About this file

This is an Addendum 1 document issued by the Richmond Redevelopment and Housing Authority (RRHA), a Virginia public housing authority serving over 10,000 residents across nearly 4,000 units. The addendum amends Invitation for Bid RRHA-IFB-2026-31 for demolition services at two properties located at 208 E Baker Street and 210 E Baker Street in Richmond, Virginia. The solicitation was originally issued on August 27, 2026, with bids due on September 3, 2026, at 2:00 PM EST. The addendum updates the solicitation number from RRHA-IFB-2026-28 to RRHA-IFB-2026-31 and provides clarifications on contractor qualifications, bonding requirements, and project scope. The contract requires full completion of demolition work within 15 calendar days after all required permits have been issued and necessary prerequisites, including utility disconnections and hazardous material abatement, are completed.

The addendum clarifies that no bid bond is required, and performance and payment bonds are not applicable to this solicitation. Davis-Bacon wage requirements do not apply. The pricing schedule requires bidders to submit all labor, materials, equipment, and services in a lump-sum format on Attachment E Bid Form. RRHA cannot confirm specific project details including total square footage, building/unit counts, basement or crawlspace existence, foundation depths, asbestos abatement scope, or utility locations; contractors are responsible for conducting their own assessments and determining appropriate pricing based on actual site conditions and applicable regulatory requirements. Contractors must hold appropriate Virginia contractor classifications for both demolition and hazardous materials handling, and those using asbestos-abatement subcontractors must provide adequate documentation. Any bids submitted prior to this addendum's issuance remain valid if the contractor signs and returns the addendum.

ADDENDUM NO. 1

Reference: RRHA-IFB-2026-31

Commodity: Demolition Services – 208 E Baker Street & 210 E Baker Street, Richmond, VA

Addendum Issue Date: September 1, 2026

Solicitation Issue Date: August 27, 2026

Bids Due Date: September 3, 2026, 2:00pm (EST)

The above Invitation for Bid is hereby amended to reflect the updated solicitation number and the inclusion of the following clarifications:

A. The Solicitation number has been updated from RRHA-IFB-2026-28 to RRHA-IFB-2026-31. A new solicitation document will not be issued. Pages displaying the previous solicitation number will be accepted.

VI.Pricing Schedule is updated to read: …herby proposes to furnish all labor, materials, equipment and service required to fully complete the work as required by the above all in accordance therewith and at the prices stated on Attachment E Bid Form.

The above Invitation for Bid is hereby changed to read the inclusion of the following:

1. Does the ten-year experience requirement permit a bidder organized under its current name in 2018 to qualify through the documented prior experience of its principal and key personnel?

RRHA generally expects the required experience to be demonstrated by the firm itself. Prior experience of principals or key personnel may or may not satisfy the ten‑year requirement depending on the availability of verifiable past‑performance documentation.

2. Please confirm that a Virginia Class A contractor holding H/H and RBC classifications satisfies the IFB’s

“DEMOLITION specialty” language. Virginia’s current contractor-classification regulation identifies building demolition within H/H and dwelling demolition within RBC, but does not list a general DEM specialty. Also confirm that use of a properly licensed asbestos-abatement subcontractor satisfies the IFB’s hazardous-material qualification requirement for the prime team.

RRHA does not have full visibility into all demolition‑related requirements enforced by the City of Richmond, so bidders are responsible for ensuring they meet the minimum licensing standards applicable to demolition work. The

RBC and H/H DPOR designations were conveyed to RRHA as generally associated with demolition activities, but bidders must hold whatever appropriate classifications are required for both demolition and hazardous‑materials handling. Use of a licensed asbestos‑abatement subcontractor may or may not satisfy the hazardous‑materials portion of the qualifications, depending on the adequacy of the documentation submitted.

3. Is a 5% bid guarantee required despite page 22 stating both that it is not required and that it shall accompany the bid? For an eVA submission, how should any original bond or power of attorney be delivered? Are 100% performance and payment bonds required, and at what penal sum?

A bid bond is not required for this project. Performance and payment bonds are noted as not applicable, meaning not required for this solicitation.

4. Please issue the applicable Davis-Bacon wage determination/construction type and provide the mandatory Small

Business Subcontracting Plan template and HUD-2530 form or confirm an acceptable bidder-created format/current form.

Davis‑Bacon does not apply to this solicitation. Subcontracting plans are only relevant when a contractor chooses to use subcontractors, and in those cases, it is the contractor’s responsibility to provide any required plan. RRHA does not use HUD Form 2530; the Statement of Bidder’s Qualifications is used in its place.

5. Please confirm the total gross floor area and building/unit count. The environmental report states 3,101 SF, while

City assessor data identifies two 1,878-SF improvement cards (3,756 SF total).

RRHA is unable to confirm the total square footage or unit count, and no further clarification will be issued due to the building’s condition. The differing figures available may or may not be accurate, and bidders should rely on their own assessment for estimating purposes.

6. For the confirmed 4% chrysotile black brittle pipe mastic sample R3A, please identify the building/roof location and installed quantity; confirm whether RRHA or the contractor performs abatement; and define monitoring, clearance, disposal and treatment of presumed ACM in inaccessible areas. Has the asbestos notification already been filed, or will

NTP follow the required notice period?

For the confirmed 4% chrysotile pipe‑top mastic (Sample R3A), RRHA cannot verify the exact location on the roof, installed quantity, or extent of the material beyond what is shown in the environmental report. RRHA is unable to determine abatement, monitoring, clearance, disposal, or treatment requirements for presumed ACM in inaccessible areas. Contractors must defer to the environmental report and price accordingly based on their standard practices and all applicable regulatory requirements.

Any and all asbestos‑related notifications, determinations, abatement decisions, and regulatory compliance requirements are the responsibility of the contractor, including recommending next steps to ensure demolition proceeds in accordance with all applicable laws.

7. Please confirm whether basements/crawlspaces exist, the required depth of foundation/footing removal, the fill specification and lift/compaction testing, and the quantity/limits for concrete, fences, trees/stumps and other Parcel 1–2 removals.

RRHA does not have confirmed information regarding basements or crawlspaces, footing depths, fill specifications, compaction requirements, or the quantities of concrete, fencing, trees, stumps, or other removals on Parcels 1–2. Due to the condition of the structures and site, RRHA cannot verify these details, and bidders should rely on their own assessment and experience when determining the appropriate approach and pricing.

8. Please confirm the number/location of sewer laterals and caps/cleanouts and whether water/gas disconnections, street cuts and utility fees are contractor scope. Electricity cutoff is already confirmed.

RRHA can only confirm that electricity has been verified. All other utility information—including sewer laterals, caps/cleanouts, water and gas disconnections, and any related street-cut or utility-fee requirements—must be confirmed by the contractor. RRHA understands that the City of Richmond requires final utility shutoff verification during the permit process, and contractors should rely on that process for determining the remaining utility conditions.

9. May clean brick/concrete be crushed and permanently reused onsite, or must all material leave after the stated 30-day storage period? Also confirm whether the anticipated disturbed area requires a Richmond VESMP/E&S plan and surety.

RRHA cannot confirm whether clean brick or concrete may be crushed and reused onsite. The lot is intended to remain vacant, and any exception to the 30-day storage period would require approval from RRHA’s Real Estate Division and must comply with City of Richmond requirements. RRHA does not have confirmed information regarding

VESMP/E&S applicability, and contractors should rely on their own assessment of disturbed-area thresholds and regulatory obligations. RRHA does not have additional details beyond what is already stated in the scope, and bidders should defer to the scope of work for all requirements related to final lot appearance, including any expectations regarding grass placement.

10. Please confirm that the 15-calendar-day completion period begins only after permits, utility releases and regulated-material notice/abatement prerequisites are complete, and that Attachment E is the controlling lump-sum bid form despite the Attachment K reference on page 23.

The 15‑calendar‑day completion period does not begin until all required permits have been issued and any necessary action items are completed. Any adjustments to the timeline must be approved by RRHA’s authorized representative.

RRHA confirms that Attachment E is the controlling lump‑sum bid form.

Please Note: Any bids submitted prior to the issuance of this Addendum will be accepted; however, bidders are required to sign and return this Addendum for previously submitted bids to remain valid.
