About this file
This is Addendum 1 containing responses to written questions for RFP-#2017-3 regarding dispatch and scheduling software for Stevens Point Transit (SPT), a City of Stevens Point and Portage County joint transportation operation. SPT is seeking a consolidated dispatch and scheduling software system to replace its current lack of integrated capabilities. The project encompasses software licensing, Mobile Data Terminals (MDTs) for 8 vehicles (4 city paratransit and 4 county vehicles), and Automatic Vehicle Location (AVL) systems for 10 fixed-route buses. The implementation timeline targets January 2018, with the project timeline and submission deadlines referenced on page 5 of the RFP. Site visits are permissible prior to proposal submission. Responses to vendor questions are posted on the Wisconsin Vendor Net. SPT operates one depot facility, serves Portage County with varying hours (6:45 a.m. to 10:15 p.m. depending on University of Wisconsin Stevens Point session status), and operates a fleet of 10 fixed-route buses, 4 city paratransit vehicles, and 4 county vehicles. The system must support consolidated reporting across service categories with daily, weekly, monthly, quarterly, semi-annual, and annual capabilities.
The City reserves the right to award contracts based on initial proposals without interviews or negotiations; therefore, proposers must submit their best terms in initial offers. SPT requires vendors to provide quotes for tablets with mounting hardware, though installation will be performed by city maintenance staff. Vendors must be responsible for data conversion, with option for agency personnel assistance during training. Proposers shall provide transparent pricing breakdowns specifying all hardware, software, and professional services required for full system deployment, excluding training costs. Pricing should identify costs for both US Cellular and Verizon communication options. Union representation (AFSCME) applies to drivers and dispatchers. No Disadvantaged Business Enterprise (DBE) participation is included in the scoring evaluation. The RFP indicates SPT anticipates additional reporting requirements beyond minimum specifications and requests vendors include their complete list of available reports with proposals.

Open to vendors to include other information/expenses if needed.
In Attachment E, are vendors to include all professional services under ‘Labor Cost’ that are required to deploy the entire system? (except for training, which is noted in #7).
Yes Are vendors to include costs for the mounting hardware and installation of the in-vehicle equipment? If so, where in Attachment E would you like those figures?
Mounting hardware and installation will be accomplished by SPT maintenance staff.
In Attachment E, please note that if all equipment and the entire software platform are to be included in one line item, the per unit price would not accurately summarize the costs if SPT were to add vehicles in the future. (i.e. once the base system is in place, any future additions would be minimal as compared to the initial project rollout).
Ok
With the funding and grants available, can SPT provide their estimated budget and anticipated proposal cost?
The City may award a contract on the basis of initial offers received, without interviews or negotiations, therefore each initial price proposal should contain the Proposers best terms and conditions.
