About this file

This document is an Addendum to a Request for Quote (RFQ) issued by the California Department of Water Resources for Satellite Communication Devices and Services, RFQ #10205701. The RFQ seeks to obtain satellite communication devices and service plans to serve as a means of communication for staff working in remote field locations throughout the State of California. The addendum provides clarification to two questions posed by prospective offerors regarding the standalone functionality of the required communication devices and the mapping capabilities. The Department of Water Resources has specified that the devices must be standalone and not require tethering to a cellphone, and that the full map functionality must also be contained within the standalone device.

The RFQ was issued by the California Department of Water Resources, which is seeking these satellite communication devices and services. The contract term and any renewal options are not specified in the provided information. Pricing terms, set asides, incumbents, funding requirements and sources, and other salient details are also not included in the document.

ADDENDUM # 1

NOTICE TO PROSPECTIVE OFFERORS

November 20, 2024

To All Prospective Offerors.

The Department of Water Resources received the following question(s):

1. For question #1 / page 18 / table 1 – “Stand-alone device without needing link to any other communication devices such as a cellphone.”. Does a device with buttons to send a Check-in, send an SOS and cancel an SOS and start and end Tracking meet your requirements without having a screen on the device.

Answer: No, information needs to be in a Stand-alone device. We do not want multiple points of failure by tethering with a cellphone. Maps needs to be preloaded in the Stand-alone device.

2. For question #6 / page 18 / table 1 – “Full-Map Functionality”. Does it meet your requirements if this map functionality is within our app on a smartphone?

Answer: No, information needs to be in a Stand-alone device. We do not want multiple points of failure by tethering with a cellphone.
