About this file
This Addendum No. 1 modifies the Request for Proposals (RFP-2026-120-OA) issued by Broward College for American Sign Language & CART Services. The solicitation seeks qualified vendors to provide American Sign Language (ASL) Services, Video Remote Interpreting (VRI) Services, and Communication Access Realtime Translation (CART) Services across multiple college campuses and centers throughout Broward County. Based on Fall 2025 semester utilization, the College anticipates approximately 500 hours of ASL interpreting and 20 hours of CART services annually, with typical class sessions ranging from one to three hours. Vendors may propose for any combination of services—ASL, VRI, CART, or all services—and are not required to bid on all offerings. The original solicitation due date of January 28, 2026, has been extended to February 11, 2026, with written questions required by January 7, 2026. The contract term is three years beginning July 1, 2026, with options for three additional one-year renewals. The College may award contracts to a single vendor or multiple vendors, with work distribution to be determined by the evaluation committee.
Pricing must remain firm for the initial three-year contract term with no increases permitted during this period. Current hourly rates range from $72–$85 for in-person ASL services, $70–$80 for VRI services, and $82–$150 for CART services, depending on time of day and service type. The addendum modifies the billing increment for in-person ASL interpreting from fifteen-minute to thirty-minute increments while maintaining the two-hour minimum billable time. The College has revised cancellation policy provisions to require forty-eight hours' advance notice from either party, with full compensation to vendors if the College fails to provide such notice. Three incumbent vendors—Interpreting Services for the Deaf, AZUR Cart & Captioning, and Verbit—currently serve the College through June 30, 2026. Vendors must provide comprehensive insurance coverage, including commercial general liability ($2,000,000 minimum aggregate), professional liability, workers' compensation, and cyber liability ($250,000 minimum upon award, reduced from $5,000,000). All ASL interpreters must hold professional certifications from recognized organizations such as NAD, RID, FRID, EIPA, or BEI. The College will work collaboratively with awarded vendors to establish reasonable response times and service delivery methods, with in-person ASL interpreting generally preferred when feasible. No minimum expenditure or work volume is guaranteed under the contract.

5. RESPONSES TO QUESTIONS AND REQUESTS FOR INFORMATION FOR RFP
Q1 We are currently reviewing RFP 2026-120-OA and would like to request clarification regarding the timeline. We did not see a specified deadline for vendor questions in the solicitation document.
Could you please confirm the questions submission deadline, or advise whether vendors may submit questions up until the proposal due date?
R1 Refer to Section 2.5 – SOLICITATION CONTACT AND SUBMITTAL OF QUESTIONS and Section 2.7 –
TIMELINE of the solicitation document.
Q2 Could you please confirm the appropriate process and timeline for submitting written clarification questions?
R2 Refer to R1.
Q3 Additionally, if available, clarification on the anticipated service volumes, on-site versus remote service expectations, and response time requirements would be helpful for operational planning.
R3 Volume of work varies from semester to semester, due to fluctuating need and enrollment. The majority of ASL assignments over the past semester have been on-site. The College will work collaboratively with the awarded vendor(s) to establish reasonable response times for routine and urgent requests.
Q4 Do vendors need to bid on all of the services? Will you accept bids on VRI and CART services only?
R4 Vendors do not need to bid on all of the servces. The College will accept bids on VRI and CART services only. Refer to ATTACHMENT A – PRICE PROPOSAL FORM that states: “Proposer may submit proposals for American Sign Language (ASL) Services, and/or Video Remote Interpreting (VRI) Services, and/or Communication Access Realtime Translation (CART) Services and/or all services herein.”
Q5 Are the CART services requested to be provided onsite or remotely?
R5 CART services are provided remotely; however, in-person CART is a feasibility.
Q6 Can you provide historical utilization information for each of the requested services for the most recently completed semester?
R6 While there is a high level of variance from semester to semester, the College approached 500 hours of
ASL interpreting and 20 hours of CART for the Fall 2025 semester.
Q7 I wanted to ask whether Broward College will accept proposals that offer remote services only, specifically ASL via Video Remote Interpreting (VRI) and remote CART services, without providing on-site ASL interpretation.
R7 Yes, refer to R4.
Q8 Page 24 of RFP-2026-120-OA states, "Inform and get approval from the College personnel for any changes in interpreter assignment or break in service. This includes immediate notification of consumer absence for the purpose of reassignment. A twenty-four (24) hour cancellation policy will not apply if such notification and opportunity for reassignment are not provided to the College.” Does this 24 hour cancellation policy apply for non-urgent cancellation notices coming from the college to the provider? How does the college expect to receive opportunity for reassignment for cancellations upon arrival due to consumer absence?
R8 No. This clause applies only when the vendor makes changes to the interpreter assignment or there is a break in service. It does not apply to cancellations initiated by the College. If the consumer is absent, the College reserves the right to reassign the interpreter during the scheduled hours, which is why immediate notification is required.
Q9 Page 1 of Attachment A of RFP-2026-120-OA states "Trilingual capability, if any, in one or more of the following areas (preferred): American Sign Language/English/Spanish, American Sign Language/English/Haitian Creole, and American Sign Language/English/French. Copies of appropriate certificates for each proposed interpreter, indicating competence must be submitted with the proposal.” Specific trilingual certifications do not exist beyond CDI and CHI certifications.
Will evidence of these certifications be sufficient for this bid requirement?
R9 Evidence of relevant credentials such as CDI or CHI certifications, along with documentation demonstrating language proficiency or experience in trilingual settings, will be accepted to meet this requirement.
Q10 Who is the incumbent on this contract and how long have they serviced Broward College?
R10 There are three contracted vendors providing these services to the College since January 1, 2021:
Interpreting Services for the Deaf, AZUR Cart & Captioning, and Verbit.
Q11 Are remote options available for out of state agencies for the interviews/presentations of Phase II?
R11 Yes, remote options are available in the event that the College chooses to interview recommended shortlisted respondents to the solicitation.
Q12 Section 3.4 states that “Proof of the following insurance will be furnished by any awardee to the
College by a Certificate of Insurance within 10 days of notification by the College.” However, page 17 indicates: “Submit letter of insurability per coverage outlined in Section 3.4 – Insurance Requirements. Certificate of Insurance (COI) will not be considered in lieu of the letter of insurability in proposal submittal.” To confirm our understanding: Is the letter of insurability required to be submitted with the proposal, and then-if awarded-the Certificate of Insurance must be provided within 10 days with Broward College listed as the certificate holder?
R12 Confirmed.
Q13 Can Broward College provide historical usage data for in-person ASL interpretation and VRI ASL interpretation services? Annual usage figures would be sufficient.
R13 During the Fall 2025 semester, all ASL interpreting was done in-person. This has varied over the years.
Q14 Is Broward College able to disclose the current hourly rates being paid for each of the interpretation services included in this solicitation?
R14 The below are the hourly rates as of January 1, 2026.
Vendors Azur CART & Captioning
Interpreting Services for the Deaf Verbit
American Sign Language (ASL) Services
Hourly rates weekdays (Monday – Friday) – 2 hours minimum $72.00 $80.00 -----

Q15 Section 2.3 Purpose and Objective. “The College is releasing this Request for Proposals (RFP) with the intent to receive proposals from qualified, responsible, and responsive vendors to provide American Sign Language (ASL) Services, Video Remote Interpreting (VRI) Services, and Communication Access Realtime Translation (CART) Services as further described in this solicitation.” Question: Does the College have a preferred hierarchy for service delivery methods (in-person, VRI, CART), and under what circumstances may services be converted from in-person to remote without prior approval?
R15 The College determines the appropriate service delivery method based on the needs of the assignment and the accommodation requirements of the student. While the College utilizes all three modalities outlined in the RFP, in‑person ASL interpreting is generally the preferred method when feasible. VRI and CART services are used when appropriate for the setting or to meet specific needs.
Any change from in‑person to a remote modality must be approved by the College in advance. Vendors should not convert services to VRI or CART without prior authorization.
Q16 Section 2.3 Purpose and Objective. “Any contract(s) awarded pursuant to this solicitation shall not constitute a guarantee of assignment, volume of work, or minimum expenditure. No minimum dollar amount or quantity of services is assured or implied.” Question: Could the College please clarify whether vendors are permitted to apply any minimum billable unit (e.g., minimum hours, minimum CART session length, or minimum invoice amount) for on-site ASL, VRI, or CART services despite the absence of guaranteed volume?
R16 Refer to ATTACHMENT A - SCOPE OF WORK and ATTACHMENT B – PRICE PROPOSAL FORM of the solicitation document.
Q17 Section 2.3 Purpose and Objective. “Any contract(s) awarded pursuant to this solicitation shall not constitute a guarantee of assignment, volume of work, or minimum expenditure. No minimum dollar amount or quantity of services is assured or implied.” Question: The RFP states that services are provided on an as-needed basis with no guaranteed volume. Could the College provide historical or estimated annual usage data for ASL, VRI, and CART services (e.g., number of assignments, average duration, peak periods) to support staffing and pricing assumptions?
R17 Refer to R6 and R13.
Q18 Section 3.1 Contract Term. “The purpose of this solicitation is to establish a contract(s) beginning with contract commencement date and continuing for a period of three (3) years…. ” Question:
Could the College please clarify whether vendors will be required to hold pricing firm for the entire initial three-year term regardless of changes in labor market conditions, interpreter availability, or regulatory requirements?
R18 Confirmed, refer to SECTIONS 3.10 – PRICING, 3.11 – PRICE ADJUSTMENTS, and 3.12 – EQUITABLE
ADJUSTMENT of the solicitation document.
Q19 Section 3.4 Insurance Requirements. “Proof of the following insurance will be furnished… within
10 days of notification…” Question: Could the College please clarify whether insurance limits must be maintained at the stated levels for the entire contract term, including renewals, and whether coverage must extend to independent contractor interpreters engaged by the vendor?
R19 Insurance limits must be maintained at the stated levels for the entire contract term, including renewals.
The coverage does not need to be extended to the independent contractor interpreters engaged by the vendor.
Q20 Section 3.10 Pricing. “All prices submitted under this solicitation shall be quoted F.O.B.
destination… No increases or additional monies shall be owed or charged to the College during the course of the contract.” Question: Could the College please clarify whether additional charges such as expedited requests, after-hours services, last-minute scheduling, or specialized subject-matter assignments must be included in base pricing, or may be listed separately on the Price Proposal Form?
R20 All pricing must be fully included on the Price Proposal Form. If the vendor intends to charge different rates for any premium services, those rates must be listed as separate line items. No additional fees beyond the awarded pricing schedule will be permitted during the contract term.
Q21 Section 3.10 Pricing. “All prices submitted under this solicitation shall be quoted F.O.B.
destination… No increases or additional monies shall be owed or charged to the College during the course of the contract.” Question: Does the College maintain a standard cancellation policy for scheduled services, including compensation for late cancellations (e.g., within 24 or 48 hours), or should vendors propose their own cancellation terms as part of their pricing?
R21 Refer to SECTION 2 of this ADDENDUM 1.
Q22 Section 3.11 Price Adjustments. “Prices offered shall remain firm for the initial three (3) years of the contract. No price increases shall be accepted in the initial contract term.” Question: Could the College please confirm whether this restriction applies equally to all service modalities (on-site ASL, VRI, and CART), and whether vendors may propose differentiated renewal pricing by service type at the time of contract renewal?
R22 Refer to SECTION 3.11 – PRICE ADJUSTMENTS… “A request for price adjustment, with proper documentation justifying the adjustment, may be submitted only at the time of invitation to renew contract, approximately sixty (60) days prior to contract expiration.”
Q23 Section 3.12 Equitable Adjustment. “The College may, in its sole and absolute discretion… make an equitable adjustment in the Contract terms or pricing…” Question: Could the College please clarify the documentation standards and review timeline typically applied when a vendor requests an equitable adjustment due to extreme and unforeseen market volatility affecting interpreter labor costs?
R23 Information to be discussed with any awarded vendor(s) if, and at the time, a vendor requests an equitable adjustment to the contract terms or pricing.
Q24 Section 3.15 Joint Ventures. “The Prime Respondent shall… prepare and present a consolidated invoice(s) for services performed.” Question: Could the College please clarify whether subcontracted ASL or CART providers are permitted under this contract structure, and if so, whether subcontractor costs must be fully absorbed within the Prime Respondent’s proposed rates?
R24 Vendor may utilize subcontracted providers. Refer to the entire SECTION 3.15 – JOINT VENTURES, SECTION 3.7 – SELLING, TRANSFERRING OR ASSIGNING CONTRACTS, and ATTACHMENT E – GENERAL CONDITIONS, SECTION 42 – SUBCONTRACTING AND ASSIGMENT of the solicitation document.
Q25 Section 3.16 Public Records and Trade Secrets. “All materials submitted in Response to the solicitation become the property of the College…” Question: Could the College please clarify whether interpreter rate sheets, pricing formulas, or subcontractor cost structures may be redacted as confidential or trade secret information under Chapter 119, Florida Statutes?
R25 Each vendor is advised to seek their own counsel as to whether vendor’s information is confidential or trade secret information under Florida’s Public Records Act, Chapter 119, Florida Statutes. The College General Counsel cannot advise individual vendors on matters pertaining to Florida’s Public Records Law.
Q26 Section 3.21 Adding or deleting Campus/Center locations. “The College may, during the term of the contract, add or delete services, wholly or in part, at any College campus or center location. In the event that a site listed herein is deleted, the quoted cost for service being deleted shall be removed from the monthly invoice amount, if applicable. In the event that a site not listed herein is added to the contract, the vendor shall invoice the same amount as prices quoted herein for similar product/services.” Question: Are certain campuses or centers expected to generate higher volumes of interpretation or CART requests than others, or does the College anticipate relatively consistent demand across all listed locations?
R26 The College’s Central Campus in Davie, Florida, generates the most volume.
Q27 Section 3.21 Adding or deleting Campus/Center locations. “In the event that a site not listed herein is added to the contract, the vendor shall invoice the same amount as prices quoted herein for similar product/services.” Question: If new campuses are added and the distance is considerably farther, would you be open to discussing a possible travel fee to account for the additional distance?
R27 No, refer to R16, R18, and R29.
Q28 Section 1. Overview. “Trilingual capability, if any, in one or more of the following areas (preferred):
American Sign Language/English/Spanish, American Sign Language/English/Haitian Creole, and American Sign Language/English/French. Copies of appropriate certificates for each proposed interpreter, indicating competence must be submitted with the proposal.” Question: Would relay interpretation be acceptable in these cases? For example, using two interpreters: one providing ASL ↔ English interpretation and another providing English ↔ Spanish interpretation.
R28 Yes, this is acceptable.
Q29 Section PRICE PROPOSAL FORM - RFP-2026-120-OA - ATTACHMENT B. Question: Under VRI services, would you consider implementing a one-hour minimum? Under CART services, would you consider implementing a two-hour minimum?
R29 No, refer to the NOTE section in ATTACHMENT B – PRICE PROPOSAL FORM of the solicitation document.
Q30 Section 22. INSURANCE - E. Cyber Liability $ 5,000,000. Question: Would the College be willing to consider accepting Cyber Liability coverage with limits of $2,000,000 instead of $5,000,000?
Additionally, could you please confirm whether this coverage must be submitted upon award?
R30 Yes, the College is willing to accept a minimum of $250,000 limit upon award instead of $5,000,000.
Q31 Federally Funded Projects Addendum – Records Access & Federal Funding Contingency. “The
College’s performance and obligation to pay… is contingent upon its receipt of funds from the Federal Government.” Question: Could the College please clarify whether services rendered under an approved purchase order remain payable if federal funding is delayed, reduced, or rescinded after services have been performed and accepted?
R31 The College works to ensure vendors are paid for approved and accepted services provided. Historically, when federal funds have been delayed, reduced or rescinded the federal government will pay for past expenses, but it will terminate any future work under the agreement. In the event of a delay, reduction or recission of federal funds, the College will work with the federal government to ensure that the funds provided are equitably distributed.
Q32 Federally Funded Projects Addendum – Records Access. “College… shall have access to any books, documents, papers and records of the Vendor…” Question: Could the College pleas;e clarify the scope of records subject to audit under federally funded projects, including whether interpreter timesheets, subcontractor agreements, and rate calculations must be retained and produced upon request?
R32 All documents related to the performance under the agreement would be subject to audit.
Q33 Who are your current ASL on-site, VRI and CART services providers?
R33 Refer to R10.
Q34 What are your current rates for on-site, VRI and CART? (Please provide full and detailed information)
R34 Refer to R14.
Q35 Do you accept the industry standard 2-hour minimum?
R35 Yes, refer to R29.
Q36 How many providers do you plan to award?
R36 To be determined by the College’s Evaluation Committee, refer to SECTION 5 – EVALUATION of the solicitation document.
Q37 How will the work be distributed among the providers?
R37 To be determined later if the College awards contracts for this solicitation.
Q38 If we do not have the Trilingual capability (ASL/Eng/Spanish, ASL/Eng/Haitian Creole and
ASL/Eng/French) can we still submit or we are not going to be responsive?
R38 Yes, vendor can still submit a proposal.
Q39 Can you please comment if CART should be on-site or can be provided remotely?
R39 CART services are provided remotely, with the feasibility of an in-person event.
Q40 If we do not have a DUNS financial report can we submit our current P&Ls for the 3 years?
R40 No, refer to SECTION 4 – SUBMITTAL REQUIREMENTS, TAB 5 – FINANCIAL CAPACITY of the solicitation document.
Q41 According to the documentation Cyber Liability in the amount of $ 5,000,000 should be provided but it is a very high limit and we never faced this requirement before even working with medical and federal clients. Is it possible to lower the limit so as not to incur extra costs?
R41 Refer to R30.
Q42 Regarding Section 3 INSURANCE REQUIREMENTS, subsection 3.4 (n), paragraph 2. “The Vendor shall not commence any work…nor shall the vendor allow any subvendor to commence work on its subcontract until the subvendor has obtained equivalent insurance…” I am asking for clarification on this requirement, due to my business model relying on subcontractors to perform the interpreting services that my company provides. If every interpreter that was assigned to interpret a course was required to procure the same insurance as my agency, the cost of such service would balloon beyond current market prices. Requiring individual interpreters to obtaining such comparable insurance would stress the financial resources of individual interpreters, which would require them to increase their rate with my agency, which in return, would necessitate me to increase my proposed rates for the college, beyond what is the current market rate. Please clarify this paragraph, as I may be misinterpreting it.
R42 Refer to R19.
Q43 Attachment A, subsection 3 QUALIFICATION OF SIGN LANGUAGE INTERPRETERS, section 3.1, lists the acceptable credentials of sign language interpreters. However, it should be noted that FRID Quality Assurance (QA) levels and FRIDS Educational Interpreter Evaluation (EIE) no longer exists. We (Interpreting Services for the Deaf – ISD) would like to reserve the right to also conduct an evaluation, based on our experience and skills, to determine if an individual interpreter is qualified and has the requisite skills to perform the duties outlined in this RFP if they lack one of the listed qualifications. Would such an evaluation be acceptable to the college when providing an interpreter to cover a requested assignment?
R43 Yes.
Q44 Attachment A, subsection 4 VENDOR SERVICES AND RESPONSIBILITIES. The sixth (6th) bullet point, regarding the assignment of interpreters. We (ISD) has no qualms regarding the relocation of an interpreter whose consumer fails to show for the scheduled assignment on the same campus/location during the scheduled time of the interpreting assignment. However, we (ISD) do have concerns if the proposal is suggesting that an interpreter can be relocated to a different campus during their scheduled assignment. Interpreters accept assignments not only on the times scheduled and the subject matter of the particular assignment, but also on the location of the assignment. An interpreter who takes an assignment at a location they deem acceptable within their geographical area of work may not necessarily accept an assignment outside that geographical area. For example, an interpreter who takes an assignment at Broward College, South Campus may not agree to a reassignment to an assignment at Broward College, North Campus, that being outside their acceptable geographical work area. In addition, being relocated to a different campus/site, would be considered a brand new request for interpreting services from the college, as pursuant to industry standards, and the interpreter would be within their rights to refuse such reassignment and should not be penalized for such refusal. An interpreter who shows up to an assignment ready and able to provide the interpreting services for a consumer who fails to attend the assignment should be paid for their time and effort to provide services to that assignment. Please clarify the policy as outlined in the RFP.
R44 Reassignments will only be made with geographic logistics in mind.
Q45 Attachment A, subsection 4 VENDOR SERVICES AND RESPONSIBILITIES. The eighth (8th) bullet point, conditions requiring two interpreters. It is our (ISD’s) policy that any assignment that is over one (1) hour requires two interpreters, due to the interpreting process. Research has shown that an interpreter who interprets continuously for 20 to 30 minutes, starts to experience mental fatigue and begins to convey a less than accurate message to the consumer. Therefore, to ensure a more accurate interpreting process, an interpreter should be relieved every 20 to 30 minutes. It is also our (ISD’s) policy that any assignment less than one (1) that is a difficult subject matter, such as physics, calculus, etc…, and/or has specialized jargon, such as computer courses, requires two interpreters to perform the assignment, because such assignments take more mental process to interpret the subject matter, thus tiring out the interpreter more quickly. Please clarify if these requirements can be included in this contract proposal.
R45 These requirements are acceptable.
Q46 Attachment B, Note, bullet point 4 indicates that “For in-person (ASL) interpreting, minimum billable time is two hours, with fifteen minute increments billing time thereafter.” We (ISD) find these terms acceptable, however, we (ISD) want confirmation that these terms also apply to Virtual Remote Interpreting (VRI) assignments. Please clarify if these terms also apply to VRI assignments to be included in this contract proposal.
R46 These terms also apply to VRI services.
Q47 Who are the incumbent vendors and what are their rates?
R47 Refer to R10 and R14.
Q48 In the past contract, how much work in hours and dollars did each vendor do – for the term of the contract and per school year?
R48 Refer to R6.
Q49 What is the anticipated budget for this contract?
R49 There is funding available for all hours needed for these services. Refer to R6.
Q50 What is the expected volume of this contract?
R50 Refer to R6.
Q51 How much was expended in the last contract period for classroom in person interpreting? VRI?
CART?
R51 Refer to R6.
Q52 How much was expended in each school year of the contract?
R52 Refer to R6.
Q53 Do you have sign language interpreters on staff? If so, how many?
R53 The College does not currently employee ASL interpreters.
Q54 Is this contract being awarded to a single vendor or multiple? If multiple, will there be a primary and secondary?
R54 Refer to R36.
Q55 How many vendors does the College anticipate awarding under this solicitation? If multiple vendors are awarded, how will work be distributed among vendors?
R55 Refer to R36 and R37.
Q56 Please confirm that we are permitted to charge a cancellation fee for scheduled requests canceled with less than 24 hours’ notice, in accordance with industry standard practices.
R56 Yes.
Q57 Are services evenly distributed across campuses or concentrated at certain locations?
R57 Services are provided wherever needed throughout the county, including online.
Q58 Are on-demand VRI services anticipated or required as part of the requested scope of services?
R58 VRI services are anticipated but not required to submit a proposal.
Q59 Would the College consider accepting alternative financial documentation - such as balance sheets and profit-and-loss statements to demonstrate financial capacity in lieu of the D&B Delinquency Predictor and Failure Score reports?
R59 No, refer to R40.
Q60 The language industry regularly operates by subcontracting to freelance interpreters. Including the certificates of all will be a burdensome requirement, as we work with thousands of contractors.
Instead, would the College accept a representative sample table summarizing interpreters’ training, education, licenses, and certifications? Additionally, to protect interpreter privacy, would it be permissible to use initials rather than full names in this table, with full certificates to be made available upon contract execution or upon request?
R60 Yes.
Q61 What challenges have you faced with similar scope of work from vendors you worked with? What improvements are you looking to implement moving forward with regards to language access provision?
R61 Information may be shared with shortlisted vendor(s).
Q62 What are your annual hours and/or spending on ASL interpreting services?
R62 Refer to R6.
Q63 What percentage of services requested is projected to be onsite verses virtual?
R63 The vast majority of services over the past 3 semesters have been in–person.
Q64 Who is/are your incumbent supplier(s)?
R64 Refer to R10.
Q65 What challenges do you face with your current supplier(s)?
R65 Refer to R61.
Q66 What are the current hourly rates for these services (F2F, VIR, CART)?
R66 Refer to R14.
Q67 We understand that enrollment fluctuates and is not guaranteed, however, in order to understand how many interpreters may be needed at a given time, could you please offer a rough idea or a range of how many students that utilize ASL interpreting services have been enrolled each year over the past three years?
R67 Refer to R6.
Q68 What is the typical class/session length to be expected? We do see that industry standard two hour minimums will be applied, however, typical class length will help us better determine how to adequately cover the College’s/consumer’s needs.
R68 1-3 hours are the typical ranges for classes.
Q69 What is the typical class/session frequency? We understand that class schedules vary depending on the nature of the classes. We would appreciate having a baseline or rough estimate of class/session frequency to meet the College’s/consumer’s needs.
R69 Each class is approximately 45 hours per semester. Classes run between ~1-3 hours.
Q70 In Attachment A, section 3.1 regarding interpreter qualifications, the EIPA (Educational Interpreter
Performance Assessment) is listed as an acceptable qualification. Is there a required or preferred minimum EIPA score threshold?
R70 No.
Q71 In Attachment A, section 3.1 regarding interpreter qualifications, there is no mention of another available, well-recognized, rigorous certification known as BEI (Board for Evaluation of Interpreters) from the state of Texas. Would a BEI certification be an acceptable qualification for interpreters serving this contract?
R71 Yes.
Q72 If BEI certifications are acceptable for interpreter qualifications, is there a required or preferred minimum BEI score threshold?
R72 No.
Q73 Regarding Section 3.4 of the RFP (Insurance Requirements), are the coverage limits set forth on the RFP non-negotiable?
R73 Coverage limits can be negotiatied with the shortlisted vendor(s).
Q74 Regarding Section 3.4 of the RFP (Insurance Requirements), would it be acceptable to carry an aggregate limit of $4,000,000.00, split between $2,000,000.00 General Liability and $2,000,000.00 Umbrella?
R74 Yes, this is acceptable.
Q75 Will the college accept bids for CART services only?
R75 Refer to R4.
Q76 May CART services be provided remotely?
R76 CART services are provided remotely, with the feasibility of an in-person event.
Q77 Will the College consider alternate ASL interpreter certifications, such as BEI?
R77 Refer to R71.
Q78 Can the college clarify what is meant by closed captioning services and streaming captions as listed on page 26, and how these services are distinct from CART services?
R78 Closed captioning refers to edited captions added to prerecorded videos, while streaming captions are real‑time captions for live‑streamed events. Both differ from CART, which provides real‑time, verbatim text for live, interactive settings as an accommodation rather than a media service.
Q79 How far in advance are interpreting and CART sessions scheduled?
R79 This varies. the College provides as much advanced notice as possible.
Q80 Will the College require CART services in any language other than English? If so, what proportion of the projected hours?
R80 No.
Q81 Who is the College's current provider of ASL and CART services?
R81 Refer to R10.
Q82 What rates does the College currently pay for ASL, VRI, and CART services?
R82 Refer to R14.
Q83 How many vendors does the College intend to award?
R83 Refer to R36.
Q84 When does the College expect vendors to begin providing services?
R84 July 1, 2026, subject to change.
Q85 Regarding subsection 3.4(a) INSURANCE REQUIREMENTS, requiring sexual abuse/molestation coverage. After speaking with my insurance provider, I was informed that at this time, this type of insurance is a niche market in Florida, and that I could obtain such coverage, but for a $1,000,000.00 policy the premium would be at a minimum $5,000.00 a year and might be higher based on the number of independent contractors I would wish to cover under this policy. In addition, Cyber Liability insurance required under subsection 3.4(d) for $1,000,000.00 would be at a minimum premium of $1,500.00 a year. I am bringing this information to your attention because I believe that this is a concern for the college to consider, when requiring these new insurance requirements. Based on this new information, I will have to substantially increase my proposal rates for providing interpreting services to the college for this new RFP contract, which might be cost prohibitive for the college. Please advise.
R85 The College is willing to accept a minimum of $250,000 limit upon award instead of $1,000,000.
Q86 Are you currently working with a language services provider(s), and if so, would you be comfortable sharing the name(s)?
R86 Refer to R10.
Q87 We're committed to addressing your specific needs – are there any current challenges or pain points with your existing language services that you're hoping to solve with this RFP?
R87 Refer to R61.
Q88 May we attach our rate sheets?
R88 Refer to SECTION 4 – SUBMITTAL REQUIREMENTS, TAB 4 – PRICE PROPOSAL and ATTACHMENT
B – PRICE PROPOSAL FORM, Price Proposal Form must be completed and included in TAB 4 of your proposal. Vendor may attach additional rate sheets for informational purposes.
Q89 In-Person vs. Virtual Services. The solicitation references that services may be required in both in-person and virtual environments. Can the College clarify an estimated percentage between in-person services, Video Remote Services and CART over the contract term? Are VRI services needing to be scheduled or is the College looking for On-Demand video services?
R89 The majority of interpreting has been done in-person but can vary from semester to semester. VRI services are expected to be scheduled.
Q90 Scope of Language Services. While the RFP is titled American Sign Language & CART Services, the scope mentions ASL, VRI, and CART. Can the College confirm whether the scope is limited strictly to ASL-based services, or if other sign language variants or spoken-language captioning services may also be requested?
R90 The scope of this solicitation is limited to ASL‑based services, including in‑person ASL interpreting, VRI, and CART. Any additional needs would be addressed separately if they arise.
Q91 Budget / Not-to-Exceed Amount. The solicitation states there is no guaranteed volume or minimum spend. Is there an overall estimated annual or total contract budget that proposers should be aware of for pricing and capacity planning purposes?
R91 Refer to R6.
Q92 Incumbent / Current Provider Information. The RFP notes that the College currently has several contracts in place through June 30, 2026. Can the College share the name(s) of the current provider(s) and the current contracted rate structure (hourly rates for ASL, VRI, and CART), for reference purposes?
R92 Refer to R10 and R14.
Q93 Award Structure. The solicitation allows for award to one or multiple vendors. Does the College anticipate awarding by service type (e.g., ASL vs. CART), by modality (in-person vs. virtual), or as a comprehensive award covering all services?
R93 Refer to R36 and R37.
Q94 Can Broward College provide historical data from the past year or projected for the next year (and please indicate which one) on:

Q95 $5,000,000 annual aggregate and operational liability. With dozens of federal government and commercial contracts, some valued in the millions, DAS has never been asked to provide more than $2,000,000 aggregate insurance coverage. We have been advised by our insurance provider that we most likely could not get this much coverage in one policy as it is considered too much for our type of business. Increasing to meet the requirement of $5,000,000 would be very costly and force vendors to charge more to cover this cost. Will the College accept the standard, industry appropriate $2,000,000 aggregate?
R95 Yes, the College is willing to accept the standard minimum of $2,000,000 aggregate limit upon award instead of $5,000,000.
Q96 Who is the incumbent?
R96 Refer to R10.
Q97 Historically, what has been the college’s biggest challenge in covering assignments?
R97 Refer to R61.
Q98 Based on Section 2.4, Scope of Work, page 8, it appears that the solicitation anticipates multiple awards. Since splitting the work lessens the volume of work for winning vendors, thus not allowing vendors to offer volume pricing, will Broward choose one primary vendor and two alternate vendors and allow each vendor to offer their most competitive rates if selected as primary, and alternate rates if selected as one of the alternate vendors?
R98 Refer to R36 and R37.
Q99 Section 3.16 Public Records and Trade Secrets, page 15, states “Proposals and other submissions are property of the college. All materials submitted in Response to the solicitation become the property of the College, which shall have the right to use such ideas or adaptations of those ideas without cost or charge, regardless of selection or rejection of a Proposal.” Section 3.16 How to Claim Exemption, page 15 describes the process of how a vendor must claim information as proprietary, but it provides no guarantee that the College will accept or approve the reasoning.
Without this approval, the vendor’s information is open to be seen and used by other vendors, as well as the College, without any compensation, if not selected. To ensure clarity for offerors, can the College please confirm how vendors’ proprietary information and trade secrets will be protected under this provision. The process to protect trade secrets is extensive and burdensome.
Given that there is no guarantee of work, will the College remove this language from the solicitation?
R99 The redacting of proprietary information is to exempt the information from disclosure under Florida’s Public
Records Laws. If there is a dispute as to whether information is proprietary, the ultimate determination is the respective court’s, not the College’s. The obligation to defend the proprietary status of information will rest with the vendor.
Q100 Can the college provide the hourly rates currently being paid for these services?
R100 Refer to R14.
Q101 Section 4. - “Vendor Services and Responsibilities” , page 25 states “A twenty-four (24) hour cancellation policy will not apply if such notification and opportunity for reassignment are not provided to the College.” Based on this section, it appears that Broward follows a 24 hour cancellation policy. If so, this requirement directly conflicts with industry standards and would make it impossible to fill the College work with anything but the “bottom of the barrel” low-skilled and/or unprofessional interpreters. Highly qualified and certified interpreters make commitments to clients and then decline other work. It is difficult for them to find replacement work if the original assignment cancels. The industry standard is any cancellation with less than 2 full business days’ notice is billed (and paid to the interpreter) for the full, originally assigned time. Will the College change the wording to “The Government shall not be charged for calls scheduled then cancelled by the College staff when notice of cancellation is provided more than two full business days in advance.”?
R101 Refer to SECTION 2 of this ADDENDUM 1.
Q102 Under “General Conditions”, number 12. Bid Bond, page 46, it states “If required herein, a Surety Bond, Certified Check, Cashier’s Check, Treasurer’s Check or Bank Draft of any State or National Bank representing 5% of the total amount of the proposal must accompany proposal. Bonding company must appear on US Treasury list. Surety bonds must be submitted in the form specified by the College. No other bond form will be acceptable.” Given that there is no guarantee of “quantities” or work to the vendors, will the College remove this requirement?
R102 No bid bond is required for this solicitation.
Q103 Under “General Conditions”, number 13. Performance and Payment Bond Requirements, page 46 states “If required herein, the Vendor shall execute a Performance and Payment Bond in an amount equal to proposal costs and in accordance with the requirements of Section 255.05 Florida Statutes, as currently enacted or as amended from time to time. In addition to the requirements of Section 255.05, the Surety must be listed on the Department of Treasury's Listing of Approved Sureties (Department Circular 570) which is available through the Internet at http://www.fms.treas.gov/c570.html. The Insurance Company that issues the Bond must be licensed to do business in the State of Florida. If the Insurance Company is an out of state firm, a Power of Attorney from a Resident Agent must be properly executed and included with the bond.
Bond must be furnished to the College within ten (10) days after receipt of notice of award and must comply with Florida Statutes 255.05.” Given that there is no guarantee of “quantities” or work to the vendors, will the College remove this requirement?
R103 Refer to SECTION 3.20 – PERFORMANCE OR PAYMENT BONDS of the solicitation document.
Q104 Section 4. - “Vendor Services and Responsibilities” , page 25 state “Assign interpreters as requested by the College, to provide services for any given location throughout Broward County on any given day. Contracted interpreters may be assigned to more than one school/location across the county, on any given day, depending upon needs determined by the College.” Can the College clarify if this means the interpreter would be informed of the other locations well in advance or last minute/ same day? Industry standard is that if an interpreter is reassigned, it has to be within the same time frame, same location, similar in subject matter, and no other conflict of interest is noted. If a change in time frame, location, or subject matter occurs, it is a new request.
Will the College acknowledge industry standard and change their statement to reflect this standard?
R104 Refer to R44.
Q105 Note- Page 27, states “For in-person American Sign Language (ASL) Interpreting, minimum billable time is two hours, with fifteen (15) minute increments billing time thereafter.” Industry standard is to pay interpreters in 30-minute increments. Will the College change this to state, “For in-person American Sign Language (ASL) Interpreting, minimum billable time is two hours, with thirty (30) minute increments billing time thereafter.”?
R105 Yes, refer to SECTION 3 of this ADDENDUM 1.
Q106 Section 14. FORCE MAJEURE states “FORCE MAJEURE”. Industry standard is to pay interpreters for the full assigned time for all cancellations not received with at least 2 full business days’ notice.
This entire section on closings and delays in the solicitation does not follow this standard. Will the College change this section to state that cancellations provided to the vendor with at least 2 full business days’ notice will incur no fees?
R106 Yes, refer to SECTION 4 of this ADDENDUM 1.
Q107 Section 31. BACKGROUND CHECKS- states “Prior to allowing any employees or hired workers to work on-site at College facilities, the Vendor will provide written verification to the College that a complete background check, as described above, was conducted for any such employee or hired worker.” Interpreters who work with the federal government have extensive background investigations, including fingerprinting, criminal records check, credit checks and more. Will the College accept the federal government ID badge (which is only provided after passing this suitability process) as evidence of the criminal background checks?
R107 No, it does not comport with the College’s statutory requirements.
Q108 Could you please clarify the specific licenses or registrations required under the Licenses section of the RFP? As a Maryland based LLC, are we required to obtain a Florida business or occupational license?
R108 Refer to SECTION 4 – SUBMITTAL REQUIREMENTS, TAB 1.4 - LICENSES. Respondent must submit evidence that the company is authorized to transact business in the State of Florida and must register with the Florida Department of State.
