About this file

This Addendum 1 document modifies the Schedule of Activities for the University of South Dakota's Pouring Rights and Vending Services Request for Proposal (RFP 015082424b2464c2f84c1865ae6113dc). The amendment revises the timeline for vendor submissions and communications, establishing a new deadline for vendor questions of April 17, 2026, with responses to those questions to be provided by April 22, 2026. These dates supersede the original schedule, which had set the vendor question deadline for April 10, 2026, with responses by April 17, 2026. The RFP remains focused on awarding contract(s) for approximately 80 vending machines located across 27 buildings, fountain dispensers in all food service areas including five athletic facility concession stands, and beverage stock for three convenience store locations on the USD campus. The proposal submission deadline remains May 1, 2026, with contract award and negotiations scheduled for May 15, 2026, and full service operationalization required by August 15, 2026.

The contract term runs from August 1, 2026, through July 31, 2029, with vendors eligible to propose an alternative five-year term through July 31, 2031, and USD retains the discretion to exercise two one-year renewal options. Qualified vendors must demonstrate minimum five years of experience providing comparable services and possess current references. All vending machines must be Energy Star certified and accept multiple payment methods including coins, bills, credit/debit cards, and USD's Coyote Card with PCI-compliant readers. Vendors are responsible for all equipment acquisition, installation, maintenance, and removal costs, while USD provides existing electrical service and water at no cost. The procurement emphasizes revenue generation opportunities through sales commissions, corporate sponsorships, and creative financial contributions to support student scholarships. Vendors must carry commercial general liability insurance of $1,000,000 per occurrence and $3,000,000 aggregate, business automobile liability of $1,000,000, and workers compensation meeting South Dakota statutory requirements.
