About this file

This is Addendum 1 to a Request for Qualifications issued by the Cape Fear Public Utility Authority (CFPUA) for consulting engineering services related to solar photovoltaic and battery energy storage systems installation at CFPUA facilities in Wilmington, North Carolina. The addendum clarifies key project requirements and maintains the original Statement of Qualifications due date of Thursday, July 23, 2026, at 2:00 PM. The project encompasses design and contract administration services for three facilities at Groundwater Way with a combined solar capacity of 241.87 kW DC and battery energy storage systems sized for three-day capacity for each individual facility's load. The addendum specifies that construction must be substantially completed by December 31, 2027, and establishes the project delivery method as Design-Bid-Build, meaning selected consultants will not be eligible to bid for construction services.

The addendum provides critical clarifications regarding battery energy storage system specifications, requiring three-day capacity to meet each facility's entire individual load requirements. Selected consultants must ensure the system qualifies for ITC Elective Pay under Section 48E of the Internal Revenue Code and support CFPUA in the application process by providing necessary documentation for IRS submissions, though legal or tax advice is not required. The selection process is qualifications-based and will evaluate prime contractors and any proposed subconsultants. All other terms and conditions from the original RFQ remain unchanged, with project management and procurement oversight provided by Sydney Valliant (Project Manager) and Ben Guerrieri (Procurement Manager) of CFPUA.
