About this file
This document is Addendum 1 for a Request for Qualifications (RFQ) issued by Harnett County Schools (HCS) for Design Services, covering three separate projects: Buies Creek Elementary, CTE High School, and Highland High School. The RFQ (numbered RFQ-2025-11, RFQ-2025-12, and RFQ-2025-13) seeks design services for these educational facilities, with each project to be awarded separately. While the projects are not fully funded, cost estimates have been established as of April 2025: Buies Creek Elementary at $35,000,000, CTE High School at $30,000,000, and Highland High School at $100,000,000. No specific start or completion dates have been determined, and no opening dates for the schools have been established.
The addendum provides clarification on submittal requirements, indicating that Harnett County Schools will accept qualifications from design firms and their team members, including key personnel responsible for design, engineering, and project management. The submission is limited to 30 single-sided pages, with resumes restricted to one page per team member. Sub-consultants and sub-contractors are not required to submit full qualifications but should comply with RFQ requirements. The evaluation will be scored out of 90 points, with no additional points allocated beyond the stated criteria. The document emphasizes that proposers should focus on demonstrating their understanding of the project objectives, potential challenges, and alignment with the school district's goals, rather than proposing specific design solutions at this stage.

Submittal Clarification
Harnett County Schools (HCS) requires the submission of qualifications and relevant experience for the proposing firm, as well as each team member who will play a significant role in the project. This includes, but is not limited to, key personnel responsible for design, engineering, and project management functions.
All Sub-Consultants and Sub-Contractors proposed as part of the team must also comply with the requirements outlined on page 7, Section G of this RFQ. Qualifications and relevant project experience will be accepted but not required for Sub-Consultants and Sub-Contractors.
Resumes for each team member should be limited to one page. It is permissible to include two to three resumes on a single page if formatting allows.
HCS will now accept up to 30 single-sided pages, an increase from the previously allowed 25 pages.
The scoring will be out of 90 points total. There are no additional 10 points allocated beyond the stated evaluation criteria.
