Is this a free-standing or recessed-mounted unit? What utilities are available?
Please confirm the drain size, water supply size, and the type of water available (cold, hot, RO, or softened). Additionally, is compressed air accessible?
The Lab 10 autoclave is free-standing, not recessed. A 3’ floor drain and 1’ hot and cold water supply are available, along with softened water.
16. Section 2.1.1.d—Is this a single vertical door, or is it also intended to be a pass-through?
Is it replacing an existing vertical-door unit or a swinging-door unit? Would a dual swinging door be considered? Additionally, are onsite utilities available to power the door, such as compressed air?
One unit is a single vertical-door autoclave and is new, not replacing an existing unit. The other autoclave is a pass-through model, replacing an existing pass-through unit with swinging doors. Dual swinging doors are acceptable. No compressed air is available.
17. Section 2.1.1.i—Effluent decontamination is typically required for biological safety equipment. Will this unit be installed in a biologically hazardous environment? If so, would special access constraints apply? Additionally, would installers, technicians, or drivers be required to wear PPE during installation, and will the department provide this PPE?
Yes, the pass-through unit will be installed in a BSL-3 level restricted-access environment.
Approved visitors and installers working in this area will receive training from authorized staff before entering. They will be required to sign an acknowledgment confirming they have received and understood the training. All visitors and installers will be escorted by authorized staff throughout their visit. PPE can be provided.
18. Section 2.1.1.k—Can dimensions of 36” W x 77” H x 48” L be accepted?
The maximum allowable space measurements are 40”x71”x36”.
19. Section 2.1.1.l—Is there a requirement for the unit to be made in the USA, or are imported units acceptable?
Yes, imports are acceptable as long as they meet the required specifications.
20. Section 2.1.2.a—Are there any special installation considerations? Is a loading dock or liftgate required? Can you provide a list of available utilities? What type of validation is being requested? Are there any specific certification criteria that need to be met?
The loading docks are 4 feet high and require a lift gate or lift vehicle. Some doors within the BSL-3 suite are single. Available utilities include hot and cold-water supply, 120V power, a drain, and a main power disconnect. An annual state boiler inspector certification is required.
21. Section 2.1.2.b—What is the make and model of the existing equipment? Will it pass directly through the facility without requiring any modifications?
The existing equipment is a Consolidated Sterilizer Systems ADV-PB. It will pass through the facility without requiring any modifications.
22. Section 2.1.2.d—For the service contract, does 'bi-annually' mean one occurrence every two years or two occurrences per year (semi-annually)? What is meant by onsite emergency service within 48 hours? What constitutes an emergency? Does FDACS require all services and parts to be covered under a one-time annual fee, or would a multi-year contract be preferred?
The service contract requires two occurrences per year. A service technician must be available to resolve equipment issues within 48 hours to ensure continued operations. An emergency is defined as equipment failure that causes a stoppage in normal laboratory operations. The service contract should be annual and billed monthly or quarterly in arrears.
23. Section 2.2—What utilities are available? Please confirm the drain size, water supply size, and the type of water available (cold, hot, RO, or softened). Additionally, is compressed air accessible?
A 3’ drain and a 1’ cold and hot water supply are available, along with softened water. RO water and compressed air are not available.
24. Section 2.2.instrument.b – Can a chamber size of 20”x20”x39”be accepted?

CMU wall
26. Section 2.2.instrument.n—Would a slightly larger unit be acceptable?
There is a height restriction of 71 inches due to the exhaust hood.
27. Section 2.2.instrument.o—Could pictures be provided? In 20 years of business, I have never seen a vertical sliding door operating behind a CMU wall with a 24” x 24” opening due to access and service constraints
28. Section 2.3—Is there currently any consideration to increase the quantity specified in
Section 2.1 or 2.2
No
29. Could any additional details beyond those listed in the bid be provided? The available equipment meets the specified requirements but is from a different brand. If a specific brand is preferred—whether with additional features or as currently outlined—please confirm.
No additional details.
This Addendum is hereby incorporated into and made a part of the above noted Invitation to Bid.
