About this file

Addendum #1 for RFB # 24-0006 is issued by the City of Troy, NY for the Department of Public Utilities' chemical procurement for 2025. The addendum addresses clarification questions submitted by potential bidders regarding specific chemical specifications and delivery methods. The bid is due on November 15, 2024, at 11:00 AM and covers the furnishing of chemicals including Potassium Permanganate and Phosphoric Acid for the upcoming year.

The addendum provides key clarifications on chemical specifications, specifically noting that Potassium Permanganate will be accepted as a free-flowing crystal form to prevent clumping during feeding. For Phosphoric Acid, the city confirmed a preference for drop-off totes instead of bulk shipments, reversing their initial delivery approach. Additionally, the addendum confirms that WTC (Water Treatment Chemical) forms are required for hydrated lime and Potassium Permanganate, with vendors directed to review the WTC Notification Form-Instructions Page for additional details.

Addendum #1

RFB # 24-0006

Furnishing Chemicals for the Department of Public Utilities-2025

Due Date: November 15, 2024, at 11:00 AM

This Addendum answers questions submitted by interested parties.

1) Potassium Permanganate is referenced as Crystals in each section it is mentioned on pgs. 5, 11,12 but then in the specifications it is stating free-flowing grade (pg 9, detailed specifications). Can you please clarify which is correct.

By crystals, we just mean this chemical is fed as a solid. Free-flowing was added because we’ve had chemical in the past that would clump up and make it difficult to feed.

2) Phosphoric Acid states tote delivery (pg. 12). Detailed specifications, pg. 4, states delivered in bulk into the storage totes. Can you please clarify how this chemical is delivered. Is it a pump off from totes into your tanks?

We need this delivered in drop-off totes. This is a new chemical and originally, we thought we would be using bulk shipments.

3) The bid mentions totes of phosphoric acid, but on page 29, it mentions “delivered bulk into storage totes in the receiving area”. Do you take totes or is it a minibulk type delivery? If it is minibulk, how do vendors connect to the storage totes for delivery? Is there a direct, positive connection? If it’s totes, do you require us to pick up the empties?

Same answer as 2.

3) A question regarding the WTC forms for the hydrated lime and Potassium Permanganate, are these forms required for this bid? Are these forms to be completed by the manufacturer?

The WTC forms are required. Please review the WTC Notification Form -Instructions Page for additional information.
