About this file
Addendum 1 to the South Castle Hayne Waterline project, issued by the Cape Fear Public Utility Authority on December 23, 2025, modifies the original bid documents for this 20-inch transmission water main installation project in North Carolina. The addendum includes drawing revisions to sheets C-10, TMP-01 through TMP-06, and PMP-01 through PMP-03, and provides clarifications to 30 bidder questions regarding project execution. Key clarifications address the scope of steel casing removal for connections to existing 30-inch and 16-inch waterlines, bypass valve requirements, existing utility shut-down procedures, pipeline depth variations to avoid impacting protected trees, asphalt repair specifications, traffic management restrictions, and equipment specifications including ductile iron pipe coatings. The sealed bid deadline remains Tuesday, January 6, 2026, at 11:00 AM, with the bid date unchanged from the original advertisement. Notable project specifications include a 275-linear-foot section of 24-inch fusible HDPE installed by horizontal directional drilling, 109 linear feet of 20-inch ductile iron pipe by open cut, 81 linear feet of 36-inch steel casing by jack and bore, and various valve, fitting, and appurtenance installations throughout the alignment from station 105+50 to project end near the existing 16-inch waterline.
The addendum clarifies that all jack and bore and drill operations are guaranteed by the contractor, with specific requirements for managing excavation slopes, traffic control, and field adjustments to avoid existing utilities and protected vegetation. Traffic control restrictions prohibit lane closures between 7:00–9:00 AM and 4:00–6:00 PM on weekdays per NCDOT encroachment agreement, and any open roadway cuts must be backfilled and covered with steel road plates at the end of each workday. All asphalt cuts require patching with asphalt plus a 1.5-inch overlay, with exact thickness specifications referenced to an adjacent NCDOT project. The contractor is responsible for coordinating with the Cape Fear Public Utility Authority Water Quality Department for shutdowns of existing waterlines and with NCDOT and the Hanover Lakes Property Owners Association regarding temporary easements and construction access. Ductile iron pipe and fittings shall be furnished with standard asphaltic exterior dip coatings complying with AWWA C151, with no exterior zinc coatings required. The Notice to Proceed will be issued no later than 90 days after bid opening or 30 days after the effective date of agreement, whichever is earlier.

December 23, 2025
BID DATE: Tuesday, January 6, 2026, at 11:00 AM (as originally advertised)
TO ALL BIDDERS:
Below are changes and or clarifications to the bid documents for this project. This Addendum forms a part of the Contract Documents and modifies the original bidding documents as noted below. Acknowledge receipt of this Addendum as required in the bid documents. Failure to do so may subject Bidder to disqualification.
DRAWING REVISIONS:
1. Remove and replace C-10.
2. Remove and replace TMP-01 to TMP-06.
3. Remove and replace PMP-01 to PMP-03.
QUESTIONS RECEIVED:
Q1. Item A4 – Connect to existing 30” Waterline
Please clarify the extent of the 40” steel casing removal. Will this be the last 20” of casing r would this be a section in the middle of the casing?
A1. Based on attached As Constructed Drawing (Attachment 1), the 48” steel casing extends to the existing 30” valve and would require the section to be removed in the middle of the casing.
Q2. Please clarify how contractor to verify or install thrust restraints on exist 30” main if said main is inside the remaining casing.
A2. The Contractor is to remove as much casing as needed to properly install 30-inch to 20-inch connection as described in lump sum measurement and payment bid item.
Q3. Please clarify the exact score of “Bypass” for this line item. Are you expecting line stops with a bypass installed for this connection?
A3. Bypass shall be integral to valve. See attached example from Mueller (Attachment 2) and detail on CD-2, C.
Q4. Can the existing 30” main be shut down during normal daytime work hours.
A4. Yes. Coordinate with CFPUA Water Quality Department.
Q5. How long can line be shut down?
A5. Owner will work with selected Contractor to shut down main as needed.
AD-2
Q6. Is there a specific reason the existing line is 20’ deep?
A6. See attached As Constructed Drawing (Attachment 1) as referenced in A1.
Q7. At approximate station 61+50 the proposed 20” RJ DDIP is shown to be installed approx.
8’ deep and directly beside a 68’ Magnolia Tree shown to be protected. Please clarify exactly what will be required of contractor in these circumstances.
A7. Specific alignment in this area may be adjusted in the field, as coordinated with
Owner/Engineer/NCDOT to avoid impacting existing utilities and the Magnolia tree as long as inadvertent high spots in the pipeline profile are not created.
Q8. Can we dig through the tree roots?
A8. See A7.
Q9. Will an arborist be required?
A9. No, tree is in the right-of-way.
Q10. Can scope and bid quantities be changed to extend the HDD past the tree?
A10. See A7.
Q11. Connection to Existing 16” Waterline. Would it be possible to have a “Blown Up” version of this connection so we can see more clearly?
A11. The design is to remove 50 feet of existing 16” waterline between called out connections
(N&S) and connect proposed 20” waterline after bore and jack with a 20”x16” reducer, 16” gate valve to 16”x16” tee inside easement. See callouts in plan/profile.
Q12. Notes appear to state (2) 16” gate valves, we only see one. Please clarify.
A12. 16” gate valves shall be north and west sides of 16” tee, so two (2) gate valves.
Q13. Can the existing 16” main be shut down during normal daytime hours?
A13. Owner will work with selected Contractor to shut down main as needed.
Q14. How long can this line be shut down?
A14. Owner will work with selected Contractor to shut down main as needed.
Q15. Please clarify the expected pipe bedding material for the open-cut portion of this project.
A15. Expected pipe bedding material shall be as required to obtain proper compaction per
Contract Documents.
Q16. Detail WS-1/CD-1 shows asphalt patch to match existing thickness or provide the thickness we should include.
A16. Exact thickness is unknown. Per NCDOT TIP Project B-4590 (Smith Creek Bridge
Project) see pavement schedule for adjacent section of roadway that indicates base, intermediate and surface courses.
AD-3
Q17. General Notes state,” No lane closure or narrow travel lanes between 7-9 am and 4-6pm.”
Will this be enforced.
A17. Per NCDOT encroachment agreement, (HOURS SUBJECT TO CHANGE DUE TO
TRAFFIC CONDITIONS). Also attached, NCDOT standard details 1101.02 (Sheet 1 of
19) for reference.
Q18. Notes state that any lane closures must be opened when no work is proceeding. Also states that steel road plates must be installed over the connection area until patched with asphalt.
Does this mean the open cut section of Castle Haynes Rd can only be closed from 9am to
4pm and must have steel road plates over the open cut areas for the full length from approximately STA 30+00 to STA 50+00.
A18. See updated TMP-02, note T, roadway cuts that are not completed and patched at the end of the workday shall be backfilled and covered with a traffic bearing steel plate to accommodate local traffic.
Q19. Please verify that all asphalt cuts must be patched with asphalt as well as 1.5” asphalt overlays?
A19. Yes.
Q20. Should vertical bends be expected at each of the HDD connections? Are these estimated in the fitting’s quantity of the bid tab?
A20. Reference CD-2, A and reference bid item A2. Lump sum bid item A2 shall include ductile iron fittings and reducer.
Q21. When is the anticipated NTP?
A21. Per CFPUA Supplementary General Conditions SC-2.03, Commencement of Contract
Time, Notice to Proceed. In no event will the Contract Times commence to run later than the ninetieth (90th) day after the day of Bid Opening or the thirtieth (30th) day after the
Effective Date of Agreement, whichever date is earlier. Owner will coordinate with GC on issuing NTP date per these requirements.
AD-4
Q22. Are all jack and bores and drills guaranteed? It appears we will encounter weathered limestone according to the geotechnical report.
A22. Yes.
Q23. Is there a bypass required on the 30" gate valve and/or on any other large valve?
A23. See A3.
Q24. Is the intent to have traffic open both ways during the open-cut asphalt section of the project in the road?
A24. See updated TMP-03, Phasing Notes, Section SR 2812 (Castle Hayne Road) Waterline –
STA. 29+50+ to STA. 51+00+ (Sheets C-2 thru C-6) and referenced RSD Section
1101.02 (Sheet 1 of 19) (Attachment 3).
Q25. If it is not possible to satisfy 2:1 excavation between STA 30+00 to 50+00, will active shoring be required?
A25. If the Contractor is unable to maintain a 2:1 excavation slope between STA 30+00 and
STA 50+00, the Contractor shall coordinate with NCDOT to either implement a road closure, similar to the approach used on NCDOT TIP Project B-4590 (Smith Creek
Bridge Project) or provide active shoring to maintain compliance with applicable safety and design requirements.
Q26. Is there any active shoring anticipated on this project?
A26. No.
Q27a. Is there adequate space for the jack and bore operation around STA 110+00? There are several trees obstructing the temporary easement.
A27a. Owner/Engineer will evaluate with Contractor during stakeout of project and assist as applicable for additional temporary construction easement.
Q27b. Also, will the 10'x10' receiving pit be large enough to complete boring operation?
A27b. Contractor can work with NCDOT to adjust within existing right-of-way and work directly with Hanover Lakes Property Owners Association. See updated sheet C-10 showing 20’ landscape buffer.
Q28. What are the flex restraints shown in the anchor block in detail B on plan page CD-2?
A28. They are load transfer devices which are electrofused to the HDPE pipe.
Q29. The two NCDOT encroachments for this project list differing asphalt repair requirements than what the bid tab describes. What is the correct asphalt pavement and asphalt overlay profile for this project? If varying requirements are needed across the project, will separate pay items be created to account for these clearly?
A29. There is no asphalt pavement repair called out in encroachment E033-056-23-00521.
Q30. What are the exterior coatings expected on this project? Exterior coatings are mentioned many times throughout the measurement and payment for connections, pipe, and valves.
A30. Standard coatings shall be per CFPUA Material Specification Manual and Standard
Specifications. No exterior zinc coatings will be required on ductile iron pipe and fittings.
AD-5
