About this file

This document is Addendum 1 for Harnett County Schools (HCS), covering Request for Qualifications (RFQ) numbered RFQ-2025-11, RFQ-2025-12, and RFQ-2025-13 for Design Services. The addendum addresses three school construction projects: Buies Creek Elementary ($35 million), CTE High School ($30 million), and Highland High School ($100 million). The projects are not fully funded and currently only have cost estimates as of April 2025. Each project will be awarded separately, and while no specific start or completion dates have been established, the RFQ seeks design services from qualified firms. There are planned sustainability goals, though specific LEED requirements are not detailed.

The document provides submission clarification, indicating that Harnett County Schools requires qualifications and relevant experience from the proposing firm and key team members responsible for design, engineering, and project management. The submission has been expanded to allow up to 30 single-sided pages, an increase from the previous 25-page limit. Resumes should be one page per team member, with the option to include two to three resumes on a single page if formatting permits. The scoring will be out of 90 points, with no additional points beyond the stated evaluation criteria. Sub-consultants and sub-contractors are not required to submit full qualifications but may provide relevant project experience.

Submittal Clarification

Harnett County Schools (HCS) requires the submission of qualifications and relevant experience for the proposing firm, as well as each team member who will play a significant role in the project. This includes, but is not limited to, key personnel responsible for design, engineering, and project management functions.

All Sub-Consultants and Sub-Contractors proposed as part of the team must also comply with the requirements outlined on page 7, Section G of this RFQ. Qualifications and relevant project experience will be accepted but not required for Sub-Consultants and Sub-Contractors.

Resumes for each team member should be limited to one page. It is permissible to include two to three resumes on a single page if formatting allows.

HCS will now accept up to 30 single-sided pages, an increase from the previously allowed 25 pages.

The scoring will be out of 90 points total. There are no additional 10 points allocated beyond the stated evaluation criteria.
